绿色金融制度正在走入环境保护制度中。国外建立生态银行推行绿色信贷，取得了很大成效。我国商业银行在国家政策推动下进行了绿色信贷实践，但遇到诸多困境。必须建立系统的生态银行法律制度，设立政策性生态银行，通过资金配置引导产业追求生态价值。     

Donor influence in multilateral development banks: The case of the Asian Development Bank

This paper explores the influence of Japan and the United States over the geographic distribution of Asian Development Bank funds. Estimation using panel data for less developed Asian countries from 1968 to 2002 suggests significant donor influence with inconsistent weight placed on humanitarian criteria given limited funding for the region's largest countries, China and India. Comparing the results with research on World Bank loan allocation suggests donor interests are relatively more important in the ADB. This finding justifies the existence of the ADB on political grounds but calls into question its relative merits on economic grounds. JEL codes F35 · O19     

Reviving the Bank and Fund

The missions of both the Bank and the Fund have changed greatly since the early years. And the client base has changed greatly. It is time to change procedures to match the rhetoric about governance, corruption, and ownership to incentives that help to bring about these results. "地下钱庄"为洗钱犯罪,尤其是为涉及跨境资金转移的犯罪活动提供了便利,对国内经济安全、社会稳定造成了很坏的影响。面对金融危机的冲击,要结合当前我国地下钱庄犯罪的严峻形势,对我国地下钱庄的资金交易方式及交易特征、运作模式进行分析,明确地下钱庄案件侦破工作中存在的难点,并提出侦查对策。

银行会计内部控制是否完善,直接影响商业银行抵御风险的能力,关乎银行的可持续发展。当前银行会计内部控制存在执行不力、评价体系不健全等问题,必须采取有效措施加以完善,将金融风险遏制在萌芽状态。

Vigilantism as community social control: Developing a quantitative criminological model

This paper presents the first systematic quantitative examination of participation in vigilante behavior. Data collected as part of a larger study of Jewish settler violence in the Israeli-controlled West Bank region are used to analyze the factors that lead members of a community to become involved in vigilante violence. Using logistic regression techniques it is found that settlers who fulfill requirements of the vigilante role and those located in outposts where the demand for vigilantes is greatest are most likely to be involved in vigilante activities. In conclusion, it is argued that these findings provide strong support for a criminological model of vigilante behavior that emphasizes the role of the vigilante as an agent of community social control.     

LOVING TO STRAIGHTEN OUT DEVELOPMENT: SEXUALITY AND ETHNODEVELOPMENT IN THE WORLD BANK'S ECUADORIAN LENDING

Gender staff in the World Bank -- the world's largest and most influential development institution -- have a policy problem. Having prioritised efforts to get women into paid employment as the ȁ8cure-allȁ9 for gender inequality they must deal with the work that women already do -- the unpaid labour of caring, socialisation, and human needs fulfilment. This article explores the most prominent policy solution enacted by the Bank to this tension between paid and unpaid work: the restructuring of normative heterosexuality to encourage a two-partner model of love and labour wherein women work more and men care better. Through a case study of Bank gender lending in Ecuador I argue that staff are trying to (re)forge normative arrangements of intimacy, a policy preference that remains invisible unless sexuality is taken seriously as a category of analysis in development studies. Specifically, I focus on four themes that emerge from the attempt to restructure heteronormativity in the loan: (1) the definition of good gender analysis as requiring complementary sharing and dichotomous sex; (2) the Bank's attempt to inculcate limited rationality in women such that they operate as better workers while retaining altruistic attachments to loved ones; (3) the Bank's attempt to inculcate better loving in men, such that they pick up the slack of caring labour when their (partially) rational wives move into productive work, and; (4) the invocation of a racialised hierarchy resting on the extent to which communities approximate ideals of sharing monogamous partnership. Aside from providing clear evidence that the world's largest development institution is involved in micro-processes of sexuality adjustment alongside macro-processes of economic restructuring, I also critique the Bank's sexualised policy interventions and suggest that they warrant contestation.
