In spite of widespread interest in the effects of electoral institutions, research has largely missed, or misspecified, the ‘theoretical link’ tying legislators' behaviour to the rules' formal properties. District magnitude, in particular, can operate through the number of candidates running under the same party label and the number of votes required to win (re)election. Using data from the PARTIREP cross-national legislator survey in 15 European democracies, the article demonstrates that district magnitude is a proxy of different processes in closed-list and open-list systems. The findings contribute to a better understanding of how the mechanical effects of electoral institutions translate into incentives on the part of legislators to cultivate a personal reputation.  相似文献

Estimates of static nationalization do not always reflect stark qualitative differences between parties. We use a research design oriented around a comparison of sharply different parties—the unstable Democratic Left in Ecuador and the stable Broad Front in Uruguay—to develop the distinctiveness of static and dynamic nationalization. Snapshot measures that only consider a single election suggest that both parties are poorly statically nationalized; but we show that the former case is highly statically nationalized, and that the observed territorial differences arise because it is poorly dynamically nationalized. We adopt the linear mixed modeling approach to reduce the bias in extant estimators. The approach is also informative about the sources of variance in a party's territorial support: relatively stable district attributes account for static nationalization, while features unique to the electoral cycle account for dynamic nationalization. Substantively, our study alters conclusions about parties operating in highly unstable electoral contexts.  相似文献

The duty to vote is a strong predictor of turnout, but little is known of its source, leaving much ambiguity around the nature of the motivation. This article shows that a powerful pathway lies in the ethical commitment many individuals feel to their nations. When the state is seen as an extension of one's national community, this national obligation is politicized toward state affairs, including the duty to vote. Conversely, when this linkage is weak or absent, an intrinsic duty to vote is weakened. By revising a key assumption in the traditional calculus of voting, I derive a statistical model to identify a nation-based, intrinsic duty to vote. The model is tested in Germany, where different experiences with unification in the East versus West yield contrasting predictions on an intrinsic duty to vote. The findings suggest new strategies for get-out-the-vote efforts to target the nationalistic source of the duty to vote.  相似文献

Restorative justice has become an increasingly popular alternative to traditional applications of criminal justice. The emphasis on victim needs and the personalizing of conflict resolution offers an attractive choice for those dissatisfied with the adversarial, impersonal, and retributive focus of the present criminal justice system. Many evaluations of restorative justice programs, especially those with a diversion goal, have rarely controlled for the possibility of net widening and the influence of offender risk on recidivism. This evaluation examined a prison diversion program that followed restorative justice principles. Using a matched comparison group and controlling for offender risk, the program demonstrated a diversion effect and a significant reduction in offender recidivism. The results are encouraging for jurisdictions experimenting with this new approach to justice and seeking a more integrated role for victims in criminal justice processing.  相似文献

This article draws upon insights from theoretical and empirical studies of coalition behaviour in multiparty politics to examine the formation of the United Kingdom coalition following the general election of 6 May 2010. It argues that the formation of the Conservative‐Liberal Democrat coalition is not unusual in historical terms or in the context of contemporary European politics; and that although it is a break from the more recent pattern of postwar British politics it nevertheless does conform to expectations in the light of the coalition literature. The article also provides a comparative analysis of the impact of Britain's ‘First‐Past‐The‐Post’ (FPTP) electoral system on party competition and an examination of the performance of the Alternative Vote (AV) system and argues that if the United Kingdom retains FPTP then a return to single‐party government in 2015 is highly likely; and it is not inevitable that the introduction of AV would significantly advantage the Liberal Democrats.  相似文献

Recent investigations concerning consumer confidence in the U.S. have shed light on both the economic and political forces that contribute to its dynamics. And yet, as the recent financial crisis makes clear, the world economy is an increasingly interdependent place. This paper explores whether, in fact, consumer confidence responds differently to economic events in different political and institutional contexts. Our preliminary findings indicate that consumer confidence has shared variance in four countries for which we have data, but also unique variance with origins in national politics.  相似文献

We investigate the origins of voters' beliefs about the value of their single vote. We construe such beliefs as a function of psychological predispositions and exposure to information about the competitiveness of the electoral race. We test this theoretical model using data from the 2008 Canadian federal election and a new survey question tapping voters' beliefs about whether their vote can make a difference. Our results show that sense of efficacy has a strong effect, efficacious voters being more prone to optimism. Competitiveness of the race also matters, but only among attentive voters.  相似文献
