中国经济转型目的是从计划经济转向市场经济,但政府在原来经济中就拥有的巨大资源及经济控制力,也会让这种转型出现扭曲。本文强调政府转型作为经济转型的核心,它本身的转型所应该具有的取向和标准,并在此基础上分析当前政府转型上存在的突出问题,指出改变这些的重点是让那些本应在经济转型和解决增长中起更大作用的要素拥有更多的呼声和谈判权力。  相似文献

This paper explains the reason why the hitherto statist country, Korea, has carried out significant decentralization since the 2000s. In explaining the motivation for decentralization, extant literature has focused on the role of parties, bureaucratic politics, democratization, or territorial interests. Yet there is still limited explanation of how the decentralization laws in Korea could be successfully passed in the 2000s, while cental stakeholders still persisted. By tracing the process of decentralization reform in the 2000s, this article demonstrates how structural factors created favourable circumstances and discursive background for institutional change, and how the idea of decentralization, through the idea diffusion mechanism, gave directions for central decision makers to produce a specific path of reform strategies. It also pays attention to the formation of ‘practical authority’ for reform politicians that made it possible to overcome obdurate resistance from central bureaucrats and politicians.  相似文献

This study examines how decentralization and government capacity interactively shape national environmental policy performance. Despite the extensive literature on the policy consequences of decentralization, what remains deficient is a proper understanding of the role that government capacity may play in the process. This study advances an integrative proposition that decentralization can improve policy performance if the government is equipped with capable, efficient and trustworthy administrative apparatus. Findings from a cross-national analysis on national environmental policy performance lend strong support for the general argument by revealing that such positive effects of decentralization are significantly strengthened by the quality of government capacity.  相似文献

This story covered here is an unprecedented case of foreign “takeover” of a Chinese press in the pre-WTO era. Despite the open prohibition of foreign involvement in the media sector, the grip of the central state seems futile in the face of the lure of capital. This detailed study of foreign investment in The Modern Man (TMM), a newspaper in Guangzhou, helps uncover the tension and dynamics of the process of globalization. As reflected in the case of TMM, while the lure of foreign capital does account for the reticence of local state on the ideological concerns of the centre, the party-state however, still maintains an array of leverages in containing the unwelcome foreign presence when necessary. Neither the radical view of a “powerless state”, nor the moderate views of “enabling state” alone seem adequate in explaining the reality.

Yiu Ming To   is an Assistant Professor of Journalism at Baptist University of Hong Kong. His research and teaching interests include media economics, China’s media system and freedom of expression in China. Apart from contributing to academic journals and books, he writes current affairs commentaries and book reviews for various publications. Between 1999 and 2002, he won four years in a row the Press Award for Human Rights Commentary, an award jointly organized by Amnesty International, the Foreign Correspondents’ Club and the Hong Kong Journalists’ Association. Ray Yep   is an Associate Professor in the Department of Public and Social Administration, City University of Hong Kong. He publishes extensively on market reforms in China in leading journals like China Quarterly, Journal of Contemporary China, and Public Administration Review. There has been increased emphasis in the last three decades on the decentralization of natural resource governance decisions to local government in developing countries as a means of improving environmental quality, public service delivery, and the accountability of local officials. We examine the performance of decentralization of natural resource management services in a large sample of municipal governments in four Latin American countries. Our analysis includes a variety of factors discussed in the literature as important in influencing the responsiveness of government officials to local needs. We provide a nested institutional model in which local officials respond to incentives created by the structure of formal political institutions at both the local and national level. The results provide support for the importance of considering local and national institutional arrangements as these co-determine the political incentives within decentralized systems.

Derek Kauneckis   is an assistant professor in the Department of Political Science, University of Nevada, Reno. His research examines environmental governance, policy design and the development of decision-making structures as they relate to environmental outcomes. Current work focuses on property right arrangements, sustainability and science and technology policy within federal systems. He holds a M.S. in International Development from UC Davis and a Ph.D. in Public Policy from Indiana University at Bloomington. Krister Andersson   is an assistant professor in environmental policy at the University of Colorado at Boulder. His research focuses on issues related to public policy reforms and their mixed effects on rural development and natural resource governance in Latin America. His work has appeared in journals such as World Development, Comparative Political Studies, and the Journal of Policy Analysis, and Management, among others. In the book The Samaritans Dilemma (Oxford, 2005) he and his co-authors examine the institutional incentive structures of development aid.  相似文献

契合"放管服"改革理念的数据安全认证,在数字时代整个规制法体系中必将占据日益重要的地位。数据安全认证通过声誉评价机制,可以引导、激励互联网企业守法合规经营,可以增强用户对中小微互联网企业和新兴数字产业的信任感,可以避免"一刀切"的政府规制,可以满足社会公众多元的数据安全需求。数据安全认证机构应具有高度的独立性与专业性,防止其被互联网企业"俘获"或成为政府的"附庸"。宜实行自愿为主、强制为辅的数据安全认证模式。认证程序应强调公正透明性,认证标准应注重评价企业数据合规的制度建设。根据过错责任原则,分别设置数据安全认证机构"相应的赔偿责任"或"连带责任",并加大对数据安全认证违法行为的公法责任追究。科学构建法治化的数据安全认证体制机制,不仅是保障数据安全的现实需要,而且是弥补数字时代政府规制缺陷的迫切需求。  相似文献

This paper asks two questions: first, how did the balance of decision-making between central and local government in welfare policy in England change between 2010 and 2015? Second, to what extent has that led to divergence in the extent and manner of such provision? It finds significant areas of policy where local flexibility has been increased (such as council tax benefit, crisis loans, and funding for specialist housing), either through a change in the tier of government responsible, or ‘unringfencing’ of grants allowing local authorities greater discretion in whether to deliver particular services, although in other important areas decisions on welfare remain firmly centralized. It also concludes that in areas where responsibility has been localized, divergence has been immediate and substantial. Localization may well reduce entitlements where local authorities enjoy a financial reward for so doing and political costs are low.  相似文献

人类的政治文明史就是人类在利用国家这种组织形式保障自身安全、维系有序生活、发展相互协作的关系的同时也努力寻找防范国家权力作恶犯错的方法、途径的历史。由混沌的国家权力观念到分解的国家权力观念,再到由不同的国家机构行使不同的职能权力的分权理论的形成,就是人类在这种历史探索中所达到的政治智慧的最高峰、所获得的政治文明最辉煌的成果,我国传统上否定分权学说的理由实际上都是不能成立的。但是,分权不等于三权分立,确认分权原则的合理性并不为照搬西方国家的政治权力配置模式提供理由。  相似文献
