Abstract

Recent developments in European Union (EU) asylum cooperation raise important questions about the nature of cooperation and the potential problems facing collective action in the realm of EU internal security. The emergence and the subsequent stability of the Schengen/Dublin system is especially puzzling, given the highly inequitable distribution of costs and benefits that this system entails among the participating states and begs the question as to why those states that are likely to face a disproportionate ‘burden’ under the system would have agreed to it. This article seeks to provide an alternative approach to answering this question by drawing on a public goods framework. We argue that a simple focus on free-riding and exploitation dynamics, as emphasized in the traditional collective action literature, falls short as an explanation and instead demonstrates how more recent theoretical contributions to the public goods literature can offer new insights into the origin and evolution in cooperation in this sensitive policy area.  相似文献

This paper evaluates the competitiveness of the European Union (EU) and Russia's regime preferences in their foreign policies towards Ukraine in the scope of the on-going Ukraine crisis. It is argued that the underpinning geopolitical environment Ukraine currently resides in, wedged between two much larger powers (the EU and Russia), renders it a vulnerable target state for regime promotion from both sides. Indeed, since the 2004 Orange revolution in Ukraine, both the EU and Russia have had discernible regime promotion strategies in their foreign policies. The EU's regime promotion has focussed on facilitating democracy in Ukraine, along with more material interests (trade and strategic aims) while Russia has reacted with increasingly zero-sum policies which pursue its preference for having a loyal and Russian-facing regime in Ukraine. Ultimately, the increasing competitiveness of the EU and Russia has been a key factor in the onset of the Ukraine crisis, which offers important insight into the relationship between large powers and the smaller third states which lie in their overlapping spheres of influence.  相似文献

This article examines the performance of the European Union (EU) in the International Atomic Energy Agency (IAEA). Following Barnett and Finnemore, the article argues that the EU as an intergovernmental organization (IO) possesses bureaucratic power based on high technical knowledge and rational–legal authority that it can use to gain influence in the Agency. The EU uses its technical knowledge to be a first-mover in political and technical discussions, and uses its financial support to influence the Agency's technical standards and practices for nuclear safeguards, security, and safety. Nevertheless, the analysis shows that its rational–legal authority as an international organization is limited. Being a regional IO, it does not automatically possess the impartiality and hence legitimacy that ordinarily characterize an international organization. Thus, to further improve its performance in the IAEA, the EU must look beyond internal policy issues and focus on its external legitimacy and standing as well.  相似文献

The abuse of alcohol and other drugs (AOD) by youth is, once again, on the rise, emphasizing the need for prevention intervention. This article discusses the research on the prevention of substance abuse among youth who are identified as especially vulnerable to, or at high risk of, AOD abuse. The individual, interpersonal, and institutional risk factors associated with substance abuse among youth are described. Research on prevention programs for high risk youth is presented next, with a consideration of the methodological problems associated with this research. Despite the problems noted, the findings suggest there may be some effective methods of preventing substance abuse among high risk youth. The article concludes with a discussion of implications for prevention practice, as well as social policy.  相似文献

This article traces the role of the EU institutions in the process leading up to the EU–Turkey Action Plan and EU–Turkey Statement. The EU–Turkey deal is the proverbial ‘orphan’ in EU crises management, with none of the key actors and institutions eager to claim ownership. Yet when judged from the perspective of process management, the deal resulted from effective inter-institutional collaboration, which stands in stark contrast to the EU’s handling of the relocation schemes or the Dublin reform. Using insights from the informal governance literature, the article maps the inter-institutional network that managed this process, traces the activities within the network, and determines the effects these had on the final outcome. On an analytical level, the mechanism contains five key elements of informal institutional governance: linking, bridging, shielding, laying out the tracks and creative fixes. The conclusion reflects on the wider applicability and scope conditions of this mechanism.  相似文献

Research on the Economic Adjustment Programmes (EAPs) for Eurozone crisis countries has so far acknowledged the role of creditor countries and Troika institutions or has examined the economic effects or structural determinants of domestic implementation processes. The role of borrower governments as strategic actors within the ‘Troika complex’ has been neglected. Taking Cyprus and Portugal as cases in point, the article shows how reform-oriented borrower governments used the interaction with the Troika to overcome veto player opposition to programme implementation. Drawing on the two-level game and on negotiation theory, the study discusses borrower strategies in response to opposition from the court or parliament, and the costs of no agreement. Reform-oriented governments mostly used commitments to the international level or Troika pressure to pursue coercive strategies vis-à-vis domestic opponents. High costs of no agreement seem to be a necessary means to pass on political and market pressure through coercion.  相似文献

National identity is constructed through successive identifications with significant Others. This article discusses the phenomenon of change and continuity in Czech identity. It is focused here on the identification towards the EU, which has become the most significant Other of today in two ways: (a) (change) contributing to overcoming the identity crisis provoked by the drastic changes that occurred between 1989 and 1993 (change of regime, disappearance of the USSR and the break-up of Czechoslovakia), and therefore the subsequent drastic changes in relations with past significant Others: communism, the USSR, and the Slovaks; and (b) (continuity) reaffirming one of the fundamental elements during the national revival in the nineteenth century, democracy, upon which the various identifications towards the EU have been aligned. According to the differing interpretations of what democracy means, and three other criteria of the “levels of Othering,” the EU has been “imagined,” on the one hand, as an entity where Czechs can flourish in their identity and ensure their freedom and democratic values (positive Other), and, on the other, as an “oppressor” entity which portrays democratic deficit, restricts freedom, and threatens Czech national identity (negative Other).  相似文献

This article explains how the Turkish business' regime preferences have evolved from pro-authoritarian to pro-democratic in the context of dual transitions, in response to changes in incentive structures shaped by domestic, regional and international parameters. It particularly focuses on big business and highlights the central role that greater exposure to international competition during the course of opening up and liberalization played in the evolution of its regime preferences. The article suggests that the central mechanism which has led to the regime preference change is socialization by strategic calculation facilitated by business' increasing incorporation into transnational networks. It asserts that the Turkish big business' experience is particularly interesting because international exposure not only created new opportunities for big business, but also new divisions and rivalries within the business community. These new rivals formed flourishing alliances with the government, with their accompanying claims to power that challenged the big business' previous hegemony in accessing state resources. In the process, big business' fear of losing its privileged status to rival business groups and the resulting uncertainties led big business to associate democratization with higher benefits, as they became increasingly aware of the link between democratization and diminished uncertainties, through their interaction with transnational business networks. Consequently, big business consolidated its pro-democratic stance as shifting domestic alliances enhanced the need for diminishing uncertainties, while internationalization along with the prospect of EU membership increased the cost of status quo.  相似文献

Democracy is a primary export norm of the European Union (EU). It has also played a key role in the conditionalities that have governed the accession processes of new member states in Central and Eastern Europe (CEE). The EU has often been accused of offering little guidance regarding the specifics of desirable democracy models and the means of their consolidation. But are these accusations justified? In the first part of this article a detailed examination of European Commission opinions and reports reveals that it has consistently promoted a specific model of democracy in future member states. It shows a strong bias in favour of Lijphart's model of consensus democracy, which is indiscriminately advocated for prospective member states. The second part of the article draws attention to the serious obstacles which exist in the region to the realization of this model. We question the wisdom of the Commission's one-size-fits-all democratic model given these obstacles and the real-life diversity of political contexts in the region.  相似文献
