大脑功能不对称与半球间的功能整合——不同视觉复杂度汉字“同-异”判断的证据

采用半视野速示术将少笔画简单汉字对和多笔画复杂汉字对在左视野（右半球）、右视野（左半球）呈现或两视野（两半球）分别同时呈现各一个汉字，检查不同视觉复杂度汉字的“同-异”判断加工中可能存在的大脑两半球功能不对称与半球间的整合效应。结果显示，本研究条件下左半球可能擅长于辨认视觉复杂度低的少笔画汉字，而右半球则擅长于辨认视觉复杂度高的多笔画复杂汉字，这可以用“视觉空间频率的不对称假设”来解释。两半球间加工的整合优势只出现在相对较难的“同”判断任务，这支持有关“处理计算复杂性高的任务可以从两半球间的相互作用中获益”的理论（Banich，2003）。     

长三角城市群发展的思路研究

当前长三角区域空间布局和城市群一体化发展呈现出一些新特征，也存在一些问题。长三角城市群一体化发展的路径选择是深化区域要素合作，加强制度合作，建立城市群合作机制。要优先制定和实施先行试点的服务业开放政策、统一协调的招商引资政策、区域产权交易政策、区域要素资源流动政策、区域统一的市场标准和资格认证政策。     

论我国环境污染犯罪刑事责任制度

面对纷繁复杂的、日益严重的环境污染犯罪行为,以及当前我国的法律、法规、司法解释的现状,本文认为,应通过建立和完善我国环境污染犯罪刑事责任制度,实现对司法资源的有效整合和配置,达到使污染环境犯罪分子、不认真履行环境监管职责的国家工作人员、环境保护部门和司法机关等,都受到该制度所形成的有机网络规制的目的。     

Formalized Policy Entrepreneurship as a Governance Tool for Policy Integration

Policy entrepreneurs and their role for policy change, policy integration and cross-cutting governance has been thoroughly investigated. Here, focus is on a previously neglected aspect of policy entrepreneurship: the tendency to employ public bureaucrats with formal positions to act as policy entrepreneurs for policy integration. Based on 34 interviews with these actors in the Swedish local and regional government, three versions of this formalized policy entrepreneurship are identified: Informal compensation for formal vertical flaws, Making others do things and Integration in the vertical formal organization. These versions of formalized policy entrepreneurship brings a deeper understanding to the development of governance for policy integration, and also to the policy entrepreneurial role in the political-administrative organization.     

Renewing Socialist Development in the Third World

Current global economic trends have rekindled interest in development alternatives. Competing socialist and green proposals for these development alternatives raise important questions about crafting institutional vehicles for the simultaneous realisation of popular empowerment, sustainability and poverty alleviation development goals. Much of the debate is about economic scale and the re-localising of production and consumption sundered by globalisation. Yet socialists and greens are fuzzy on principles of economy necessary to achieve their desired goals. To help sort out these issues this article introduces the concept of “socio-material communication” as a way of differentiating among available economic forms. It then offers a design for socialist development that is progressive, sustainable and realisable under current “really existing” conditions. It is concluded that realisation of socialist and green development goals for future human betterment requires the combining of modes of socio-material communication to meet specific development challenges, rather than seeking to impose one mode, such as economic planning or society-wide market operation, indiscriminately.     

Sergey Glazyev and the revival of Soviet economics

A veteran Western observer and authority on Russia's political economy examines the recent debate on economic growth in Russia. Focusing on Sergey Glazyev, a prominent statist and nationalist favored by President Vladimir Putin, who reemerged at the top of the public debate, the author discusses the essence of his ideas (state capitalism, Eurasian integration, and expansionary fiscal and monetary policy). He proceeds to analyze the critical response of liberals, citing inter alia objections to loose fiscal and monetary policies. Russia's liberal economists favor broader international integration, whereas Putin is clearly in favor of state capitalism and Eurasian integration. This study ends with an up-to-date politico-economic assessment titled “Where is Putin going?”     

Sharecropping contracts in rural India: A note

In this article we examine the terms of sharecropping contracts using data from rural India. We examine the effect of - (1) the sharing of input costs between landlord and tenant; (2) the tenant's capacity to borrow; and (3) the existence of outside employment opportunities for the tenant — on the share parameter. We regress the share paid by the household on a set of cultivating household and village level characteristics and find that cost sharing and the existence of outside employment opportunities significantly affect the share parameter.     

Forced migrant “compatriots” from Ukraine: Accessing legal residency and citizenship in the Russian Federation

This paper examines the Russian migration and citizenship regime as encountered by forced migrants from Ukraine who fled to Russia during the period of 2014–2016. Based on legal and other official documents, media articles, and interviews, it gives an account of these migrants’ reception in Russia in theory and practice. Russia made great efforts to accommodate them, and in Russian media they were often spoken of as an easily integrated labor resource and as potential citizens. In 2015–2016, around 165,000 Ukrainians acquired Russian citizenship. While ethno-cultural similarity does privilege Ukrainian migrants in Russia, full asylum has been granted sparingly, and citizenship is not unconditionally granted. As this paper shows, Russian authorities have rather tried to control and distribute these forced migrants for the benefit of the state, according to principles of selectivity and economic interests – giving privileged access to permanent residency and citizenship to working-age people willing to settle in regions where population growth and more workers are deemed necessary. However, permanent residency and citizenship are also available to those able to circumvent or pay their way through the obstacles encountered – taking advantage of the flexibility inherent in a system that is not totally consistent.     

Political instability and economic growth: Evidence from two decades of transition in CEE

This paper examines the nexus between political instability and economic growth in 10 CEE countries in transition in the period 1990–2009. Our results support the contention that political instability defined as a propensity for government change had a negative impact on growth. On the other hand, there was no causality in the opposite direction. A sensitivity analysis based on the application of a few hundred different variants of the initial econometric model confirmed the abovementioned findings only in the case where major government changes were applied to the definition of political instability.     

Identities in a ‘fragmegrated’ world: black cyber-communities and the French integration system

Constrained by racism and increasing white ownership of the music industry in the United States, African-American jazz drummer Kenny Clarke exited the New York jazz scene for Paris in 1956. Clarke's migration not only represented social freedom but also creative freedom. Through his mentorship of French artists and his work to universalize jazz beyond the authority of just African-American musicians, Clarke signified blackness and Europeaness. In the process of his migration, musicianship and mentorship, Clarke used jazz to meld African-American culture with the music, culture and socio-political concerns of European musicians and fans. This paper argues that even though he was not born in Europe or colonized by European countries, Kenny Clarke and other exiled African-American artists offer an alternative narrative to the negotiation between being black and European.
