US Intervention in Colombia: The Role of Transnational Relations

In July 2000, US President, Bill Clinton, signed into law the aid package popularly known as ‘Plan Colombia’. Foreign policy analysts examining the ‘US drug war’ have generally focused upon the perceived national security interests of the US state and/or the intermestic nature of domestic politics, or the economic interests of an imperial US state in explaining US drug policy. I posit that the development, initiation and implementation of Plan Colombia cannot solely be understood through these various nation‐state paradigms, as this process was aided by, and facilitated through, an incipient transnational state. The emergence and consolidation into power of a neoliberal state within Colombia, the role of transnational lobbying by US and Colombian policy‐makers, as well as the influence of transnational corporations all played instrumental roles in the initiation, development and implementation of Plan Colombia.

人事关系的法律界定

在计划体制中，人事关系是指“国家干部”与所在单位的劳动用工关系，但我国干部人事制度改革打破了大一统的国家干部管理体制，人事关系被分类为党政机关、企业、事业单位人员与其所在单位关系而被纳入不同法律调整范围，人事关系概念因体制变动而变得混乱不堪。目前，人事管理分类改革已初成定局，科学地界定人事关系内涵与外延，对确定人事关系的法律适用和解决人事争议具有重要意义。     

中俄关系史上的五条路

中俄关系史上存在五条路:丝绸之路、毛皮之路、茶叶之路、西伯利亚大铁路-中东路、中苏生命交通线。这五条路如同河流,流淌在中俄两国之间,将不同时空背景下的中俄(苏)两国串联在一起,不但关联着中俄两国的国家发展战略,而且关联着中俄两大民族、国家关系的发展战略。基于近代中国不平等条约体系,尽管有些路在某种程度上损害了中国的国家利益,对中俄关系的发展产生了一些消极作用,但整体而言,这五条路客观上分别从政治层面、经济层面、文化交流层面对中俄两国的发展战略以及两国关系的发展产生了较大的积极影响,为当下构建新时代中俄全面战略协作伙伴关系格局、顺利实践有利于全人类发展的"一带一路"倡议、构建人类命运共同体奠定了深厚的历史基础。     

论两岸关系和平发展框架的内涵——基于整合理论的思考

两岸关系和平发展框架的内涵是两岸关系研究中亟需解决的重要理论问题。整合理论能为此提供丰富的理论资源。根据整合理论，整合可分为形式意义的静态整合和实质意义的动态整合，而整合路径包括功能主义、新功能主义和联邦主义。通过整合理论的解释，两岸关系和平发展框架是中国共产党在新世纪新阶段，把握两岸关系主题，立足两岸关系现状，坚持和发展“一国两制”思想所提出的新的两岸整合模式。两岸关系和平发展框架在两岸整合的路径上，杂糅了新功能主义和联邦主义，形成了“Z型整合路径”，从而既保证了“一国两制”的精髓，即在台湾高度自治的条件下实现祖国完全统一，又从现实主义立场确保“一国两制”，可以通过两岸关系和平发展框架，在两岸充分交流和融合的基础上得以实现。     

日本对华高技术出口政策与中日关系探析

长期以来 ,日本对华高技术出口政策不是以经济利益为动因 ,而是受到种种非经济因素的影响 ,极大地制约了对华高技术出口和与中国经贸关系的发展 ,反过来又对政治关系产生了严重影响。本文描述了这一政策的演变和现状 ,试图从日本的对华外交战略以及日本处理中美日大三角关系的角度分析其根源 ,并展望了中日高技术合作的发展大势 ,提出了中国的对策建议。     

Jews’ and Arabs’ Perceptions of Inter-Group and Intra-Group Date Rape

The study examined the influence of three factors on rape responsibility attributions: subjects’ gender, subjects’ ethnicity, and victim and perpetrator’s ethnicity. Participants were 247 undergraduate students in Israel (164 Jews and 83 Arabs). The most revealing findings are connected with the threefold interaction between the factors studied. It was found that Arab males and females, members of the minority ethnic group, tended to assign more responsibility to a victim involved in inter-group relationships, whereas Jewish males and females, members of the dominant majority group, attributed more responsibility to a victim involved in intra-group relationships. More specifically, Arab males attributed more responsibility to an Arab victim raped by a Jew, while Arab females attributed more responsibility to a Jewish victim raped by an Arab. Among Jews, males attributed more responsibility to an Arab victim raped by an Arab, and females attributed more responsibility to a Jewish victim raped by a Jew. Several ways to explain these interactions are suggested.

Security Challenges in Latin America

This article challenges established security ideas on Latin America, beginning with the assumption that militarised states and military coups d'état now belong to a bygone era. The attempt is to demonstrate that, despite a regional framework for cooperation, democratic governments here have not established a democratic process of decision-making, particularly where security issues are concerned. This absence of democratic civil control over the military could challenge, and even potentially undermine, the consolidation of democracy in Latin America.
