从“阿拉伯之春”到“占领”运动——全球抗议周期中的框架转型及其效果

2010年年底以来发生在西亚北非的"阿拉伯之春"以及以美国"占领华尔街"运动为代表的系列"占领"运动,被国内外学术界视为构成新一轮全球抗议周期的组成部分。作者从社会运动理论有关主框架和抗议周期之间的关系出发,考察了"阿拉伯之春"和系列"占领"运动之间的联系与异同。"阿拉伯之春"中一个具有创新性的"变革"主框架的出现,构成此轮抗议周期兴起并具备强大动员能力的重要原因;而当系列"占领"运动在借鉴"阿拉伯之春"的话语和象征体系的基础上提出了一种"占领"主框架时,抗议周期在主框架上经历了从"变革"到"占领"的转型过程。然而,与"变革"主框架相比,"占领"主框架在经验的可信度、经历的可测量度和观念的重要性上存在明显不足,这是系列"占领"运动的动员能力无法与"阿拉伯之春"相比的重要原因。鉴于从"阿拉伯之春"到系列"占领"运动之间的意义和象征体系的转型并不成功,大致可以预料,除非新的社会运动对话语体系进行创造性的改造,否则,这一波全球抗议周期将趋于式微。     

共青团开展社会协商对话中的协商民主

中国共青团的性质和地位决定了其具有开展社会协商对话的职能,共青团各级组织积极参与社会协商对话,开展了极有效的协商对话活动:团的工作决策、青年关心的社会问题和自身的利益等等。通过协商对话最大限度实现了协商民主,进而推动了青年的参与和民主意识,促进了青年的民主政治的进程。多年来,中国共青团开展的社会协商对话促进了协商民主在中国的发展。     

高校共青团工作进学生公寓的实践与思考

随着高教园区和高校后勤社会化改革以及大学生成长过程中一些新情况、新问题的出现,高校从自身实际出发,结合学生的特点,探索多种共青团工作进学生公寓的模式及有效的工作载体,开创了学生团建工作的新局面。     

Exporting ‘active citizenship’: foreign support for citizenship education in the Arab world

What explains the rise in support for active citizenship programs in the Arab region? How has active citizenship been envisioned and taught with support by foreign states? How do participants understand the usefulness and impact of such programs? In this paper, we examine the contexts in which citizenship programs that embody the political aspirations of foreign states, are implemented. Embedded in local political realities, participants in these programs routinely question the ef?cacy and applicability of training modules focused on active citizenship and civic engagement. We argue that the proliferation of active citizenship programs for civil society organizations in practice serves to both bolster state legitimacy and discourage community leaders and activists from expressing political dissent. By submerging con?icting values, practices, and perspectives while encouraging civic participation based on conformity rather than dissent, active citizenship programs risk fostering a depoliticized civil society that is detached from the local political context.

为继承党的军民双拥工作这一优良传统，适应新形势下社会体制变革的需要，进一步探索社会化、区域化的“大团建”格局，各地、各级共青团组织和武警部队着手开展了以“思想工作联抓、公益事业联做、文体活动联谊、人才培养联手”为内容的“四联”共建活动，在新时期产生了重大而深远的影响。本文拟围绕这一主题，对“四联”共建的产生、内容、机制和影响作一下全面阐述。     

FROM CHAOS TO CHAOS: SOUTH YEMEN 50 YEARS AFTER THE BRITISH DEPARTURE

Fifty years after the British departure the future of South Arabia or South Yemen is just as uncertain as it was on 30 November 1967, when the People's Republic of South Yemen (PRSY) came into existence. The old order was swept away in the revolutionary tide of the mid- 20^th century to be replaced by a Marxist state. Yet, within less than 23 years the new order was undermined by unresolved issues inherited from South Arabia and led to an ill-prepared union with the Yemen Arab Republic (YAR) in 1990. Today, after over two and half years of war, Yemen is fragmenting and one outcome might be the return of a southern state which will have to confront the same unresolved issues. Are southerners Yemenis or South Yemenis? Can institutions be created to overcome tribal and regional differences with the South? Can a viable economy be created in a country with so few natural resources? This article provides a history of the region and the conflicts of the last 50 years, along with a consideration of the present situation and a discussion of the enduring issues.     

高校基层共青团组织开展品牌创建工作的探索与实践

在高校共青团组织中开展品牌创建工作是新形势下加强和改进共青团工作的创新之举。当前高校基层团组织在开展品牌创建方面存在着一些问题和不足:品牌活动建设缺乏个性,创新不够;不注重与学科专业结合,专业特色不明显;疏于活动宣传,影响力不足;缺乏有效总结,未能建立长效机制。在品牌创建工作实践中,高校基层团组织应当遵循导向性、创新性、实效性、系统性和可持续性原则,不断转变思想观念,强化品牌意识;善于挖掘整合品牌资源,凝练打造特色品牌项目;加强管理,确保品牌活动持久深入开展;加大投入,为品牌创建打下坚实的物质基础;注重宣传,不断提升品牌活动的形象和影响力。     

Beyond the literary veil – Women writing Africa: The northern region (2009)

Abstract

Whenever African literature is discussed there is an articulated incorrect assumption that this relates to all the regions of Africa, except North Africa. A related further assumption is that only men in North Africa write. Female writers from the North barely receive critical attention, although they have been writing creative works. The aim of this article is to dispel the notion of literary drought when describing North Africa. Using the text, Women writing Africa: The northern region, the article demonstrates the different sensibilities that female authors in North Africa have created and manifest, when writing against patriarchy as well as against ideological philistinism within their communities. It is argued that female authors from North Africa – African-Arab women – are versatile in their imaginations as they engage with social reality from the perspective of creative art as well as political discourse. The article concludes that this assertion removes the literary veil so that North African female authors can begin to be appreciated artistically, more than has been the situation up to now.

优化设计新形势下高校党建带团建的实现路径对全面推进党的建设新的伟大工程、增强高校共青团组织凝聚力和战斗力、加强和改进大学生思想道德建设、实现团员青年自由而全面发展具有重要意义。基于首都部分高校党建带团建的案例解读,凝炼了党校和团校教育、形势政策报告会、共青团干部到基层挂职锻炼、共青团工作经验交流、青年人才技能培养、服务社会建设发展等高校党建带团建的实现路径,以及新形势下高校党建带团建路径设计的几点原则。即正确认识并处理好新形势下的党团关系,兼顾团的青年属性与高校的“学校特色”,尊重团员主体地位、激发团员自主意识,实现“社会-党-团-青年”的有机统一等。
