ABSTRACTThe physical and social retreat of international interveners behind the walls of ‘bunkered’ aid compounds in (putatively) more remote and dangerous regions of the South has been the focus of growing critical attention in recent years. An increasingly remote and fearful culture of risk aversion and differentiation among Western states and organizations has been largely identified as the driving force behind this set of practices. This article presents a different perspective on the bunkerization phenomenon through focusing on the agency of Southern states in the process. Exploring bunkerization across eastern/central Africa—and in Ethiopia’s eastern Somali region in particular—the study emphasizes not only how African states have been key promoters of modern bunkerization, but also how bunkerization behaviour and mentalities have historically characterized how many African borderlands—and contemporary sites of international intervention—have been incorporated into the global state system. 相似文献

Why the uprisings that broke out across the Middle East and North Africa in 2010-11 ousted the leaders of republics but left monarchies largely intact remains puzzling. One promising explanation for the resilience of monarchical regimes argues that monarchs exercise repression in a comparatively restrained and largely effective fashion. Proponents of this theory tend to conflate two crucial causal factors: the level of state coercion exercised against opposition activists and the degree of indiscriminateness with which coercion is deployed. By treating these variables as analytically distinct, a more compelling explanation for monarchical resilience can be advanced. The advantages of the revised argument are illustrated by revisiting the divergent trajectories of the uprisings in Bahrain, Oman, Saudi Arabia and Kuwait. 相似文献

This article is based on the consensus that the availability and utilisation of research enhances policy discussions. The article reflects on the experiences within one approach: capacity building through mentoring. The UJ-BCURE programme aimed to increase the capacity of decision-makers to use evidence in decision-making via mentoring models. Mentoring is described as an interactive, facilitated process that promotes learning. The features of the models that have contributed to the programme’s success are orientation workshops with mentees combined with participatory, needs-led, and flexible approaches. UJ-BCURE experiences are relevant to the field of evidence-informed decision-making in an African government context. 相似文献

This article examines the structure of the Malian fertiliser value chain and its performance in the context of the national subsidy programme, drawing on a review of the literature, farm household survey, and interviews with fertiliser suppliers. It finds that participants in the subsidy programme use more fertiliser and have significantly higher yields. The number of wholesalers and retailers has risen, but procurement remains concentrated. Poor fertiliser quality is a recurrent problem. The high cost of the programme raises questions regarding its sustainability. Mixed performance reflects the need for better monitoring and evaluation, and transparency in the programme. 相似文献

Multi-partner consortia have emerged as an important modality for knowledge generation to address complex sustainability challenges. Establishing effective multi-partner consortia involves significant investment. This article shares lessons from the Collaborative Adaptation Research Initiative in Africa and Asia (CARIAA), which aims to support policy and practice for climate change adaptation through a consortium model. Key lessons include the need to facilitate collaborative spaces to build trust and identify common interests, while accepting that this is not a guarantee of success; the importance of programmatic leadership to achieve synthesis; and the value of strategic planning in supporting motivation and alignment between partners. 相似文献

How can multi-stakeholder dialogue help assess and address the roots of environmental resource competition and conflict? This article summarises the outcomes and lessons from action research in large lake systems in Uganda, Zambia, and Cambodia. Dialogues linking community groups, NGOs and government agencies have reduced local conflict, produced agreements with private investors, and influenced government priorities in ways that respond to the needs of marginalised fishing communities. The rise and subsequent erosion of friendly relations between Iran and Turkey was a result of their regional ambitions. While Turkey had long seen its secular system as presenting an alternative to Iran’s Islamic ideology, the alignment of their regional interests facilitated a rapport between the two states in the first decade of the twenty-first century. However, the Arab Spring proved divisive for this relationship as each state sought to advocate its model of government and secure a leadership role in the Arab world. The war in Syria widened the divide, as Iran’s long-standing support for the Bashar al-Assad regime could not be reconciled with Turkey’s desire to see President Assad out of office. Using a close reading of Persian and Turkish sources, the authors will analyse the Iran–Turkey divide, focusing specifically on how the Iranians have portrayed it as a clash of civilisations, citing Turkey’s so-called ‘neo-Ottoman’ ambitions as the primary cause. 相似文献

The Freedom Charter represents a desire to create a society that is based on common citizenship and democracy in a society divided in all aspects of its life. This paper problematises and interrogates the Charter’s theoretical and philosophical claim on land. It uses the methodology of Afrocentricity and Africana critical theory to dispute the theoretical and philosophical basis of the Freedom Charter. The paper argues that the understanding, desire and vision of the Freedom Charter are irreconcilable. It concludes that the Charter reconciles the dispossessed with their dispossession, reflecting coloniality and white domination in South Africa. 相似文献
