Austerity policies — policies of sharp reductions of a government's budget deficint involving spending cuts and tax increases — are claimed to boost support for radical political parties. We argue, counter to popular claims, that austerity measures actually reduce support for radical and niche parties. Austerity policies force traditional left-right politics to the forefront of political debate with the traditional mainstream parties having a stronger ownership over those issues. We systematically explore the impact of austerity measures on the electoral fortunes of niche parties in 16 developed countries over a 35-year period, while controlling for a number of socio-economic variables. We find that austerity policies that rely on tax increases affect radical parties on the left and the right in different ways than fiscal adjustments based on spending cuts.  相似文献

The paper revisits the discourse on development in Africa, following in the footsteps of leading development thinkers and focusing on social policy. Some of the thinkers and scholars have specifically and directly discussed development discourse in Africa. Others have made insightful points regarding inclusive development in Africa even though not directly engaging with development discourse. The paper also acknowledges earlier thinking regarding development in Africa, including perspectives that deal with underdevelopment. The paper concerns itself with the critical role that social policy can play in ensuring inclusive development in Africa. The interface between economic and social policy is emphasised. Although Africa faces many intractable challenges, most of which are externally imposed, robust social policies will go a long way in bringing about effective social and economic development. In the main, though, Africa needs a comprehensive socio-economic development approach that can ensure lasting inclusive development. Social policies are critical for any development endeavour in African countries. Another main point that the paper makes is that economic transformation is not enough to fully advance wellbeing in Africa (and probably the world at large). By restructuring economies in Africa, not much would be achieved though some gains would be made.  相似文献

In response to the limited engagement with critical social science concerning the governance of Islamic banking and finance (IBF), this paper compares and conceptualizes the development and governance of IBF in Malaysia and Singapore. We argue that IBF governance in Malaysia and Singapore can be distinguished on the basis of ethnic politics, moral suasion, product demand, product innovation, and the character of state practices. Concerning the latter, we contend that the political economy of both countries can be characterized as broadly involving a ‘neoliberal-developmentalism’, but we nuance this by positing a transition in Malaysia from a ‘semi-developmentalism’ in the 1980s to what we call an ‘Islamic and internationalising ordoliberalism’ beginning in the 2000s. In turn, the governance of IBF in Singapore involves a combination of neoliberal developmentalism, which nonetheless also entails some form of Islamic ordoliberalism.  相似文献

The literature on party system fragmentation emphasizes how political institutions and social cleavages shape the long-term development of the party system, but short-term swings in economic performance could change the level of electoral fragmentation by affecting the concentration of the vote in the executive. Time series data from presidential elections in 59 countries and from district-level legislative election contests in 22 countries show that a growing economy is negatively associated with the effective number of parties winning votes: a strong economy leads to a slight reduction in fragmentation as the ruling party consolidates its rule while a weak economy tends to disperse votes among alternatives to it. But the effect of economic performance relative to political institutions and the incumbency advantage is at the margins. The modest size of this effect should remind scholars of the limits of the economy as an overall driver of voter choice. 就经济法产生的逻辑及主要内容考察,经济法是“人性冲突与调适”的法律形式。就实践而言,经济法产生于市场失灵,而市场失灵的深刻原因在于市场领域内人性的冲突;就立法而言,经济法产生于民法失灵,而民法失灵的真正根源在于民法注重人性解放的同时,对人性的反映也有一定的片面性。因此,经济法应当从厚重的“纯经济色彩”的层层包裹中破壳而出,复归人性之路。  相似文献
