现代民族国家诞生于欧洲的特殊历史背景下,其背后是民族主义的竞争逻辑,因此它亦拥有巨大的国家动员能力。近代时期,东亚三国之要务在于建成现代民族国家以抵御外侮,但唯有日本获得成功,中韩两国均遭遇重大挫折。思想观念上的一个重要原因在于中韩两国与日本传统公私观的不同。在思想与政治上受到中国巨大影响的朝鲜王朝,其超越狭隘民族意识的儒家"天下为公"思想使其在现代民族国家和现代国际体系的竞争逻辑面前表现出诸多不适应。但这种看似具有时代局限性的普遍主义思想,或许却能够为解决今天东亚地区的各种悬案提供一些思想资源,成为新的国际关系形态的指导精神。  相似文献

两岸产业合作目前的形态与模式形成的根本原因,除了两岸间密切的经贸关系外,更是由两岸共同处于的东亚生产网络所驱动的。在全球金融危机之后,两岸间产业合作开始共同面对亚太区域经济整合、全球价值链重新布局的外部压力,同时由于两岸经济实力和比较优势的变迁,两岸间产业开始逐渐由互补走向竞争。当外部与内部经济环境同时发生变化时,两岸产业合作的传统模式面临挑战和选择。  相似文献

With interest in queer socialities, the author considers Jacques Derrida’s provocation in Of Hospitality to “say yes” as hospitable gesture in order to challenge the gendered and racialized demands of this charge. If Orientalist conflations of the East with femininity have in turn sexualized Asian women as simultaneously hypersexual and submissive, then how can we as viewers and readers performatively read Asian femininity in a different, and not anti-relational, orientation to hospitality? Building upon Anna Watkins Fisher’s concept of parasitic performance, this article posits inscrutability as a feminist methodology by considering Yoko Ono’s performances of Cut Piece and Laurel Nakadate’s video Happy Birthday for their interesting solicitations to audience-participants, costars, and viewers.  相似文献

The international labour movement's campaign to fortify the International Labour Organization's (ILO's) core labour standards by way of a World Trade Organization (WTO) social clause failed in the 1990s. Many purported beneficiaries of such a clause conceived of the proposal as a proverbial ‘terrorist’ rather than a ‘freedom fighter’. Reappraising debates in India and the USA, this paper understands the failure in terms of discursive struggles played out both within national contexts, and in the transnational domain. It is argued that previous attempts at unpacking the debate have employed too simplistic discursive schema and paid insufficient attention to its transnational dynamics. The international union movement can only advance the ILO–WTO linkage idea by acknowledging, coming to terms with and addressing the concerns of a pervasive counter-hegemonic discourse.  相似文献

This paper advances the proposition that post-Arab Spring politics are a product of globalisation’s economic and social liberalisation. The global market and privatisation have fundamentally deconstructed centralised autocratic rule over state and society, while facilitating corruption and selective development, culminating in public outrage. The political order of the Middle East and North Africa since the Arab Spring synthesises globalisation’s dialectic duality, in which economic integration has contributed to the demise of national authoritarianism, inciting communalism and political fragmentation. This paper analyses emerging political trends and challenges based on a comparative analysis of Egypt and Tunisia.  相似文献

The experience of the recent two decades of financial crises shows that donor countries and international financial institutions (IFIs) can respond to a crisis in a peripheral open economy by either of two crisis management strategies: either they can impose harsh conditionality to fix the domestic economy and prevent future moral hazard problems, or they can provide last-resort credit to restore market confidence. In some cases, the crisis management strategy changes as the crisis evolves. What are the factors that determine the choice of key donor countries and IFIs? This article traces the processes by which the USA and the International Monetary Fund designed the crisis management strategy in respect to the Asian crisis, and how Germany and the European Central Bank designed the response to the eurozone crisis, in order to understand how ideas regarding the causes and solutions of a financial crisis interact with the interests of key donor countries. The article argues that in both cases ideas and interests are mutually constituted, but in each case the mechanism that linked ideas and interests was different: whereas in the Asian case US interests led to policy innovation and experimentation and to a change in the crisis management strategy, in the European case ideas played a greater role in shaping German interests. The article explains this difference on the basis of the lessons learned by IFIs from the Asian crisis, which were then implemented in the eurozone case.  相似文献

The effect of the Arab Uprisings on the interplay of state and non-state entities is revealed as influencing the emergence of multiple players of non-state status pursuing democratic rights, and as attempting to dismiss regional despotism as an intrinsic element of ongoing transition in the Middle East. This article focuses on the positive overall effect on the Kurdish movement of unity and cooperation between KRG and PKK-PYD actors to achieve Kurdish harmony, and as interconnected paradigms vis-à-vis their influence and interaction with regional players. Given the rise of the Kurds in Syria and the KRG’s regional importance as the first actual Kurdish de facto state entity, the PKK’s role appears key for unifying and institutionalising the relatedness of the Kurdish movements in Iraq and Syria. An empirical understanding of the Kurdish case, explained through a conceptual model of ‘multi-dimensional interrelations’, may further clarify how the theoretical framework can be applied to International Relations.  相似文献

In the aftermath of the Arab uprisings Foreign Terrorist Fighters (FTFs) have emerged as a significant security challenge. Since the 1980s and the Soviet occupation of Afghanistan the notion of a ‘foreign fighter’ has been closely linked, if not synonymous, with those ideologically or religiously motivated individuals who have travelled to join conflicts in Islamic lands. This article will explore the contemporary FTF movement, offering a comparison of Afghanistan in the 1980s and Syria in the contemporary period. It will explore the international community’s expansive responses to the challenge of FTFs, with special focus on the role of the United Nations.  相似文献

Lebanon is most often depicted as a ‘weak state’ lacking territorial sovereignty and thus fostering the proliferation of violent non-state actors that generate political instability and regional insecurity. In contrast, this essay explores the dynamics of security politics in Lebanon since 2005 through the lens of hybrid sovereignty. It shows how an assemblage of state and non-state actors has been able to navigate between rival understandings of insecurity, producing at times shared, but still contested, understandings which have sustained a system of plural governance over security that has been able to respond to a shifting geography of threats.  相似文献
