浅析工程项目管理中的“囚徒困境“

囚徒困境是博弈论中非零和博弈的典型模型，它反映了个人最佳选择并非是集体的最佳选择这一问题。在工程项目管理过程中，由于各经济主体所秉承的理念、目的、利益不同，他们都会以各种各样的方式进行策略性互动。工程项目中的投资方与施工方在各自利益驱使的博弈中往往陷入囚徒困境。而走出这一困境的策略就是投资方尽量与施工方建立长期的合作关系，努力建立互信互利的良好合作关系，订立合作协议约束合作双方的行为，不断完善监理制度，通过第三方监督协调双方关系。     

The Role of Language in the Automatic Coding of Political Texts

Automatic approaches to coding party manifestos and other political texts have become more widespread. This research note addresses the question to what extent the source language of a text affects the results. To do so, Swiss manifestos in German and French are coded automatically, comparing a keyword‐based dictionary approach and Wordscores. Because of language differences, both stemming and particularly stop words are important to obtain comparable results for Wordscores. If both are used, the predicted scores are almost identical in both languages. With the right preparations, the challenge of language differences can thus be overcome.     

Terrorism Analysis and Holder v. Humanitarian Law Project: The Missing Element

ABSTRACT

The decision in the case of Holder v. Humanitarian Law Project raised important issues about civil liberties in the United States (2010), including freedom of speech and freedom of association, in relation to U.S. foreign policy actions. While the decision has the potential to infringe on certain liberties, the decision itself was based on very limited information on the nature of terrorism, the foreign terrorist organizations involved, and the processes by which terrorist groups can be induced to peacefully re-enter domestic political systems. There are also concerns about what can be the arbitrary designation of groups as foreign terrorist organizations. These issues raise serious questions about the role of the Supreme Court in the overall political system and judgments in cases involving terrorism and foreign policy.     

Introduction: Communication and Civic Engagement in Comparative Perspective

The present era is defined by sweeping changes in economies, social institutions, political party systems, and communication processes in many nations. These changes go by various names from globalization to poststructuralism. The impact of these tectonic shifts in the political foundations of nations is greatly debated. In particular, considerable uncertainty surrounds the effects of various changes on the importance of politics for individual citizens and for the kinds of civic activities that people engage in and even regard as political. This is an important time for communication scholars to develop comparative frameworks that bring conceptions of social change together with how people located in various cultural, demographic, and audience groups define their relations to government and, more broadly, to civil society. At stake is our understanding of the role of communication in shaping these political relations, and in shaping the attitudes of citizens about politics, government, and society itself.     

Why Do the Finns Trust the Police?

Ideological trends in the criminal policy of the Nordic countries since the 1960s are analysed. Although criminal policy in these countries is not unified, one can argue for the existence of a 'Scandinavian criminal policy' characterized by several common features concerning historical tradition, intensive cooperation and a similar approach to crime prevention and control. The following trends and characteristics are examined in some detail: the cycle from criticism of the treatment ideology to a reappraisal of the role of the criminal justice system and the function of penal sanctions; the differentiation of criminal policy strategies (e.g. social and situational crime prevention, cost-benefit thinking, criminal law policy, sanctions policy). Discernible tendencies towards more unified or, at least, more harmonized criminal policies on the international and European level are also examined. Active participation in this developmental process is encouraged to ensure that the fundamental principles of Scandinavian criminal policy are properly utilized.     

中泰乡村旅游比较研究——以中国龙脊梯田与泰国黎敦山发展项目为例

文章以中国桂林龙脊梯田景区和泰国黎敦山发展项目为例,对中、泰两个代表性乡村旅游项目开发与管理进行研究与分析。文章从旅游产品开发历史与发展现状、社区参与旅游项目、民族文化内涵的挖掘与保护、乡村民俗旅游项目品牌建设四个视角进行分析,提出以"政府指导、企业执行、社区融入、居民获益、社会认可"为原则的乡村旅游开发与管理模式,发展社区融合的乡村旅游项目,发挥旅游扶贫效益,为我国乡村旅游更好更均衡发展提供借鉴。     

公安高校“体改生”人才培养中警察素养类课程质量调查分析

警察素养类课程作为培养警察基本素质的基础类课程,在公安高校培养政治业务素质高、实战能力强的人才培养目标中具有重要的作用。在针对＂体改生＂的教学过程中,公安高校对警察素养类课程进行了积极改革。中国刑事警察学院为＂体改生＂培养开设的警察素养类课程有《公安工作概论》、《公安应用写作》、《警务心理》、《犯罪学》。对该校4门警察素养类课程教学质量进行满意度调查研究,其目的是探索并逐步形成适合＂体改生＂培养需要的课程内容体系,深化公安专业人才培养的课程教学改革,从而提升人才培养质量水平。     

美国法上两种传闻定义的比较研究

传闻排除规则由三个部分组成,传闻的定义是其中最基础的组成部分。在美国证据法上存在着"陈述者中心"和"主张中心"两种不同的传闻定义。它们在历史形成过程、基本原理、对"暗示性"主张的态度等方面都存在着差异。两种传闻定义各有优劣,但是结合我国当前实际,笔者认为"主张中心"的传闻定义更符合我国诉讼制度的要求。     

对城市“畅通工程”的认识

实施城市“畅通工程”是 ２０００年全国公安交通管理工作重心。湖北省公安交通管理工作本着以江泽民总书记“严格执法，热情服务”方针，坚持为经济建设服务，为人民群众服务，已启动了城市“畅通工程”。在实施“畅通工程”过程中还存在着认识的误区，廓清思想认识误区，树立现代化交通管理概念，是解决“畅通工程”的根本方法。
