The Arab uprisings have not only impacted large parts of the Arab world. They have also left their mark on scholarship about Arab politics. Following the unexpected events, scholars have been engaged in a self-reflective debate on whether their assumptions and theoretical approaches to Arab politics have proven inadequate and their reasoning flawed, and if some kind of rethink is necessary for how this is supposed to take place. The present article, which belongs in the realms of meta-studies, reflects on these self-reflections. By presenting and evaluating some of the specific positions within this more inward-looking part of the Arab uprisings debate, the article brings attention to how this line of more self-reflective questions can – and has been – addressed within very different kinds of “frames” and how these are associated with very different ways of discussing the analytical applications of the Arab uprisings for Arab politics. More specifically, the article identifies three kinds of framing: (i) a who-has-been-vindicated-and-made-obsolete framing, where the core interest is in picking winners and losers among the last decades’ (post)democratization currents in Middle East studies; (ii) a how-do-we-synthesize-and-upgrade framing, where the ambition is to revise and combine insights from the analytical toolboxes of both authoritarian resilience and democratization; and finally (iii) a how-do-we-get-beyond-the-democratization/authoritarianism-paradogma framing, which perceives the Arab uprisings as an opportunity to engage in a more basic reflection about how (Arab) politics has been and should be debated and whether it is time to make the study of Arab politics into a “genuine science of politics” instead of being reduced mainly to topics of democratization and authoritarian resilience.  相似文献

In studies of political transition, scholars started to explore the effect of competition between foreign policies of antipodal regimes on the political trajectories of transition countries, notably between traditional Western donors such as the European Union and the United States of America and regional authoritarian powers such as Saudi Arabia. Drawing on existing accounts, this article studies the conditions under which external actors can effectively steer local elite towards democratic reforms despite illiberal regional powers’ potential counteractions. We argue that the reform-oriented political elites in the recipient country are the ultimate judges in this competition for influence. If democracy promotion is credible, they will decide in favour of democratization, but only if the expected costs and benefits of democratic engagement resist solicitation by authoritarian powers. A study of post-Arab Spring democracy promotion in Tunisia supports the pivotal role of the external donors’ credibility in times of complex donor constellations.  相似文献

Taking its point of departure in how specific regional organizations function and interact in the Mediterranean, this article attempts to show to what degree this institutional setup has influenced the developments in the Arab Mediterranean states after the Arab revolts. The analysis of the organizational and institutional setup in the Mediterranean is theoretically founded in the new institutionalism tradition. Furthermore, a regionalism perspective is applied, touching on discussions related to European normative ambitions. It is demonstrated that the regional organizations only to a limited degree have contributed to democratization processes or to democratic consolidation in a post–Arab Spring context, and it is argued that it seems unlikely that these organizations in the future will develop into tools for democratization in the Mediterranean region.  相似文献

The basic characteristics and historic significance of the Arab uprisings of 2010–2011 are given a multitude of interpretations, not least in light of the dramatic events that have followed. This article seeks to understand the uprisings as expressions of an unfolding crisis in the relationship between the rulers and the ruled in the region within a historic-sociological approach to citizenship as a “contractual relationship.” A brief discussion of Egyptian developments is used to illustrate the approach. The mass mobilization in the 1950s and 1960s inspired by Nasserism and the “authoritarian bargaining” introduced at the time is contrasted with the demands for a new social contract that mobilized millions during the recent uprisings. The uprisings clearly represent a critical juncture in contemporary Arab history, but their long-term impact on the direction of the future political order in the Arab region remains an open question.  相似文献

This article analyzes the concept of volunteering in the Arab world. The main argument is that the nature of the Arab world in addition to the historical development of civil society directly affected the philosophy of volunteering in the region. Since civic services were not framed nor included in the national agendas of the state, this had a direct negative effect on the development of the act. However, due to social, economic, and political factors, this trend is changing: As of 2000, organizations and societies started to understand the importance of volunteering and its link to the social and economic revival of societies; Arab states started to encourage the act by providing the right legal and political environment. However, these different policies are not building democratic societies nor encouraging civic engagement. The article concludes with recommendations for how to bring people back into civic and political society as well as suggestions for future research.  相似文献

