The Sustainable Development Goals (SDGs) and the Agenda 2063 chart a new development pathway for Africa. ‘Leaving no one behind’, or full social inclusion, is central to this effort. What will this mean for lesbian, gay, bisexual, transgender, or intersex (LGBTI) people in Africa who are among the most socially excluded members of the population? This article explores this through a discussion framed by the concept of social inclusion and the commitments regarding it that appear in the SDGs and the Agenda 2063. Although LGBTI inclusion across Africa is not explicit in either document, there are nevertheless important opportunities for linking continental LGBTI advocacy to the sustainable development enterprise. 相似文献

Governments tend to focus on short-term policies to address the immediate effects of high food prices when spikes occur, while in the long term, urban residents are left to their own devices struggling to ensure adequate household food consumption. Using data collected in three cities in Cameroon among 300 households, this article documents participants’ opinions on appropriate policies to address high food prices as well as how households cope with chronic high food prices. It emphasises the importance of long-term government strategies such as improved farm-to-market roads and agricultural sector supports as means to improve food security. 相似文献

ABSTRACTFaith-based organisations (FBOs) have long been involved in HIV and AIDS impact mitigation and humanitarian relief, but most are not equipped to intervene in the structural drivers of food insecurity and attendant health inequities. Acknowledging limitations is as paramount a task for organisational effectiveness as maximising strengths. This article reports findings from a study of HIV-positive care supporters who volunteer with a church-run home-based care organisation in Swaziland. The article seeks to assess the impact of chronic food insecurity on antiretroviral adherence practices and how these individuals manage daily food shortages. Findings highlight the limited capacities of FBOs in highly vulnerable settings and the imperative for international and governmental coordination. 相似文献

When the Criminal Justice System adjudicates an individual felony offender, it complicates many aspects of that individual's life; from applying for colleges, and jobs to attempting to become contributing member of society. In New York, to prevent seven‐ to sixteen‐year‐old youth who commit felony offenses from becoming felony offenders, the courts prosecute them as juvenile delinquents or juvenile offenders. In the United States, individuals under the age of twenty‐one cannot purchase alcohol or tobacco and cannot get married without parental consent, but they can be charged with a felony. Before and even after reaching the age of twenty‐one, individuals are still in need of guidance, support, education, employment, and stability as brain development is still ongoing. To help protect those who have not reached the age of twenty‐one, states should implement Senior Youthful Offender Hearings as proposed in this Note. This hearing is a two‐part hearing: (1) determine if an individual should be considered eligible for the protections under the current Youthful Offender Laws and (2) determine sentencing and alternatives to incarceration, focused on steering Senior Youthful Offenders on the right path. 相似文献

Economic voting is one of the most important mechanisms on explaining voting behavior and on establishing the democratic accountability. However, people tend to use perceived national economic condition on evaluating the incumbent, which is known as sociotropic voting, instead of their pocketbook. Previous studies suggest both altruism and self-interested future expectation may help explain this seemingly irrational behavior, but empirical works have not yet found convincing evidence to prove or disprove the self-interested motivation. This article suggests that patience makes people discount less on the potential future influence of the current national economic change; if self-interest drives sociotropic voting, patient voters would be more sociotropic. Consistent with the hypothesis, individual-level data from 2014 Comparative Congressional Election Survey shows that patient voters rely more on the perceived national economic change to evaluate the incumbent and make vote choice. Limited evidence of the linkage between impatience and pocketbook voting among non-partisans, and on the country-level is also provided. 相似文献

AbstractInstitutions are thought to matter for vote choice, and work on economic voting is exemplary in this regard. The strength of the economic vote varies considerably cross-nationally and this seems to emanate from differences in the clarity of responsibility. Still, this conceptual frame, dominant in the field, appears to have some cracks. First, almost all work presents analyses of the economic vote in smaller, split samples of low- and high-clarity contexts separately. Second, the literature appears rather dispersed when the conceptual and empirical indicators are examined. The article attempts to overcome these limitations by analysing a large pool of democratic elections with a series of objective indicators. It investigates these indicators separately, and as components within two cumulative indices (institutional rules and power patterns). The results indicate that, even though there are indications of differences in the strength of the economic vote in high- and low-clarity contexts respectively, institutional rules or power patterns fail to significantly deflect the overall electoral impact of economic growth. 相似文献

There is a concept that development practitioners have either not heard of or not read, or have chosen to ignore – ruralisation. Unlike urbanisation in urban studies, ruralisation is rarely used as a concept in rural research. It remains a poorly explored concept. By challenging existing notions about the use of the concept, this article attempts to (re)introduce ruralisation as a fundamental concept in rural studies. What is ruralisation? Why do we need it? Local knowledge has continued to gain popularity among development practitioners in the last four decades. However, the future of local knowledge seems hazy to some academics and researchers, perhaps due to the methodological challenges in operationalising local knowledge in development research. This article revisits the United Nations Millennium Development Goals (mdgs) set in 2000, timely now because policy makers are currently making plans for the period after 2015. After laying out a critical analysis of the mdgs, the article focuses on Millennium Goal 8, the global partnership for development. The argument made is that the absence of any goal to reset the asymmetrical power relations between the North and the South reveals the limitations of the endeavour. The pharmaceutical industry is discussed in detail because mdg8/Target 6 deals with access to affordable, essential drugs in developing countries. This target seems emblematic of a problem found throughout the millennium project: the unaddressed need for real economic development. Target 6 exemplifies both North–South and public–private conflicts of interest, which are carefully hidden in official documents behind the euphemism of ‘partnership’, as if countries of such unequal power could be partners. 相似文献
