The limits of local citizenship: administrative borders within the Italian municipalities

This article explores residency, a form of municipal membership that plays a strategic role in Italy. Residency is a formal status and a means to have access to rights. Therefore, it is a sort of local citizenship that, at least in part, equalises citizens and non-citizens. Due to its strategic role, many local authorities have paid serious attention to it recently. Municipalities have illegally tightened the requirements provided for by national laws for obtaining the status of resident or introduced new requirements. Stressing the different mechanisms of exclusion from residency, this article explains that they often work as administrative borders. These are bureaucratic barriers that, by denying residency, aspire to regulate, symbolically and sometimes materially, the composition of the people living within municipal territories and to redistribute rights between ‘deserving’ and ‘undeserving’ individuals. As such, administrative borders fragment individual statuses and provoke an increase in civic stratification.     

Slide-writing as Site-writing: A Performative Reading of the Women’s Art Library Slides

Abstract

The artist’s 35?mm slide consists of a photographic image framed by a slide mount she inscribes with writing and symbols that direct the slide’s future use. In this article, I consider how these artists’ writings that are held, suspended, in the WAL slide collection are a vibrant reading material that performs the slides as a feminist text. In my joint role as curator and researcher, I explore how I used photography to initiate a performative reading of the slide collection that politicizes the work of image reproductions.     

盟友还是对手?俄罗斯与伊朗、土耳其在叙利亚问题上的关切与挑战

在叙利亚问题上,俄罗斯被视为最关键的一方。俄罗斯在2015年9月直接出兵叙利亚,帮助叙利亚政府收复大片土地,并与伊朗和土耳其一起,通过阿斯塔纳和平进程、索契和平进程,逐渐稳定了叙利亚的国内局势。此外,俄罗斯还积极促成叙利亚"宪法委员会"的成立,推动叙利亚开启战后政治重建进程。随着叙利亚国内局势逐渐缓和,俄罗斯在叙利亚问题上面临着新的挑战。一方面,俄罗斯需要面对伊朗和土耳其在叙利亚的关切。俄、伊、土三国在叙利亚问题上分歧犹存,很可能会导致叙利亚局势再度紧张。另一方面,俄罗斯需要处理好叙利亚一些敏感的政治和安全事项,维系叙利亚国内战局稳定,推动叙利亚政治重建进程实现突破。     

L’évolution des niveaux de vie au Mali: promesses politiques et incertitudes statistiques

RÉSUMÉ

L’agitation politique et sociale persistante au Mali depuis 2017, en particulier à Bamako, amène à s’interroger sur l’évolution des niveaux de vie et sur les constats qui peuvent être tirés de statistiques fragiles. En effet, l’exploitation des enquêtes budget–consommation disponibles se caractérise par des insuffisances, et l’évolution qu’elles traduisent n’est jamais commentée; elles révèlent aussi d’importantes discordances avec les résultats des comptes nationaux. Pourtant ces imprécisions n’interdisent pas d’envisager la possibilité d’une dégradation des niveaux de vie qui pourrait en partie expliquer les troubles sociaux des trois dernières années.     

颐和园乾隆《西师诗》碑的意义和价值初探

颐和园乾隆皇帝御制"西师诗"碑文刻于乾隆二十三年(1758年),目前放置于万寿山前山的清华轩的碑亭中,主要内容为从康熙皇帝至乾隆皇帝为了国家的统一,边疆的稳定而平定准噶尔的全过程,它是研究清代西北边疆和民族关系极为重要的历史资料。"西师诗"的特点及价值表现在它是以诗证史、诗史互映,被认为开创了清代边塞诗的先河。《西师诗》《平定准噶尔勒铭伊犁之碑》《平定准噶尔后勒铭伊犁之碑》和《万寿山五百罗汉堂记》刻于同一块碑上,这在全国是独一无二的,具有唯一性。

The 2012 sandy hook elementary school shooting: Connecticut’s department of mental health crisis response

This article reports on the role, activities, and lessons learned of a state mental health authority—the Connecticut Department of Mental Health and Addiction Services—in responding to the mental health needs of families and community members following the 2012 Sandy Hook Elementary School shooting. Following the introduction, we provide a brief case study of Department of Mental Health and Addiction Services’ role in the aftermath of the Sandy Hook shooting. This role included use of the Incident Command System (ICS) to deploy a standing statewide network of clinicians who provided direct care for surviving children and school personnel, victims’ family members, and others, and coordination of its mental health response with the activities of other state, private, and individual players. We then discuss key themes and lessons learned and offer recommendations to mental health authorities for planning and implementing their own responses to possible like incidents in the future.     

英国医疗卫生法律制度概论

医学科学发达的英国，其医疗卫生管理制度在经历上百年的发展后，已经比较完备。本文首先对英国的医疗管理法律制度内容进行了研究，并总结出其发展特点与遵循的原则。在此基础上，文章从国外经验借鉴的角度，探讨了我国医疗卫生法律制度存在的问题以及完善方向。     

Visible Counterterrorism Measures in Urban Spaces—Fear-Inducing or Not?

Many scholars working within the tradition of critical studies are sceptical of the presence of visible security measures in urban spaces, arguing that they cause fear and facilitate the political control of citizens. A study carried out in Denmark in 2011 sought to capture, describe, and rank factors impacting positively or negatively on the feelings of safety of Danish citizens, when being in a crowded place. Surprisingly, the response to security measures like fences, cameras, and uniformed guards was positive. More visible security apparently reinforced feelings of safety. This article discusses the findings and points to, amongst others, a high level of societal trust as one possible explanation.     

“望今制奇”:孟郊诗的新变取向

处中唐之世,受崇尚主观的佛、道二教影响,受追求瘦硬的审美风尚濡染,受皎然主变诗学观的启发,孟郊诗表现出崇主观、尚瘦硬、求理致的新变取向。其"崇主观",主要表现在诗歌意象的创造,从"文章得其微,物象由我裁"的认识出发,孟郊构拟了山水组诗以及与韩愈联句中的奇崛意象,奠定了"韩孟诗派"的险怪基调。其"尚瘦硬",主要表现在锤炼狠重有力的字眼,选用质地坚硬的物象和采用奇险斩截的形式。其"求理致",主要表现为借象明理、以情驭理和语参道佛。孟郊诗的新变取向,已开宋诗之先声。
