Deterrence,Firearm Arrests,and Subsequent Shootings: A Micro-Level Spatio-Temporal Analysis

Do police firearm arrests reduce later shootings in nearby locations and in the days immediately following the arrest? This question is examined at a more detailed level than in previous work in order to better describe the spatio-temporal dynamics linking these two event types. All firearm arrests (n?=?5,687) and shootings (n?=?5,870) in Philadelphia from 2004 to 2007 were analyzed using a modified close-pair method. Following a firearm arrest shootings declined significantly, 28–47% up to a couple of blocks away. These significant declines, however, lasted for just a few days. Overall, results suggest police firearm suppression effects occur, may extend up to two blocks away from a firearm arrest, but also are short-lived. Potential implications for deterrence are discussed.     

South African regulation of online casinos licensed in a foreign jurisdiction

Advances in technology brought about new popular gambling activities such as online gambling (sometimes called trans-border e-gaming) in South Africa and abroad, demand new regulatory structures since the current laws on gambling do not have provisions for online gambling. This article addresses the legality of engaging in online gambling within the South African borders by casino operators who are licensed in a foreign jurisdiction, giving rise to the issue of determining the place where the act of gambling takes place between a player who is in South Africa while engaging on the Internet with a server in another country. Although this article deals with the South African perspective, realizing that South Africa is a developing country and the law relating to the Internet might be behind, a reference to the online gambling law of United States (US) is made to showcase a need for attention to regulate online gambling in both developing and developed countries.

浅析社区警务绩效评估中的公民参与问题

自2002年3月社区警务在全国派出所工作会议上被提上日程以来，我国社区警务工作取得了巨大的成绩。但是，随着社区警务理论研究与实践的不断深入，以往的绩效评估模式已经远不能衡量社区民警的真实工作成绩。要尽快形成与警民共建理念相适应的社区警务绩效评估模式，就需要把公众引入到社区警务的绩效评估中来，以此来规范社区警务的管理，将社区警务的绩效评估工作纳入到科学化、民主化的轨道上来。

民生警务活动开展以来,取得了明显的成效,受到了广大人民群众和社会各界的好评。但是,这些成绩离人民群众的期待和民生警务的最新要求还有相当的距离。如何将服务群众变成每位民警的自觉行为,成为每位民警的一种日常养成和职业习惯是实现民生警务的根本所在。推进民生警务还有很长的路要走。     

The myth of success: the emergence and maintenance of a specialized gang unit in Stockholm,Sweden

Street gangs and organized crime groups pose a unique challenge to police departments across the globe. Given their penchant for public displays of affiliation through well-recognized signs and symbols, their presence is often associated with media attention and public scrutiny, which threatens the legitimacy of the police and creates added pressure to generate a specific and public response to the threat these groups pose. The current study documents how the Stockholm County, Sweden, police developed and maintained an anti-gang operation in response to an emerging gang problem. While police officials labeled the anti-gang initiative a success in the news media, analyses of prosecution statistics and internal police documents demonstrate a less than ideal effect of this operation. Potential reasons for the discrepancy in public pronouncements of programmatic success relative to evaluation of official data are discussed.     

Racial Bias in Case Processing: Does Victim Race Affect Police Clearance of Violent Crime Incidents?

Prior studies have illustrated racial differences in perceptions of police legitimacy. African‐Americans’ views, however, appear to be complex, shaped by perceptions of over‐enforcement of crimes committed by African‐American offenders coupled with under‐enforcement of crimes involving African‐American victims. Using data from the 2002 National Incident‐Based Reporting System, we examine whether victim race (alone, and in combination with offender race) affects police case clearance of four types of violent criminal incidents (homicide, aggravated assault, rape, and robbery) as a potential explanation of African‐Americans’ reduced levels of support for the police. Results suggest that the race of the victim, particularly in combination with the race of the offender, is related to police clearance of violent criminal incidents, but that this relationship is not as strong as those between agency, offense type, and situational characteristics of the incident. Implications for research and policy on police—community relations are discussed.     

Could Innovations in Policing have Contributed to the New York City Crime Drop even in a Period of Declining Police Strength?: The Case of Stop,Question and Frisk as a Hot Spots Policing Strategy

Available data make it impossible to reach strong conclusions about the role of policing in the New York crime decline. Instead, we examine whether innovations implemented in New York fit with what is known about effective policing strategies. Our main analysis focuses on how the New York City Police Department (NYPD) could have continued to contribute to the crime drop over the last decade when the number of police declined significantly. We examine geographic data on crime and stop, question and frisks (SQFs) to show that SQFs are concentrated at crime hot spots. We also show that the NYPD increased these specific hot spots policing strategies despite declining numbers. In our discussion, we speculate on whether this “doing more with less” could be an explanation for the continued crime drop in New York, noting the limitations of drawing conclusions from existing data. We also raise concerns about possible backfire effects of SQF hot spots approaches.
