群体性事件下的政府网站:问题与对策——一个比较视角的分析

网络群体性事件是我国社会管理的一个难局。在事件过程中,政府网站反应普遍滞后,既浪费了宝贵的信息平台资源,也在客观上加剧了事态的恶化。就政府网站而言,这种无作为的成因主要是:民主诉求的网站平台功能不足,政治沟通不顺畅;政府网站的虚拟参与层次不高,公共事务的民主管理作用无法得到充分体现;网络社区与虚拟社团的积极作用不能有效发挥;政府网站的监督呈现单向度的特征,导致政府问责的缺失。比较分析国外电子政务的发展经验,我国的政府网站建设应有所改进和提升。     

电子政务与公务员的信息素质

信息素质是信息社会人才的必备素质。我国正在推进以电子政务为龙头的信息化建设,一支具有高度信息素质的公务员队伍是电子政务的现实需求。采取措施切实提高公务员信息素质,是我们面临的一项重要工作。     

BundOnline 2005 — The E-Government Initiative of the German Federal Administration

Abstract

The German e-govemment initiative BundOnline 2005 was launched by the German government in 2001 to ensure that citizens, enterprises and the administration itself can access the services provided by the federal administration easier, faster and at lower costs through the Internet. Euro 1.65 billion are devoted to this purpose. The German e-government initiative is characterized by central coordination, central implementation of shared components and the establishment of competence centers. Finally, the current status is presented especially with respect to the challenges applying to the German legal environment-German data protection requirements and the federal legislation.

进入信息时代,电子政务是新的政府工作模式,网络化是必然的选择。实施电子政务对我国现代化进程具有十分重要的意义,它是建设符合我国国情的现代化、信息化的政府,推动社会发展,加强国家安全保障的有力工具。     

领导行为如何影响政务短视频绩效 ——基于抖音的调查研究

政务短视频日益成为政务新媒体的主要运营方式,但是少有研究深入其运营过程,对其运营绩效进行实证研究和理论解释。本文基于政务抖音号运营人员的深度访谈和问卷调查数据,实证分析了授权型领导行为对政务短视频运营绩效的影响。研究显示,工作支持和权力委任这两项授权型领导行为变量能够激发运营人员的工作积极性,进而提升政务短视频的运营绩效;目标和结果控制行为仅能增加账号更新频率,对政务短视频的传播和影响作用不明显。研究显示,不同方面的授权型领导行为对政务短视频运营绩效的不同维度产生了有差别的影响,党政部门领导干部需要采取相应政策措施支持和推动其高效运营,使政务短视频发挥更大的作用。     

The hegemonic work of automated election technology in the Philippines

This article addresses the political role of information technology in the Philippines. It uses a theoretical framework inspired by Antonio Gramsci to examine the discourse surrounding automated elections in two major daily papers, the Philippine Daily Inquirer and Business World Philippines. It argues that this discourse strengthens current conceptions of the development process by appealing to the interests not only of the dominant fraction of capital in the country today, but also to the middle class. Such operations are essential for the creation of an historic bloc capable of exercising hegemony.     

论我国电子政务现状、问题及发展策略

电子政务是政府利用网络通信技术对行政事物的管理,又称为电子化政府。电子政务是新技术革命时代,社会信息化和政府改革的产物。本文从分析我国电子政务的现状入手,指出了目前我国电子政务存在的主要问题,并提出了相应的发展策略。     

控权问责、服务提升与电子政务的清廉效应——基于中国282个地级市调查数据的实证分析

十九届四中全会对推进反腐败斗争和政务信息技术的运用提出了明确要求,而电子政务能否以及如何影响地区清廉水平在实证研究中尚未得到充分的验证。本文采用中国282个地级市政府的相关调查数据进行分析,发现电子政务确实能够显著提升地区的清廉水平,地区电子政务发展水平越高,公众经历的索贿、贪污类腐败事件比例越低,对政府的清廉感知水平越高。进一步的分析表明,电子政务发展是通过控权问责和服务提升两种内在机制改善了地区的清廉水平,前者显著减少了地区公职人员的索贿行为,而后者在提升公众的清廉感知水平方面发挥了积极作用。目前,我国地方政府电子政务发展中存在的诸多问题限制了其在廉政治理中的潜力发挥,未来应采取措施推进电子政务在政务公开和在线服务等方面的纵深化和高质量发展。     

E-Government in New Zealand

Abstract

Although it has just 4 million people and an economy which is almost entirely based on agriculture, New Zealand has been nominated by the UN as the world's third most advanced in e-government.

That might surprise foreigners but not Kiwis, who have always had a rapid uptake of new technology. Leading the country into an electronic world is the E-Government Unit, which is charged with coordinating and integrating e-services across all government agencies. Some of the solutions are original but New Zealand has not hesitated to scour the world for best-of-practices solutions and modify them to its own environment.     

电子政务环境下移动政务发展研究

随着移动电话、掌上电脑等移动设备的普及率增加,3G在中国的推广,移动政务已经成为未来电子政务的发展趋势。本文基于相关利益人分析,认为政府、运营商和公众存在博弈,具有一定直接和间接的相互作用和利益,实现公共价值最大化,获得产业利益。从宏观和微观的角度分析了移动政务发展中的阻力,提出以点带面,以中心带动周边,建设无线信号发射设施;通过各种媒体加大移动政务宣传力度;增开服务;完善身份验证和相关法律法规;加强信息技术教育和培训;增加人性化服务,控制成本等建议。
