广东高等职业教育对经济增长贡献的实证分析

20世纪60年代以来,教育对经济的贡献逐渐引起经济学界的重视。基于相关理论模型测算,广东省2002年~2012年教育对经济增长的贡献为3.44%,高等职业教育对经济增长贡献为0.65%,高等职业教育占整个教育对经济增长贡献的18.99%。因此,广东应加快转变经济增长方式,加大高等职业教育投入力度,充分发挥高等职业教育对区域经济增长的优势作用。

La ñata contra el vidrio: urban violence and democratic governability in Argentina

The article argues that the increase in crime and urban violence in Argentina, especially in Buenos Aires, can be explained as an outcome of the interaction of four factors: the new social relations established by neoliberalism; the incapacity of the state to resolve the social conflicts which have arisen from these new social relations; the failure to democratise the security forces; and the exclusion of a sector of society from the rights of effective democratic citizenship. The increase in crime and urban violence is, thus, analysed as a problem of governability.     

On the political consequences of privatisation: the case of Teléfonos de México

This article examines the political consequences of the most important single privatisation in Mexico, that of the national telecommunications company, Telmex. During the late 1980s and early 1990s, diverse observers of Mexico claimed that, as the government pursued a dramatic privatisation programme as part of a broader plan to liberalise the economy, democratic growth would be encouraged. This argument is challenged in the case of the Telmex privatisation. It is shown how privatisation generated new resources that were channelled to lubricate corporatist relations and that the so‐called new unionism emerging from the telephone workers’union did not represent a departure from, but a culmination of, traditional state‐labour relations in Mexico.     

农村合作经济组织法论略

本文从农村合作经济组织的法律地位,《农村合作经济组织法》的基本原则,主体间的关系及权利义务,合作经济组织的设立、变更和撤销以及制定《农村合作经济组织法》应处理好两个关系等五个方面对论题进行了论述．旨在为促进我国农村双层经营体制的进一步发展、完善提供一些法律意见．     

试论经济法律责任独立的意义

本文分析了经济法律责任研究的三种思路,提出了经济法律责任相对独立于传统部门法法律责任的观点,阐述了经济法律责任独立的理论意义和实践意义。     

大国博弈、双层均势的亚洲时刻--俄罗斯智库对中美经贸摩擦的认知与政策立场

俄罗斯智库对中美经贸摩擦有着独特的认知和期待,并与克里姆林宫的官方立场互为表里。总体上,俄方智库的观点是,在经贸摩擦的背后,是中美两国对军事、政治、科技、地区和全球领导权的竞争;两国的国内议程和对外政策,将因此受到深远影响并产生溢出效应--在亚洲区域内形成两极结构。即使两国会因国内和国际政治因素,在经贸问题上达成妥协,但中方不会放弃获得世界科技领导者的雄心,美方也不会打消遏制中国发展动能的战略意图。俄罗斯应与中国继续保持经济与军事合作,避免与美国和西方关系的继续恶化,并在亚太地区推动"大欧亚伙伴关系"倡议。俄罗斯政策分析界基于自身利益的演绎,将中美经贸摩擦定性为大国博弈,相应的政策建议反映出俄罗斯以在全球和亚洲分别制衡美中为目标的双层均势策略。俄罗斯将在有亚洲其他国家参与的情景下扮演战略平衡手角色,借中美全面对抗之势,在中美俄三边关系之外扭转不利的外部发展环境。俄罗斯对亚太国际局势的盘活作用,将催生双边和三边竞合新模式的建立。     

Continuing Revolt of the Urban Chinese Voters: The Case of Kepong

Abstract

Since the 2008 Malaysian general election the Chinese vote has swung overwhelmingly to the opposition, and this trend has continued in the 2013 general election. When announcing the results of the 2013 general election, Prime Minister Najib labelled it as a ‘Chinese tsunami’. Taking the case of Kepong, this article attempts to explain the reasons for the urban Chinese voters’ continuing support for the Democratic Action Party.

北京就业弹性系数以2000年为界,之前不断下降,之后大幅上升;论文认为国有单位和集体单位的改革是引起就业弹性系数下降的主要因素,由此,进一步提出了北京经济和社会政策的调整重点和方向。     

当前经济犯罪的基本特征及公安机关的对策

当前经济犯罪发案数量居高不下,涉案金额连年攀升;冒用单位名义进行的团伙犯罪、结伙犯罪比例增大;智能化、技术化趋势明显;辐射面广,流动性大,呈国际化趋势;发案周期长,追赃难,破案难度大。对此,应强化法律对经济活动的规范作用;努力提高经侦队伍整体素质;加大打击力度;加强公安机关的内外协作,发挥整合效能;加强隐蔽力量建设。
