In the study of deliberation, a largely under‐explored area is why some participants polarise their opinion after deliberation and why others moderate them. Opinion polarisation is usually considered a suspicious outcome of deliberation, while moderation is seen as a desirable one. This article takes issue with this view. Results from a Finnish deliberative experiment on immigration show that polarisers and moderators were not different in socioeconomic, cognitive or affective profiles. Moreover, both polarisation and moderation can entail deliberatively desired pathways: in the experiment, both polarisers and moderators learned during deliberation, levels of empathy were fairly high on both sides, and group pressures barely mattered. Finally, the low physical presence of immigrants in some discussion groups was associated with polarisation in the anti‐immigrant direction, bolstering longstanding claims regarding the importance of presence for democratic politics. 相似文献

Now in its sixth year, the war in Syria has triggered the largest humanitarian and refugee crisis of our time. For most refugees and migrants, Turkey is the main transit country to reach Europe, where Syrian refugees hope for a better future. However, this journey has been hampered as several European countries closed their borders following the arrival of an unprecedented number of migrants and asylum seekers in 2015. In response, a deal was struck with Turkey to stem the migrant flow to Europe in exchange for some concessions. By outsourcing the management of migration flows to Turkey, the EU is failing to take its fair share of responsibility for refugee protection. Furthermore, as a result of the political situation in Turkey and the unmet promises under the deal, relations between Turkey and the EU have touched their lowest point since the start of accession negotiations in 2005. While survival of the deal is of critical importance as the EU needs Turkey’s assistance in curbing migration flows and Turkey is keen on revitalising its accession negotiations, the deal has exposed serious flaws that need to be addressed and must not be replicated with other countries. 相似文献

Political scientists generally agree that all individuals structure their cultural attitudes in the same unidimensional fashion. However, various populist radical right parties remarkably combine moral progressiveness with conservatism regarding immigration-related issues. This suggests that the structuring of cultural attitudes among the electorate may also be more complex than typically assumed. Applying Correlational Class Analysis to representative survey data, the study uncovers three cultural belief systems. For individuals adhering to an integrated one, all cultural attitudes are interdependent, as typically assumed. However, two alternative belief systems are also uncovered: intermediate and partitioned. In the latter, positions on one cultural attitude (e.g. ethnocentrism) are barely related to positions on others (e.g. rejecting Islam or opposing homosexuality). The existence of multiple cultural belief systems challenges the widely held assumption that all people organise their cultural attitudes similarly. Both political party agendas and individuals’ education level and religion appear key to understanding variation in belief systems. 相似文献

AbstractThis paper analyses Transatlantic Trade and Investment Partnership (TTIP) negotiations in order to assess how the move towards tighter economic integration within the EU?US strategic partnership impacts on legislative?executive relations in EU trade policy. The analysis examines the institutional, substantive and party political dimensions of national parliaments’ scrutiny of the Common Commercial Policy. Based on insights into both domestic and EU channels of parliamentary monitoring of TTIP negotiations, the paper argues that, although the government remains the central object of democratic control, the involvement of national parliaments in transatlantic trade extends to encompass the EU’s own transatlantic and trade policies. This is rooted in the legislatures’ legal capacity to constrain the executive in the negotiation, conclusion and, where applicable, ratification phases of EU trade agreements. It is argued that national parliamentary influence takes the shape of politicisation of the legitimacy of the expected policy outcomes of these agreements. 相似文献

ABSTRACTDuring the Eurozone crisis, the so-called ‘Merkozy duumvirate’ emerged as an informal, but highly visible EU policy-making pattern. This article asks why such forms of decentralized bargaining emerge and what this implies for the theory of EU institutions. According to an approach based on negotiation theory, the article argues that Merkozy is a strategic tool used by Germany to realize its preferences on EU crisis management. Based on an incomplete contracts theory of EU institutions, instead, the article analyses Merkozy as an informal institution created by France and Germany to avoid being discriminated by supranational institutions. Both approaches are employed to assess Merkozy’s role in the decision-making process leading to the adoption of the Fiscal Compact. 相似文献

This article examines the rise of resilience discourses in EU foreign policy. The European Union Global Strategy (EUGS) refers to building state and societal resilience in its neighbourhood as one of the key strategic priorities of the EU. This article argues that the discourse of resilience that permeates the EUGS chimes well with a pragmatist turn in social sciences and global governance. The EUGS introduces resilience-building alongside an emphasis on flexibility, tailor-made approaches and the need for local ownership, capacity-building and comprehensiveness. More importantly, the new EUGS proposes “principled pragmatism” as a new operating principle in its foreign policy. While this might suggest a more pragmatic EU foreign policy, a closer examination of the EUGS discourse reveals significant tensions between a pragmatic and a principled foreign policy, which undermine the added value of resilience-building as a new foreign policy paradigm. 相似文献

Since 1989, many of the former communist countries in Central and Eastern Europe (CEE) have made the dramatic change from communist regimes to democratic nations that are integrated in the European sphere. While these sweeping changes have given rise to a successful transition to democracy unlike any the world has ever seen, there remain issues with governance as well as citizen support for the regime. While other studies have shown that mass media can influence a person's attitudes and opinions in the region, none has explored what effect social media can have on orientations toward democracy in the region. In the following paper, I build several hypotheses based on previous studies of media effects and democratic survival. I then employ survey data to empirically test whether social media increases support for democracy. The study finds that not only does using social media increase support for democracy, but also simple usage rather than information seeking provides more consistent effects on a person's support for democracy in CEE. 相似文献

This study examined community-based clinicians’ (N = 294) attitudes, background/experiences, values, and knowledge relating to issues of co-occurring disorders, which occur at a high rate among adolescents involved in the juvenile justice system. Study results reveal that clinicians self-rate their clinical values and attitudes at or above the expected level of competency, but they concede that their skill and knowledge levels are not adequate. Comparison measures reveal that employment setting conditions, geographic region, hours worked per week, and strongly held convictions about the importance of integrated mental health and substance use disorders service delivery distinguish clinicians’ co-occurring disorders knowledge levels. Using Poland as a case study, the Polish sociologist Piotr Sztompka has demonstrated most persuasively the significance of trust (and distrust) as a key to the analysis and understanding of socio-political and socio-cultural developments in Central Europe in the transition to democracy. Sztompka's study ends upbeat with a brief glance at the situation in the late 1990s. Had the book been written a decade later, it would have revealed that the path ahead has remained rocky. Public trust in governments, politicians and public institutions generally has remained a scarce commodity.It is against this background that the restoration of an independent civil law notariat, as an integral part of the ‘return to Europe’ project, has occurred in Poland, and, mutatis mutandis, in other Central European countries. However, following a first decade of successful transformation from state employment to liberal profession, notaries in Central Europe now find that it is precisely because they have embraced the status of Western-style liberal professionals that they are coming under attack by both the European Commission and their own national governments. As a result, they have had to embark on a process of reconsideration of their position in order to ensure the profession's survival. This paper traces and compares developments in Poland and Hungary. As can be expected there is a strong common denominator between them. But equally and more interestingly, there are distinctive national features which now, as ‘bloc history’ recedes, are coming increasingly to the fore. 相似文献
