AbstractEducation policy is a highly interesting field from the point of view of governance, given the substantial changes that have been made throughout the world to the governance of such policy over the last 30 years or so. Western governments in particular have made significant changes in the governance arrangements of their education policy in order to achieve two fundamental goals: increased efficiency and greater accountability. In this process, the role of governments has changed but not diminished. This paper explores such developments by comparing the trajectories of governance reforms in three federal countries (Australia, Canada and Germany). What emerges is that the role of governments is key to all governance mixes modelled by the reform processes in the three analysed countries, and that there is greater “national” coordination than before, but also significant differences in the strategies adopted and in the content of reform, due to the differing nature of such countries’ federal dynamics. 相似文献

In recent years, the Australian government has shifted the focus of its foreign economic and trade policies away from traditional practices and partners and onto Asia while simultaneously maintaining close diplomatic and defence ties with Washington. Using the results of the 1993 Australian Election Study survey, this note examines the place of public opinion in this continuing exercise. We find that although there is public support for increased trade with Asia, strong protectionist and pro‐alliance sentiments remain strong within the populace at large. These prevailing sentiments and their, albeit at this stage limited, interconnections could serve to complicate any push towards greater trade ties with its Asian neighbours. 相似文献

Discussing new or recently reformed citizenship tests in the USA, Australia, and Canada, this article asks whether they amount to a restrictive turn of new world citizenship, similar to recent developments in Europe. I argue that elements of a restrictive turn are noticeable in Australia and Canada, but only at the level of political rhetoric, not of law and policy, which remain liberal and inclusive. Much like in Europe, the restrictive turn is tantamount to Muslims and Islam moving to the center of the integration debate. 相似文献

As the most visible element of the marketing communications mix, advertising has had its critics and, given the choice, developed countries usually select a self‐regulatory approach to deal with unacceptable advertising. The recent breakdown of one of the world's longest established advertising self‐regulatory programmes in Australia has reopened the 20‐year old debate that has taken place in the leading academic and business journals concerned with enhancing understanding of such regulatory systems. This paper focuses on the activity of code enforcement in improving the effectiveness of advertising self‐regulatory frameworks. The key findings of an Australian study, where its scheme has recently failed, are presented and discussed in this context and a key concept is developed. The concept of community standards is the cornerstone of advertising self‐regulation in Australia. However, there is a dearth of research on current attitudes towards advertising and a virtual absence of such data in an Australian context. A questionnaire was developed to assess consumer attitudes towards advertising; respondents were 872 adults residing in New South Wales. We found high levels of concern regarding advertising standards in general and a consistent perception that advertising should not, for example, use coarse language or violent images, portray women or men as sex objects or show nudity, stereotype or make fun of groups of people, or convey messages that undermine parental authority. In relation to specific appeals and executional elements, although we identified numerous statistically significant demographic differences, there was a clear majority view as to what elements are unacceptable. That is, rather than the posited vocal ‘moral minority’, there is a consistency of views across the community on key issues of advertising standards. The finding that only a very small proportion of community‐based respondents knew how to make a complaint to the correct organisation suggests that studies utilising complainant samples are unlikely to be representative of those who are concerned about advertising. Corruption in rich countries is different to corruption in poor countries. There are many analyses and models of corruption in poor countries, and interventions are structured with these in mind. When analyzing corruption in rich countries, borrowing from the experiences in poorer countries does not fit well with public administration practices. Ironically, citizens in rich countries have high levels of perceived corruption, yet they reported very little personal experience with corruption in any form. This article uses data to outline some corruption risks and proposes that any analysis focuses on classifying specific types of corruption in rich countries. 相似文献
