Worldwide investments in agricultural land have gained much attention in recent years, resulting in renewed awareness of land as being a scarce and finite resource. This paper investigates a case of South-to-North land deals, namely investments from the Arab Gulf targeting agricultural land in Australia. For the Arab Gulf States that highly depend on external food supplies, investment abroad is one strategy to guarantee future food security. At the same time, leading Australian political and economic representatives have been eager to attract investments from the Gulf. Increasing foreign investment in Australian land has, however, provoked a vivid public debate in Australia. Concepts of foreign direct investment and its role are currently renegotiated on the federal level with regard to Australia's own food security, the ‘national interest’ and the redefinition of ‘Australian agricultural land’. While these concerns also play out on the local level, investments have to be seen within the wider context of Australian ruralities. The paper reveals how food security and commercial and financial interests intersect and become blurred within current transformations of the global agri-food system.  相似文献

Efficiency approaches to the question of whether population size matters to optimal local government have proved largely inconclusive. However, recent exploratory empirical work employing an effectiveness approach – as proxied by citizen satisfaction survey data – offers a promising way forward. The present paper seeks to build upon an earlier cross-sectional analysis of Victorian local government by employing longitudinal data over a three-year period – 2008 to 2010 – for Victorian local authorities. The greater depth of data confirmed the positive associations with population density but suggests that negative linear relationships dominate over parabolic associations for population size. This result underlines the need for the collection of more local government citizen satisfaction data by Australian local government systems, given its potentially fruitful application in tackling contentious questions in contemporary local government policy debates.  相似文献

In 2007, the Queensland Government imposed forced amalgamation with the number of local authorities falling from 157 to just 73 councils. Amalgamation was based inter alia on the assumption that increased economies of scale would generate savings. This paper empirically examines pre- and post-amalgamation (2006/07 and 2009/10) for scale economies. For the 2006/07 data, evidence of economies of scale was found for councils with populations up to 98,000, and thereafter diseconomies of scale. Eight percent of councils in 2006/07 (ten councils) – representing 64% of the state’s population – exhibited diseconomies of scale. For the 2009/10 data, the average cost curve remained almost stationary at 99,000 residents per council, but almost 25% of all councils (thirteen councils) were now found to exhibit diseconomies of scale. The compulsory merger program thus increased the proportion of Queensland residents in councils operating with diseconomies of scale to 84%.  相似文献

Persistent underperformance of public policy and program implementation in Aboriginal affairs is widely recognised. We analysed the results of two case studies of attempted reforms in public administration of Aboriginal primary health care in the Northern Territory, using a framework based on the institutionalist and systemic racism literatures, with the aim of better understanding the sources of implementation failure. Implementation of the agreed reforms was unsuccessful. Contributing factors were as follows: strong recognition of the need for change was not sustained; the seeds of change, present in the form of alternative practices, were not built on; there was a notable absence of sustained political/bureaucratic authorisation; and, interacting with all of these, systemic racism had important consequences and implications. Our framework was useful for making sense of the results. It is clear that reforms in Aboriginal affairs will require government authorities to engage with organisations and communities. We conclude that there are four requirements for improved implementation success: clear recognition of the need for change in ‘business as usual’; sustainable commitment and authorisation; the building of alternative structures and methods to enable effective power sharing (consistent with the requirements of parliamentary democracy); and addressing the impact of systemic racism on decision-making, relationships, and risk management.  相似文献

Canada and Australia are two of the economic success stories of the last thirty years, enjoying rapid growth during the 1990s and 2000s and (unlike the UK and US) escaping the worst effects of the 2008 financial crisis. In both countries, however, economic growth has become highly dependent on commodities extraction, leaving them vulnerable to fluctuations in commodity prices, and imposing political constraints on tackling climate change. This article explores the economic and political challenges which the role of the natural resource sector has posed in Australia and Canada in recent years, and examines the contrasting ways in which Scott Morrison and Justin Trudeau’s governments deployed the climate issue in the two countries’ 2019 federal elections.  相似文献

A 'cult of collaboration' is emerging in Australian public policy circles. In this article I argue this reflects a misunderstanding of the concept and its distinctive characteristics. Here I reintroduce collaboration vis-à-vis other forms of 'working together' and question whether we have taken a collaborative turn in public policy. The 1999 Australian republic referendum was intended to finalise the nation-building process begun in the mid-nineteenth century and to exploit growing national consciousness in the wake of post-World War II cosmopolitan immigration and the 1988 bicentenary. Despite strong republican support recorded by opinion polls and a broadly favourable media climate the proposal to institute a republic was defeated. The article summarises the campaign and explores some of the reasons that have been advanced, including the part played by the prime minister, for its outcome; it concludes that 'the model' might have been a contributory factor, but probably not the sole explanation. A re-run is unlikely before the election of a sympathetic, probably Labor, government. The episode illustrates the immensity of the difficulty facing republicans in Britain where similarly favourable conditions are inconceivable in the foreseeable future.  相似文献

澳大利亚调整劳动关系的第一部法律是 190 4年出台的《联邦调解仲裁法》 ,其后随社会的变化 ,该法几经修改 ,甚至二易其名 ,对劳动关系的确立、调整起到了关键性的作用。澳国调整劳动关系的政府职能部门是联邦和州的工作场所关系、就业及小企业部、“就业代言”及准政府机构———产业关系委员会。另外 ,由劳、资、政三方代表组成的国家劳资调解委员会从高层面上促进了劳资和谐。工会组织和雇主组织是澳大利亚劳动关系调整机制中的两大主体组织 ,法律要求劳资双方要通过集体谈判及签定协议 ,协商解决劳动纠纷 ,而劳动争议则由产业关系委员会负责处理。近年来 ,澳大利亚劳动关系调整机制日臻完善 ,劳动争议明显下降 ,劳动关系基本稳定和谐  相似文献
