In China industrial clusters consisting of small and medium enterprises have been proliferating in areas where private sectors have successfully developed. This study inquires into the process of forming a new industrial cluster and the roles of local and distant urban traders in the garment industry in China. We found that the local marketplace, where enterprise managers can easily purchase materials from and sell products to local traders, plays a critical role in stimulating the entry of new enterprises in the early stage of cluster development. As a cluster develops, however, entrepreneurial ability in producing high-quality products and marketing them to urban traders plays a more significant role.  相似文献

Australia and China have evolved a synergistic relationship driven largely by the rapidly expanding Chinese demand for Australian resources. China's growing political and economic influence, regionally and globally, has prompted for different reasons the leadership of both countries to develop new channels and forms of communication. It has left Australian society with the unfamiliar task of engaging with a major center of power whose cultural and political traditions are radically different from its own. This article explores the scope and limitations of Australia's emerging dialogue with China. It makes the case for a sustained and multidimensional dialogue that harnesses more effectively the energies of civil society as well as business and government, thereby facilitating the task of redefining the relationship in a period of far‐reaching transition.  相似文献

This paper examines and problematizes complex relationships among war, the construction of “children,” and pursuit of national salvation and modernity in wartime China through case studies of children's traveling troupes. Children have received less attention than women and the masses in relation to modern Chinese literature and culture: wartime conceptions of children can contribute to rethinking ideas about orphan and refugee children's role in the national rescue movement during the War of Resistance against Japan (1937–1945). Influential reformer Tao Xingzhi's radical educational philosophy of “little teachers” liberated children's power and organized them for war propaganda. Shaped into a potent cultural symbol, self-administered children's troupes like the Xin'an Traveling Troupe and the Children's Drama Troupe demonstrated the politicization of Tao's slogan “Life is Education.” The children's “long march,” narratives of their travel experience, and amateur performances became a political means to educate themselves as responsible citizens and motivate the nation in wartime.  相似文献

This article examines the increasing complex interdependence of China and the United State in an era of globalization. Deng Xiaoping's strategy of reform and opening requires a peaceful international environment. The normalization of relations with Washington was critical for China's move toward modernization. As China opens its door wider, Sino‐American relations have matured to a much higher level. As the recent Strategic Economic Dialogue between Beijing and Washington indicate, bilateral relations have become truly interdependent. Interdependence creates both sensitivity and vulnerability. Lampton has described U.S.‐China relations in terms of “same bed, different dreams” (tongchuang yimeng). Considering the common challenges of global financial crisis and international terrorism, perhaps it is more appropriate to think of China and the United States as strategic partners sailing in the same boat (tongzhou gongji). The complex interdependence between the two countries is particularly critical in an age of global turbulence. This article analyzes the current challenges of China‐U.S. relations in the context of turbulent globalization.  相似文献

In line with social capital theory, citizen involvement in local education policy making should affect education performance. Specifically, because voting turnout and candidate competition in school district elections are accountability mechanisms and reflections of a district's social capital, these characteristics of school board elections should affect how schools perform. Using official Missouri election records and school district data, this article examines the effect of district social capital (i.e., voting turnout and candidate competition), demographics, and school resources on school performance (i.e., standardized test scores and graduation rates). Mixed support is found for social capital theory, with voting turnout significantly affecting standardized test scores, though not graduation rates, and candidate competition influencing graduation rates, though in an unexpected direction. This study expands our understanding of the factors affecting school performance and informs the discussion of education reform. En línea con la teoría del capital social, la participación de los ciudadanos en la hechura de las políticas de educación local debería afectar el rendimiento escolar. Específicamente, porque la participación en la votación y el grado de competencia entre candidatos en las elecciones en los distritos escolares son mecanismos de rendición de cuentas y un reflejo del capital social del distrito, estas características de las elecciones del consejo escolar deberían afectar el desempeño de las escuelas. Utilizando registros oficiales de las elecciones en Missouri e información de los distritos escolares, este artículo examina el efecto del capital social del distrito (i.e., participación en la votación y el grado de competencia entre candidatos), la demografía, y los recursos escolares en el rendimiento escolar (i.e., los resultados estandarizados de las pruebas y las tasas de graduación). Se encuentra un apoyo mixto para la teoría del capital social donde la participación en la votación afecta considerablemente los resultados estandarizados de las pruebas, aunque no a las tasas de graduación, y en una dirección inesperada, el grado de competencia entre candidatos influye a las tasas de graduación. Este articulo amplia nuestro entendimiento de los factores que afectan el rendimiento escolar y fortalece la discusión sobre la reforma educativa.  相似文献

The existing liberal international economic order was constructed during the era of American hegemony and has been heavily shaped by US power. How is the rise of China affecting global economic governance? This article analyzes the case of export credit, which has long been considered a highly effective international regulatory regime and an important component of global trade governance. I show that the rise of China is profoundly altering the landscape of export credit and undermining its governance arrangements. State-backed export credit is a key tool of China's development strategy, yet I argue that an explosion in China's use of export credit is eroding the efficacy of existing international rules intended to prevent a competitive spiral of state subsidization via export credit. The case of export credit highlights a fundamental tension between liberal institutions of global governance and the development objectives of emerging powers.  相似文献

To reverse the downturn in and develop EU–China relations requires mutual understanding. However, the opaque nature of Chinese politics makes it difficult to track China's expectations and its changing views of the EU and their relationship. This paper examines the official Chinese media discourse on the EU's ‘actorness’ and partnership with China. This helps to bridge the gap between international relations and media studies by linking government foreign relations to media discourse. It argues that China's relations with the EU should be characterized neither as a case of a ‘Capability–Expectations Gap’ (Hill, 1993 ) nor as an ‘Expectation Deficit’ (Tsuruoka, 2008 ), but should rather be seen as a matter of ‘Reflexive Expectations’ by China. The media analysis shows that China's changing national identity, interests and perception of the EU's capability at various times and in various situations influence expectations.  相似文献

Developing countries increasingly participate in transgovernmental networks of global regulatory governance, but they do so in different ways. This article aims to provide an explanation for this variation for two of the major emerging powers in the world economy, Brazil and China, in their transition toward more active players in the global competition regime. Distinguishing between bilateral and multilateral transgovernmental networks and examining the domestic factors conditioning the transition of their national competition agencies from rule-takers to rule-promoters or rule-makers through these networks, the article makes theoretical contributions to the linkage between transgovernmentalism and the regulatory state. I argue that differing political needs and the incomplete process of regulatory state formation push domestic agencies to join transgovernmental networks, with a need for greater legitimacy steering the Brazilian regulators to multilateral networks and facilitating their transition from rule-takers to rule-promoters. The Chinese agencies' primary need for expertise rather than legitimacy, by contrast, led them to pursue technical assistance and cooperation via bilateral relationships. The Chinese approach has slowed its transition from rule-taker to rule-promoter where its norms and practices are aligned with the established powers. Such approach will further impede its transition into a global rule-maker in areas of competition law and policy where China's preferences diverge.  相似文献

As China is entering into the center stage of the world arena, it has become more proactive in regional and global institution-building. Globally, it has been actively involved in the G20 affairs and will be hosting the 2016 G20 Summit in Hangzhou. Regionally, it came up with a major initiative for a new institution, namely, the Asian Infrastructure Investment Bank (AIIB).
