Mass incarceration of minorities has generated alarming attention. This concern is a result of the massive social injustice perpetrated by the ideologies that force mental and physical imprisonment on the poor. The outcome of this social injustice generates punitive inequalities that become entrenched in US social experiences. Once incarcerated, an individual carries a permanent label that brands him/her as an eternal ‘criminal’ and deactivates him/her from mainstream society. This translates into exclusion from responsible educational and occupational participation. Disadvantaged members of minority groups caught in this unforgiving social imprisonment often turn to the underground economy, which, unfortunately, increases the possibility of arrest, or re-arrest. The imprisoning ideology that stereotypes the disadvantaged community, leads to increased incarceration, hypersegregation, social abandonment, and creates a theater for venomous law enforcement practices. The impact of mass incarceration and the ideologies that sustain them on disadvantaged minority communities is the focus of this examination.  相似文献

Detention of irregular migrants and asylum seekers takes place at the behest and convenience of virtually all liberal states. It is a harmful practice that impacts non-citizens as well as citizens, and has far-reaching ramifications for our understandings of the ethics of immigration and border control. Thus far, however, normative theorists engaged in the vibrant immigration admissions debate have remained mostly silent on the topic of detention. By unmasking and revealing the essential roles played by detention in enforcing immigration controls, this paper is intended to highlight the dangers for normative theory of maligning or underestimating detention. In particular, a study of detention refocuses scholarly attention on the temporal and spatial aspects of immigration enforcement, the undesirability of warehousing or containment proposals for addressing refugee or immigration crises, and the virtually irreconcilable ethical conflicts at the core of the immigration admissions debate. Normative theorists would be remiss in ignoring the ethical and practical consequences for an increasingly large number of people that are exacted by detention practices worldwide.  相似文献

David Hare is Britain's leading political dramatist. His Gethsemane premiered in November 2008, amidst anticipation that the play would 'crucify' New Labour. Gethsemane is in fact one of a number of fictionalisations of New Labour produced since 1997. These works have generally held up the party under Tony Blair's leadership to unmitigated criticism. Gethsemane certainly took Blair's premiership to task. However, despite increasing popular cynicism about Westminster politicians, Hare also suggested that politics remains a potential means through which honourable ends might still be achieved. However, already primed by the prevailing hostility to New Labour encouraged by earlier fictionalisations, few of those who reviewed Gethsemane noted Hare's tentative message of hope.  相似文献

This article studies the ideational underpinnings of the UK Coalition government's ‘liberal conservative’ foreign policy. It begins by suggesting that an Iraq‐centric account of Blair's foreign policy suggests a grand vision on the prime minister's part that was lacking from his earlier foreign policy adventures, which relied on a more conventional form of British statecraft. The second section contends that the Gordon Brown years 2007–10 and, since the end of New Labour, Coalition foreign policy, can be seen as a response both to the substance and style of Blair's highly personalised stewardship of foreign policy post‐9/11. The war on terror and the invasion of Iraq were accompanied by a seemingly open‐ended democracy promotion around the globe which was quite out of character with past British practice. The article argues, therefore, that under Brown and Cameron cautious pragmatism has tended to win out over the proclamation of grand strategic ambition.  相似文献

In the light of the recent controversy over Andrew Mitchell's alleged ‘pleb’ comments to police officers and Nadine Dorries’ characterisation of David Cameron and George Osborne as ‘arrogant posh boys, this article examines the social composition of the parliamentary Conservative Party. It looks at previous attempts to widen the social base of the PCP and analyses the effect of Cameron's priority or ‘A’ list of candidates on the composition of the 2010 PCP. The article asks whether the perception that the Conservatives are the party of the rich has damaged the party's electoral appeal and if so what can be done to rectify the situation.  相似文献

