This study examines university students’ perceptions of the Ghana police service in contrast with general population studies that explain citizens’ attitudes toward the police. Two research questions guided this study: (1) What are university students’ perceptions of the police? and (2) What factors influence university students’ perceptions of the police? Using data collected from one large university in Ghana between the months of December 2012 and February 2013, the study found several intriguing findings. First, students have moderate trust in the Ghana police. Second, students critically evaluated police procedural fairness and effectiveness. Multivariate regression models revealed that vicarious experiences of police corruption, marital status, level of education, and ethnicity predicted students’ trust in the police as well as influenced their perceptions of fairness and effectiveness. Policy implications of the findings are discussed.  相似文献

ABSTRACT

Ten years after the coming into force of the EU–South Africa Strategic Partnership, this article takes stock of this partnership. Our aim, within this special issue, is to assess the EU’s perspective on its strategic partnership with South Africa, and in particular to look at economic and development cooperation within the partnership and to what extent European expectations of closer engagement have been met. Our analysis shows that economic interests have remained central to bilateral relations and the strategic partnership, even if some potential for economic engagement has remained unexploited. At the same time, the relationship has been quite tense in recent years, as bilateral ‘affection’ at the political level has waned. The implications for the partnership are weighed.  相似文献

ABSTRACT

The relationship between democratic South Africa and the European Union (EU) has been in existence for over 20 years, with its roots tracing back to anti-apartheid support measures. In its earlier form, it was anchored in the Reconstruction and Development Programme. Currently, it is guided by the National Development Plan of the National Planning Commission. This relationship has been tested over time, especially as a result of negotiations over the Economic Partnership Agreement with the EU. In the meantime, the euphoria that marked new South Africa's participation in the global system, with trade and development cooperation with the EU as one of the cornerstones, has waned considerably. The cancellation of several bilateral investment treaties with EU member states has further strained the relationship. While there are notable successes in the EU–South Africa Strategic Partnership, these may not be reflective of the actual strategic value of the partnership in the context of global shifts and the rising influence of emerging powers with which South Africa is integrating.  相似文献

ABSTRACT

The European Union–South Africa (EU–SA) Strategic Partnership has entered its 10th year. It is a product of its time and particular regional and international circumstances. These having changed somewhat over the course of the last decade, it is not surprising that the dynamics of the relationship, expressed through the strategic partnership's parameters, have undergone commensurate changes. Based on the recognition that the partnership is between a multilateral institution and a state, the difference in their respective strategic positions is inevitable. The challenge, therefore, is for the EU–SA Strategic Partnership to maintain a flexibility that allows for continued contestation, development and relevance. This paper reviews the historical context of the partnership and the challenging dynamics that have evolved over the lifespan of the partnership, providing the basis for the thematic discussion which follows in this issue. The analysis in this article demonstrates that, in spite of acknowledged challenges, the functionality of the strategic partnership based on persisting interests remains intact.  相似文献

This article examines the different attitudinal bases which potentially contribute to Euroscepticism amongst the electorates of Extreme Left-wing and Right-wing parties in France, and in particular of the Communist Party and the Front National. Controlling for other explanations of anti-European sentiment, Left–Right economic and ethnocentric attitudes are found to be strong predictors of pro-, anti- and indifferent stances on the European issue. Moreover, despite the existence of an important electoral pool on the Extreme Right, which possesses both Left-wing economic and Right-wing ethnocentric attitudinal bases to its Eurosceptic position, the nature of the economic issues on which these voters hold a Left-wing position reveals a perspective in many ways more compatible with the Extreme Right than with any Left-wing conceptualisation of economic policy. Electorally, this divergence in mass ideological demand would seem to rule out any future long-term partisan realignment around the European issue.  相似文献

This article analyses the Article 50 TEU debate and the argument that for the UK Government to trigger the formal withdrawal process without explicit parliamentary authorisation would be unlawful, because it would inevitably result in the removal of rights enjoyed under EU law and the frustration of the purpose of the statutes giving those rights domestic effect. After a brief survey of Article 50, this article argues first of all that the power to trigger Article 50 remains within the prerogative, contesting Robert Craig's argument in this issue that it is now a statutory power. It then suggests a number of arguments as to why the frustration principle may be of only doubtful application in this case, and in doing so it re‐examines one of the key authorities prayed in aid of it ‐ the Fire Brigades Union case.  相似文献

Among public affairs techniques lobbying is by far the most mystifying one — at least in Europe. Lobbying comes from the Latin word ‘labium’ and means ‘entrance hall’ or ‘lounge’. Therein the essential meaning can be seen: today political decisions are not made in plenary assemblies but primarily in the pre‐political phase of balancing the various interests. Lobbying is to be understood as the ‘diverse intensive activities of social groups, chambers and companies in the political and bureaucratic vestibule’ (Beyme 1980). Modern lobbying on the EU level is an intermediary policy for the support of political decision making — even if some critics refuse to believe it. Lobbying at EU level has become a politically realistic dimension. Even if the mass media still take a very sceptical and negative view of lobbying in Brussels, based on the existing European taboo on influencing politics, an in‐depth analysis reveals various lobbies at work in EU institutions. Lobbying today is an essential part of all EU decision areas. This paper describes the functional theory approach of lobbying known as ‘cooperation as confrontation through communication’. For the first time, recipients of lobbying in the EU Commission are demonstrating their acceptance of lobbying efforts. The Scottish Parliament elections of 2007 were the third to be held under the country’s mixed-member proportional system. As voters continue to adapt to the new system, we explore two aspects of its use: i) preferences for coalitions as opposed to single-party government, and ii) ticket-splitting. The two are considered together for two reasons. First, both can be seen as manifestations of a preference for multiple parties, and as a result they share a number of likely predictors in common. In empirical practice, however, we find that rather different factors predict the two variables: ticket-splitting looks to be based on strategic partisan or ideological calculation, whereas coalition attitudes are less about partisan interests and more about an overall view of the kind of policies and politics delivered by coalitions. Second, there is potential for a causal connection between our two dependent variables, and indeed we do find clear evidence of such an attitude–behaviour link: some voters appear to split their ticket precisely because they would prefer a coalition.  相似文献

ABSTRACT

This article examines how the mediatised context of foreign policy provides new opportunities for political leaders to both frame and project their own leadership role to new audiences. The past ten years have witnessed a sharp rise in political leaders’ use of new social media to communicate on a range of foreign policy issues. We argue that this new media context of foreign policy, combined with a bolstered leadership mandate, has been central to the construction of a more visible public leadership role for the EU High Representative in the post-Lisbon era. Departing from recent scholarship on performative leadership and new media in International Relations theory, we develop an original theoretical framework drawing on Erving Goffman’s dramaturgy of impression management. We employ the concept of “leaderisation” to analyse how mediatisation shapes the leadership process in terms of personification and drama to enable new forms of interaction with followers. We apply this framework in an illustrative case study focusing on the process of negotiating the EU Global Strategy. This diplomatic process provided the High Representative Mogherini with a stage on which she could frame herself in a central leadership position vis-à-vis European citizens to mobilise greater legitimacy for the EU as a global actor.  相似文献
