连横《台湾通史》论析：基于学术史的考察

连横一生以搜集、记录、整理、保存、研究台湾历史和文化为职志,著述颇丰,尤以《台湾通史》名世。纵观《台湾通史》的出版史和相关研究的学术史,实与近代以来中国历史进程相契合,其独特的学术价值和现实意义也逐步彰显。20世纪90年代以来,海峡两岸的《台湾通史》研究均进入新的发展阶段,无论视角还是视野、方法还是理论,特别是在学术性或学理性上,都有显著的推进和拓展。     

Non-racialism and the African National Congress: views from the branch

South Africa's ruling party is well known as an organisation that supports the ideal of non-racialism. However, the extent to which the African National Congress (ANC) has defined and instrumentalised the concept of non-racialism is contested. This article looks at the history of non-racialism in the party and more recent interpretations by ANC leadership, before examining how non-racialism is understood, 19 years into democracy, by members of the party. Based on interviews with over 45 ANC branch members, the article describes how members, broadly speaking, have deep-seated concerns with non-racialism in the ANC and in society more generally. There is recognition from ANC branch members that race relations have significantly improved since the ANC moved into government; however, they feel not enough change has taken place and that racial tensions are impeding social cohesion and concomitant growth and progress in the country. There is division among members in regards to the efficacy and impact of the party's racially based policies such as affirmative action as well as the manner in which race potentially influences leadership opportunities within the party. Furthermore, the article shows that there is lack of definition and direction on the part of the ANC in regards to the instrumentalisation of non-racialism, and this deficiency has negative consequences for racial cohesion in the party. The article concludes by discussing how investigations into party branches through the lens of non-racialism, highlights more deep-seated concerns about local-level party democracy and a party fractured at the grassroots.     

The Africa-China relationship: challenges and opportunities

The dramatic growth in the relationship between Africa and China is one of the great stories of the twenty-first century, part of the profound transformations taking place in the global political economy. It has been greeted with excitement, consternation, and confusion. To its cheerleaders, it represents the enduring partnership between Africa and China, spawned by the historical affinities of struggles against Western imperialism and humanistic aspirations for development. To its critics, it is reminiscent of European colonisation a century earlier, in which Africa serves as a cheap source of raw materials, a lucrative export market for Chinese manufactured goods, and an outlet for its surplus capital. Rather than a development partner, some see China as Africa's biggest development competitor, whose explosive growth and insatiable quest for global markets threatens Africa's industrialisation and competitiveness. This paper examines the factors behind the development of Africa-China relations, especially its economic magnitude, and the challenges and opportunities it offers both regions.     

Workers,state, and development in Brazil: powers of labour,chains of value

This paper examines the significance of landscape and memory in peasant–state relations in Eritrea since independence in the early 1990s. During this period, people were being resettled around cultivable land in the western lowlands as a means of recuperating land and society after prolonged warfare. Projects of statemaking in Eritrea, involving both refugee resettlement and agrarian development, have drawn from a national narrative of lost fertility and deforestation caused by generations of colonial extraction and violence. This paper explores how shared memories of environmental change, an ecological nostalgia, become a means through which people from diverse ethno-linguistic, religious, and regional backgrounds come together to imagine a collective future based in creating livelihood from farm land. However, as people reclaim remembered landscapes and face the challenges of rebuilding communities and livelihoods during a time of tense political and economic change, their ideas of a shared future diverge from state-led projects of nation-building. This article argues that ecological nostalgia legitimises state interventions into rural livelihoods but also provides a means for people to speak and critique the state under conditions of increasing fear and silencing.     

Looking beyond the economy: Pussy Riot and the Kremlin's voting coalition

The arrest of the protest punk band Pussy Riot (PR) in March 2012 and the subsequent prosecution of three band members pose a significant puzzle for political science. Although PR's performances presented a coherent alternative to the Putin regime's image of Russian reality, it was unlikely that the discordant music and crude lyrics of their art protest would inspire Russian society to take to the streets. Yet, the regime mounted a very visible prosecution against the three young women. We argue that the trial marked a shift in the Kremlin's strategy to shape state–society relations. In the face of declining economic conditions and social unrest, the PR trial encapsulated the Kremlin's renewed focus on three related mechanisms to insure social support: coercion, alliance building, and symbolic politics. The PR trial afforded the Kremlin an important opportunity to simultaneously redefine its loyal constituency, secure the Church–state relationship, and stigmatize the opposition.     

加强警察网络公关建设的思考

随着社会经济与科技的发展,网络媒介已经融入人们的工作、生活之中,这给公安机关的公关工作提供了新的思维方式。当前公安机关要提高自身形象,实现良好警民联系和实现部门之间的信息共享的需求,有必要加强网络公关建设;构建在互联网上的警察网络公关可以实现警务公开、密切警民联系、危机化解、民警反馈与民意测验等功能。加强网络公关的建设可从硬件和软件两个方面着手,硬件包括建立门户网站和培养专业的网络公关人员,软件包括网络公关意识的培养,投公众之所好,注重服务性和注意网络安全,增强保密性。     

对我国“大部制”改革若干问题的思考

大部制顺应了市场经济和服务型政府建设的要求,它是成熟市场经济国家与服务型政府职能相一致的政府组织体制,是与西方地方自治前提下的中央地方权力功能性分立相一致的。中国的国情决定我们在实行大部制改革过程中应深刻调整中央地方的关系,协调与党的机构、人大政协机构的关系,从决策、执行、监督相一致的高度设计,打破目前部门利益格局的权力运行框架。     

亚太地区的安全稳定与俄中利益

亚太地区出现一个全新的局面。一方面,区域内的国际合作正在拓展,一个能够带来区域稳定和安全并得到普遍认同的体系正在形成。另一方面,亚太国家之间争夺地区内影响力的对抗和竞争的危险性日益加重,甚至有可能导致公开冲突并阻碍区域一体化的进程。为此,继续构建一个囊括地区内所有国家的,以合作、互信、对等安全为基础的新机制十分重要。亚太地区的发展直接影响俄罗斯联邦的利益,俄罗斯倡导要确保地区的稳定和安全,以及囊括所有亚太国家的建设性合作。近年来,俄罗斯政府特别重视促进东西伯利亚及远东地区的经济发展,该地区是俄罗斯实现亚太地区一体化的一个重要载体。开展同中国的合作,进一步开发俄罗斯远东地区,对于俄罗斯贯彻经济战略、实现经济现代化、融入亚太地区的经济空间,都具有原则性的重要意义。     

建党90年来中国共产党形象建设的经验与思考

建党90年来，中国共产党始终重视加强自身形象建设，坚持把代表广大人民利益作为形象建设的灵魂，把不断推动经济社会发展作为形象建设的根本，把与时俱进加强党的建设作为形象建设的主线，树立了我党在各个时期的光辉形象。在继承和发扬我党形象建设优良传统的基础上，还应适应形势任务发展变化，借鉴公共关系学理论，强化政党公关意识，发挥现代传媒作用，不断探索创新我党形象建设的形式和方法，全面提高党的执政能力、巩固党的执政地位。     

构建和谐党群关系的思考

营造和谐的党群关系，对构建社会主义和谐社会至关重要。现阶段党群关系中的问题是在社会大变革的深刻背景下产生的，是转型期各种矛盾的突出反映。建立和谐的党群关系，必须对影响党群关系和谐的因素进行深入分析，从经济、政治、队伍和工作机制等方面探索改善党群关系的方法和途径。