This article considers David Cameron's proposal to repeal the Human Rights Act (HRA) and replace it with a British Bill of Rights. Cameron's proposal has been heavily criticised by a range of political, academic and non‐state actors and was described by a current senior Coalition Cabinet member as ‘xenophobic’ and ‘legal nonsense’. This article takes a slightly different direction to those lines of attack and critique that have been developed of the Conservative's proposals. The central proposition of the article is that Cameron's proposal is profoundly un‐Conservative at two levels. Firstly, at the level of Conservative approaches to constitutional reform and secondly, at the level of Conservative political philosophy.  相似文献

Conventional scholarly wisdom has it that most Italian Americans in the United States were loyal supporters of the policies of Fascism in the inter-war years but eventually rejected the antisemitic measures that Benito Mussolini's regime adopted in their ancestral country in 1938. Contrary to such an interpretation, Luconi argues that many Italian Americans themselves held antisemitic attitudes and, therefore, did not distance themselves from Fascism after Mussolini launched his campaign against Italian Jews. He also contends that these attitudes resulted less from an ideological commitment to Fascism than from both the strained relations between Italian Americans and Jewish Americans, and the antisemitic climate of opinion that characterized American society in the 1930s. Italian Americans and Jews were partners in the labour movement and the Democratic Party. Yet the former resented the latter's distrust in Italian Americans' labour militancy, as well as the earlier rise of Jews in the hierarchies of the unions and the Democratic Party. Furthermore, Italian Americans and Jews competed for jobs, political patronage, cheap housing and relief benefits, especially during the Depression years. Such ethnic rivalries and the appeal of right-wing organizations to Italian Americans contributed to make the latter prone to antisemitism. As a result, few Americans of Italian descent came out against the racial policy of the Fascist regime.  相似文献

Various scholars have noted the priority given to law in the politics of hate violence; violence is the problem and law, more specifically the criminal law, the solution at the ‘heart’ of society. This article seeks to explore some of the gaps and silences in the existing literature and politics that mobilize these ideas and associations. It is the gap sand silences associated with demands for and expectations of criminal justice that will be the particular concern of this article. The demand for law is examined by way of David Garland's recent work on the culture of crime control. His work offers an analysis of the contemporary place of crime control in Anglo-American liberal democracies. A distinctive feature of his analysis is to be found in the way it maps an important paradox of contemporary crime control; its political centrality and an increasing recognition of its limitations. Garland's ‘criminology of the self’ and the ‘criminology of the other’ raise some important challenges for those who advocate resort to crime control. My particular concern is to consider the significance of Garland's work for a contemporary sexual politics that puts violence and criminal justice at the heart of that politics. Feminist, gay and lesbian scholarship first on criminal justice and second, on violence and law will be used to develop a critical dialogue with Garland's analysis and to reflect upon the challenges raised by his insights into contemporary crime control. This paper places Weale’s theory in its historical context, clarifying the dispute between Brian Barry’s justice as impartiality and David Gauthier’s justice as mutual advantage. Contra Weale, who argues that justice can involve both mutual advantage and impartiality, this paper suggests that impartiality and mutual advantage are incompatible, and that Barry’s position is preferable to Gauthier’s. Three specific issues will be addressed: First, Weale’s theory of democratic justice includes an account of injustice which is unpersuasive. Secondly, deliberative democracy does not only require equality of power, as Weale suggests, but also material (economic) equality. Thirdly, Weale’s claim that workers should be allowed to keep the full fruits of their labour is questionable.  相似文献

According to David Miller, there exists a special relationship between migrants at the border and members of a political community that the migrant hopes to join. It is the task of a political philosophy of migration to define a state’s obligations toward individuals who are vulnerable to the state’s actions without being members of the political community. I define the vulnerability in question as lacking capacity to be autonomous for lack of options to realize one’s plan of life. I then discuss Miller’s claim that what matters is sufficiency of generic options rather than access to all options. Miller wants to say that sufficiency can be achieved by assuring the protection of human rights. This claim neglects the source of the individual migrant’s vulnerability. I therefore argue that Miller neglects the specific relationship he has identified between potential host state and hopeful migrant, and advocate instead that the potential host state has to consider the vulnerability that is due to its own policies, such as migration regimes. This grounds a causal responsibility to protect the basic interest in leading autonomous lives for the migrant at the border.  相似文献
