近十年来国内东南亚殖民主义史研究述评

自上个世纪90年代以来,我国的东南亚殖民主义史研究取得了新进展,推出了几部很有影响的著作,获得了对复杂历史问题的深层认识,标志着我国东南亚殖民主义史研究进入了全面总结与成熟阶段.认真研究殖民主义兴衰,有助于把握东南亚历史发展进程,也有助于对当前东南亚问题的思考.     

论"东盟经济共同体": 必然性、可行性与挑战

本文主要从三个方面对"东盟经济共同体"构想进行分析,认为首先应了解"东盟经济共同体"是一个必然的趋势和必须的选择;而东盟合作机制的完善和区域经济一体化的加速则为"东盟经济共同体"提供了可行基础.但同时,东盟各成员国经济发展水平及贸易开放程度的差异、经济上较高的竞争性以及"东盟方式"也对其形成了一些挑战.因此,东盟最终会建成一个经济共同体,只是过程比较曲折.     

中国-东盟关系四十年发展的历程及其启示:共同利益的视角

中国-东盟关系的发展历程表明,双方关系是随着彼此间共同利益的日益增加而不断发展的,因此,双方关系发展的过程就是不断建构共同利益的过程.建构共同利益是中国-东盟关系发展的基本经验.未来双方要进一步发展关系,应继续致力于共同利益的建构.     

Consolidating ZIP Codes for Small Area Fair Market Rents: A Method for Implementing the New Rule

Fair Market Rents (FMRs), calculated for an entire metropolitan region, are used to establish payment standards for the Housing Choice Voucher (HCV) program. In response to recent criticism that FMRs do not represent rent disparity and restrict households from moving to high-opportunity areas, a new rule introducing Small Area Fair Market Rents (SAFMRs) has been issued. SAFMRs are based on ZIP codes to reflect local market rents and increase the number of payment standards used to administer the HCV program. The purpose of this research is to determine whether the number of payment standards can be reduced by consolidating ZIP codes, while adhering to the primary objectives of the SAFMR rule. The ZIP code grouping process conducted offers one method for reducing the number of payment standards needed to implement the new rule; however, the rent analysis reveals the over- and underestimation of SAFMRs for some ZIP codes.     

Feminism,nationalism, and labour in post-civil war Northern Province of Sri Lanka

This viewpoint highlights the paradox of low labour force participation and high unemployment among women at a time of growing educational levels of women in the former conflict-affected Northern Province of Sri Lanka. It highlights the rise of ethno-feminism and sub-nationalism that undermine what few opportunities open up for women in terms of employment and livelihood opportunities, thereby weakening the peacebuilding efforts of various stakeholders.     

2030年可持续发展议程下“人的安全”及其治理

2030年可持续发展议程作为一项新的全球发展计划,其目标是构建免于恐惧和暴力的和平、公正、包容的社会,其核心是消除全球贫困与促进包容性发展,包括消除贫困、饥饿以及应对气候变化等内容。该议程的主体内容体现了联合国所倡导的“人的安全”理念,这一理念强调各种威胁的相互关联性,人的安全和人的发展是同一事物相辅相成的,这种治理观要求广泛借助联合国系统,并且顾及地方、国家、区域和国际范围内各级公私部门行为体的特点和资源,拓展一种由各种利益攸关方组成的综合框架,其内容涉及粮食安全、气候安全、环境安全、社会安全、反恐、移民等重要的传统与非传统安全议题。其中,气候变化、资源消耗、南北差距等问题是可持续发展难以实现的重要动因。上述安全议程同时体现了各种广泛的经济、社会和环境关联性。因此,建构全球“人的安全”治理机制需以联合国为核心,并形成多层治理、建构广泛的国际伙伴关系,以实现联合国所倡议的全球可持续和平愿景。     

The Distributional Impact of Austerity and the Recession in Southern Europe

Southern European welfare states are under stress. On the one hand, the recession has been causing unemployment to rise and incomes to fall. On the other hand, austerity has affected the capacity of welfare states to protect those affected. This paper assesses the distributional implications of the crisis in Greece, Spain, Italy and Portugal from 2009 to 2013. Using a microsimulation model, we disentangle the first-order effects of tax–benefit policies from the broader effects of the crisis, and estimate how its burden has been shared across income groups. We conclude by discussing the methodological pitfalls and policy implications of our research.     

South European Healthcare Systems under Harsh Austerity: A Progress–Regression Mix?

This article addresses the question of whether the economic crisis provides a politically opportune time to drastically curtail public healthcare in South Europe or whether, instead, there are signs of longer-term reform strategies for potentially balancing fiscal targets with the quest for enhanced value and health outcomes, when eventually growth resumes. After a brief examination of the profile of healthcare systems in Greece, Italy, Portugal and Spain prior to the crisis, we comparatively assess the mix of retrenchment, restructuring and recalibration strategies. The effects of the austerity-driven reforms on current (and expected) health outcomes are also briefly analysed. We conclude with reflections on the future of public healthcare in South Europe.     

Conserving the Principle of Identity: Identity,Representation and Equivalence

Howie recognizes as a starting position that there is a significant and political problem with judgements that presume an easy and unrestrained identification of a thing or a person, but she is sceptical that all judgements of identity are necessarily implicated in the same politics. She investigates how 'identity' functions in logic, judgement and epistemology, and argues that a dialectical understanding of identity provides the grounds both for a realist appreciation of the world that includes a subjective element and for a recognition that a subject both is and is not how she is and has been identified.     

朝鲜族乡村社会的集中村建设及其社会共同体的质变

城镇化进程将导致传统村落共同体的解体与巨大社会变迁.引导乡村社区的整合与重构,摸索乡村社会可持续发展模式是必要的.朝鲜族乡村社会在城市化进程中经历了巨大社会变迁.为了克服社会变迁带来的阵痛,朝鲜族社会自发组织起集中村建设运动,通过集中村的形式实现就地城镇化的道路.尊重经济结构形式与社会共同体形式之间关系的规律,成为城镇化背景下乡村社区重构的关键因素.集中村建设经验对于处于社会转型期的中国乡村社会,具有启示性的意义.
