作为区域大国,南非在非洲安全秩序构建中发挥着重要作用。1994年民主转型后,南非国家身份定位由西方的白人飞地转变为非洲国家,以非洲为中心成为南非外交政策的战略优先。南非非国大政府秉持新的国家身份认知,不再将非洲国家视为国家安全的威胁,而是命运与共的合作伙伴。南非通过参与解决非洲国家冲突、加强非洲集体安全机制建设、支持非洲冲突后重建与发展进程、推动联合国与非盟加强战略协调与合作、参与多边维和行动等方式参与非洲和平与安全建设,扮演了区域安全公共产品供给者的角色。南非虽然在非洲和平与安全建设的某些领域发挥了独特的引领作用,但经济增长乏力和国力相对下降,使其越来越无法有效应对日趋复杂的非洲安全形势。域外大国和国家集团加大对非洲安全事务的干预力度、其他非洲区域大国的竞争,也对南非在非洲和平与安全建设领域发挥引领作用形成了制约。在新冠肺炎疫情冲击、经济增长陷入衰退和社会矛盾加剧的背景下,南非政府将把更多精力和资源用于解决国内经济和社会发展问题,直接介入非洲冲突解决的意愿和能力会有所下降。南非在参与非洲安全事务过程中将更加惜用自身国内经济军事资源,进一步提升对外交手段、非洲集体安全机制的依靠。  相似文献

Major disasters represent infrequent events that often require response organizations to vicariously learn from the experiences of others in order to improve their operations. A primary mechanism for such knowledge diffusion is the different practitioner and empirical journals for the organizational fields that comprise disaster response. A review of the literature for the law enforcement field, however, reveals that little attention is given to how these organizations manage actual disasters. In particular, the presentation of organizational experiences, whether through case studies or other methodologies, is very limited in the practitioner and empirical literature of this field. This represents a considerable problem for improvements of disaster response operations given that law enforcement agencies represent a key component in such efforts. The research presented in this article is an effort to fill this knowledge gap and thereby facilitate organizational learning to improve future law enforcement disaster response activities. The authors traveled to Mississippi and Louisiana after Hurricane Katrina to examine the response efforts of state and local law enforcement agencies to the storm. The findings from this research are reported here in a lessons‐learned format to inform law enforcement disaster response policy.  相似文献

Despite the substantial body of research on the psychological and social effects of racial segregation in schools on African Americans, few studies have considered the possibility that more racially inclusive schools might reduce the risk of extremely negative adult life experiences such as incarceration. Yet such a connection is made plausible by research linking black racial isolation in schools to variables that are often associated with incarceration rates, including concentrated poverty, and low educational and occupational aspirations and attainment. In this paper, we apply methods first developed by labor economists to assess the impact of racial inclusiveness in schools on individual incarceration rates for 5‐year cohorts of African Americans and whites born since 1930. We find strong support for the conclusion that blacks educated in states where a higher proportion of their classmates were white experienced significantly lower incarceration rates as adults. Moreover, our analysis suggests that the effects of racial inclusiveness on black incarceration rates have grown stronger over time. These longitudinal effects are consistent with the argument that the educational climate of predominantly black schools has deteriorated in more recent decades.  相似文献

This study examined the relationship between lifetime abuse and mental health among 126 African American women and 365 White women from a primary health care setting who participated in a telephone interview as part of a larger study. Seven types of childhood and adult intimate partner abuse were measured. Consistent with hypotheses, (1) lifetime abuse was associated with elevated levels of anxiety and depression, and (2) women who experienced childhood abuse were more likely to report adult partner abuse. African American and White women showed more similarities than differences in the associations between most abuse experiences and depression and anxiety, as well as types of childhood abuse. African American abused women reported more excessive jealousy by partners. Nonabused African American women reported higher levels of depression and anxiety than their White counterparts. Results are interpreted and discussed taking into account relevant social and cultural factors.  相似文献

This article draws a parallel between the Apartheid regime in South Africa and the post-IRCA immigration regime in the USA. I argue that both regimes were organised around Apartheid Policing, which may be defined as a legal process consisting of three mutually reinforcing mechanisms: differentiation of migrants into non-citizen insiders with legal residence rights and non-citizen outsiders without them; stabilisation of migrants as permanent or long-term residents, enabling the growth of the migrant workforce; and marginalisation of migrants as politically vulnerable outsiders, including exploitation at work. But the two regimes were supported by different political and ideological apparatuses. While placing a disproportionate burden on Latino migrants, the post-IRCA immigration regime differed from the Apartheid regime in that it was not organised around an explicit racial hierarchy, and offered non-citizens a greater array of rights. As a result, Apartheid Policing under the post-IRCA immigration regime is potentially more politically sustainable.  相似文献

Ethiopia and Sudan share a common boundary of over 1600 km which was drawn through a series of treaties between Ethiopia and the colonial powers of Britain and Italy. To date, this boundary has not been clearly demarcated. In 2007, the Ethiopian People's Revolutionary Democratic Front, the current ruling government, entered into a secret agreement with the Sudan to make adjustments on the border. This paper identifies the major factors that have frustrated efforts to address the Ethio-Sudan boundary problem and also proposes solutions on how Ethiopia and Sudan could resolve their differences. The analysis reveals that political, social and cultural factors; the decision to adopt the western concept of the boundary; and the failure to recognise the historic and cultural constructs have contributed to the frustration of negotiations on the border. The paper proposes that Ethiopia and Sudan embrace the African Union Border Program, which encourages mutual cooperation, regional integration and the building of communities with strong economic and cultural ties.  相似文献

Sex determination is critical for developing the biological profile of unidentified skeletal remains. When more commonly used elements (os coxa, cranium) for sexing are not available, methods utilizing other skeletal elements are needed. This study aims to assess the degree of sexual dimorphism of the lumbar vertebrae and develop discriminant functions for sex determination from them, using a sample of South African blacks from the Raymond A. Dart Collection (47 males, 51 females). Eleven variables at each lumbar level were subjected to univariate and multivariate discriminant function analyses. Univariate equations produced classification rates ranging from 57.7% to 83.5%, with the highest accuracies associated with dimensions of the vertebral body. Multivariate stepwise analysis generated classification rates ranging from 75.9% to 88.7%. These results are comparable to other methods for sexing the skeleton and indicate that measures of the lumbar vertebrae can be used as an effective tool for sex determination.  相似文献