Youth activism in the last decade has become increasingly associated with new media technologies. The “Arab Spring”, it can be argued, prompted much interest among academics, policymakers and others on the intersection between youth, activism and social media. Although oftentimes seen as threats to authoritarian states, youths have become agents of change in the eyes of international foreign policy developers who claim to be keen on progressive and inclusive governance. This paper reflects on the role of social media in the recent (2011–2013) activism of Sudanese youth, who have taken centre stage at demonstrations calling for regime change, and adopting mechanisms similar to their counterparts in the Middle East/North Africa. While political forms of activism may have been more prominent in the Arab Spring, this paper argues that social media plays a key role in both political and community engagements of contemporary urban Sudanese youth, perhaps pointing to future possibilities.  相似文献

In Sudan the pastoral groups of nomad origin constitute an important component of that society. Nevertheless, these groups have been the object of a constant “invisibalisation” (symbolic and material) and of a “setting of otherness” contrasting them with other social categories in the country. This article offers a reflection on the contribution of a “pastoral perspective” as a critique of the reductionist trends of a complex of dichotomisation of the categories to consider the two Sudans and their populations. In expanding on the view of several timely ethnographies on the work of various researchers on Sudanese shepherds, as well as on the official “treatment” of these groups in national censuses or development plans, the article proposes avenues for reconsidering Sudanese studies beyond a persistent categorisation of “nomad pastoralism”, which contributes to an accentuation of the differences between the social components at the heart of each of the Sudans as well as between the current two Sudans.  相似文献

The rise of political Islam in the EU's southern neighbourhood represents a political as well as conceptual challenge to the EU as a foreign policy actor. In the past, the EU reacted to this challenge based on its essentialist perception of political Islam and its overarching interest in regional stability and security. However, the growing salience of ‘contingencist’ interpretations of political Islam and the resolution of the EU's democratisation-stabilisation dilemma in the wake of the Arab Spring have recently provided an opportunity for greater engagement and cooperation. This has enabled a switch in EU policies from a strategy of containment to a strategy of engagement. Despite this, problems remain as the EU continues to expect Islamist actors to adjust to its own discursive framework and as intra-European divisions revive as a result of the renewal of secular-religious divisions in the neighbourhood. This will complicate EU attempts to build a new partnership with Islamist democracies and will fuel old stereotypes and animosities.  相似文献

Since 2011, the Gulf Cooperation Council (GCC) countries have been confronted with increasing challenges stemming from the Arab uprisings. Internally, they have had to face popular mobilisation and discontent, triggering a mixed reaction, including economic handouts, patronage, limited political and economic reforms as well as military intervention and repression. Externally, they have actively intervened in support of the protest movements in Syria and Libya and enthusiastically facilitated President Saleh's departure from Yemen. At first sight these responses may seem schizophrenic. Upon closer inspection, however, managing instability by shoring up friendly regimes on the inside and expanding the GCC's influence outside represent two sides of the same coin.  相似文献

Abstract

Economic and political changes at the global level have simultaneously shifted Malaysia's interests in the Arab Gulf countries. The economic liberalisation and transformation agenda that emerged in these economies are argued to be contributing factors to Malaysia's interest in expanding its economic relationships with the countries. Although the current cooperation between Malaysia and the Arab Gulf countries is aimed at reaping economic benefits, religious values also constitute an important foundation for these relationships. This article seeks to understand why politics, economics and religion remain the key drivers in determining Malaysia's relations with the Arab Gulf countries. The paper also suggests a future direction for engagement between Malaysia and Gulf Cooperation Council countries.  相似文献
