人力资源管理与完善团干部教育培训工作机制

团干部教育培训工作是加强团干部队伍建设的重要环节,从人力资源管理的角度分析,进一步完善团干部教育培训工作机制必须完善需求评估机制,在传统方法基础上,采用素质模型的方法;完善目标管理机制,以自我控制为主,注重工作成果的管理方法和制度;完善工作实施机制和工作评估机制,进一步推动团的工作和建设。     

THE AMERICAN BAR ASSOCIATION ADDRESSES THE NATIONAL PROBLEM OF YOUTH AT RISK

During the 2006–2007 American Bar Association (ABA) year, a special ABA Presidential Youth at Risk Initiative has addressed several important topics: addressing the needs of juvenile status offenders and their families; foster children aging out of the foster care system; increases in girls, especially girls of color, in the juvenile justice system; the need to better hear the voices of youth in court proceedings affecting them; and improving how laws can better address youth crossing over between juvenile justice and child welfare systems. Lawyers are encouraged to use their skills to improve the systems addressing at‐risk youth and their families and to help facilitate coordination of youth‐related community efforts. Learning how to effectively communicate with youth is an important skill attorneys must learn. Through the Youth at Risk Initiative, the ABA has held continuing legal education programs, hosted community roundtables among youth‐serving stakeholders, and developed projects on: juvenile status offenders; lawyer assistance to youth transitioning from foster care; educating young girls on violence prevention, conflict resolution, and careers in law and justice; and provision of useful information to youth awaiting juvenile court hearings. New ABA policy has addressed services and programs to at‐risk youth, assuring licensing, regulation, and monitoring of residential facilities serving at‐risk youth, enhanced support for sexual minority foster and homeless youth, juvenile status offenders, and improving laws and policies related to youth exiting the foster care system.

当前在全团开展增强团员意识主题教育活动是共青团加强自身建设的一项重大战略举措,具有深厚的战略意蕴。开展增强团员意识主题教育活动,必须坚持党建带团建、理论学习与主题实践活动相结合、正面教育和自我教育为主、民主与集中相结合等基本原则,从而增强教育活动的针对性和实效性。     

Why Human Rights Matter for Our Future: The Views of Three Young People

This article consists of statements by three young people with a passion for human rights. Two of the young people, Jude Smith (aged thirteen) and Khalil Richard (aged twenty) are members of the Sheffield Youth Cabinet. The third young person, Natasha Siguake (aged twenty), is a Young Advisor for Sheffield Futures. The three contributors talk about the human rights that are most important to them and why human rights are important for the future.     

Kinship Family Relatedness,Nuclear Family Contact,and Social Support Among Foster Youth

Using a sample of 16-year-old youth placed with kinship foster families in California, the current study examines the relationship between kinship foster family structure and foster youth's biological family contact and support. Latent class analysis was used to examine differences in family structure based on the relatedness between foster youth and other members of the kinship family household. Subsequently, the respective relationships among household structure and foster youths' characteristics, experiences, and biological family contact and support were examined. We find that the kinship families serving foster youth are represented by four distinct household types, including sibling and grandparent households. Kinship family household type is found to be statistically significantly associated with youths' contact with siblings, closeness to caregivers, and perceived social support. Implications for kinship foster family scholarship are discussed.     

Where the whole city meets: youth,gender and consumerism in the social space of the MEGA shopping mall in Aktobe,western Kazakhstan

ABSTRACT

The shopping mall entered Central Asia's commercial sector as a result of the economic transformation of post-Soviet space. Constructed near the centre of the city, the shopping mall overwrites the urban landscape, dominating it as a symbol of modernity. It functions as a gateway of global consumerist culture to the Eurasian steppe. Using the MEGA shopping mall in Aktobe, in western Kazakhstan, as an example, this article shows that the building acts as a stage for the construction of a new social and cultural space. This study focuses on the ways in which young women interact with the mall's spaces. The mall turns out to be a playground not only for children, but also for the whole younger generation, who come to this unique place to see and be seen. The mall became a hot spot of youth culture in the post-socialist worker's city by offering more than a mere shelter from dust and snow storms on the steppe. The available amenities made it a favourite place for meeting, consuming and dreaming. Young women especially are attracted to MEGA to experience the newest fashions and build social relationships.     

Youth employment and post-war development in Jaffna,northern Sri Lanka

Jaffna District in northern Sri Lanka has recently emerged from three decades of violence and isolation, leading to a diverse array of political, social and economic issues. This article critically analyses the links between youth employment and the post-war reconstruction and development of this region. Unemployment among youth is regarded as a potential threat to the stability of the country during the post-war period, and it is argued that only through the active engagement of Sri Lanka’s youth population can the threat of a resurgence in violence be fully eliminated. The article, which is based on recent field research, examines the extent of youth unemployment within Jaffna District, and considers how government, non-government and community-based actors are working together to solve related problems.
