Since the 1980s in Sweden, children’s violent actions in schools have been reported to the police as criminal offences more frequently than before. This increasing trend is analysed against the background of a general increased cultural sensitivity to violence and slowly developing social changes that affect the propensity to report every form of violent incident to the police. This project analyses 1,239 police reports of assault, unlawful threat, molestation and insulting behaviour committed in schools by 7- to 14-year olds in ten municipalities in the Stockholm area. The time period studied is from 2000 to 2010. Regression analysis shows systematic differences among schools in different areas and social contexts. Average merit ratings, which are a measure of the educational quality of schools, explain most of the variance and correlate negatively with reported incidents. There are also significant differences among municipalities and school forms in terms of police reports. So-called resource schools, which are designed to serve children with special needs, report extremely high numbers of incidents per child. Reporting seems to have been routinised in many schools, including resource schools. Our results can be interpreted as suggesting that increased cultural sensitivity generates a bias against children in less affluent contexts.  相似文献

Three restorative practice action-oriented cycles engage educators in developing leadership capabilities to implement a restorative practice approach in targeted schools. Studies of capital punishment worldwide investigate how international influence affects the death penalty. We analyze European influence on the death penalty in Russia over the imperial, Soviet, and post-Soviet periods, using two parameters: the changing mechanisms of influence in each period and the death penalty's significance in the broader spectrum of punitive violence. On the first parameter, in the tsarist period, European influence on Russian policy was “productive” – exercised through prestige, moral suasion, and “diffusion.” In the Soviet period, European influence was blocked. In the post-Soviet period, European influence is coercive, as the Council of Europe has unsuccessfully sought to compel Russia to abolish its death penalty. On the second parameter, the death penalty in Russia has always been only one of many forms of state-sanctioned punitive killing. In consequence, the Council's involvement in Russia's death penalty has produced an incoherent policy outcome and has entangled the Council in Russia's authoritarian politics. Russia thus exemplifies the hazards of external involvement in death penalty abolition.  相似文献

This article begins by explaining why the United Nations' civilian protection agenda is particularly relevant and important for Africa and why the Responsibility to Protect (R2P) might be said to be an African norm export to the rest of the world. Next, it traces the reasons for peace operations' reluctance to use force. It then shows how the civilian protection agenda has tried to fill critical gaps in the existing normative architecture, with both R2P and the Protection of Civilians (POC) resulting from growing shame at the accumulating list of atrocities in which the international community stood by as passive onlookers, frustrations at the ‘constitutional’ constraints and normative inadequacies rather than indifference and apathy to the plight of civilian victims that produced the passivity, and a determination to reposition the United Nations system to be empowered and capacitated to be able to respond better on both the timeliness and effectiveness dimensions when confronted by repeat occurrences of similar tragedies. The fourth section discusses the merits of the R2P and POC norms in responding to the challenge of civilian protection. The final part notes that, despite these two valuable additions to the repertoire of the international community in dealing with atrocities perpetrated on civilians, there remain many gaps in the protection agenda, as shown in several recent cases.  相似文献

ABSTRACT

In the context of the UK Government’s Offender Personality Disorder (OPD) Strategy, large numbers of high-risk young adult sexual offenders with emerging personality disorders are being screened for inclusion onto specialist intervention pathways (the OPD Pathway). However, little is currently known about the clinical and offence-related needs of this population or their impact on treatment engagement. The current study investigated the developmental, personality and offence-related characteristics of 87 incarcerated young adult sexual offenders, comparing those screened in to the pathway and those not screened in. Fifty per cent of the sample were potentially eligible for the OPD pathway. OPD eligible cases were found to have significantly higher rates of parental difficulties, developmental trauma, and childhood behavioural difficulties and to present with significantly higher rates of previous violent and sexual offences, previous allegations of sexual offences, and to have used physical coercion in their offences. The OPD sample was also significantly less likely to have pre-pubescent victims and more likely to refuse treatment, with over 70% failing to engage with the Sex Offender Treatment Programme (SOTP). SOTP non-engagement among OPD cases was most strongly predicted by categorical offence denial. Comparisons are made with the broader adolescent sexual offender literature.  相似文献
