In a few short years, the World Wide Web has become a standard part of candidates' campaign tool kits. Virtually all candidates have their own sites, and voters, journalists, and activists visit the sites with increasing frequency. In this article, we study what candidates do on these sites—in terms of the information they present—by exploring one of the most enduring and widely debated campaign strategies: “going negative.” Comparing data from over 700 congressional candidate Web sites, over three election cycles (2002, 2004, and 2006), with television advertising data, we show that candidates go negative with similar likelihoods across these media. We also find that while similar dynamics drive negativity on the Web and in television advertising, there are some notable differences. These differences likely stem, in part, from the truncated sample available with television data (i.e., many candidates do not produce ads). Our results have implications for understanding negative campaigning and for the ways in which scholars can study campaign dynamics.  相似文献

Using data from the 2002 Wisconsin Advertising Project and a Democratic direct mailing firm, we ask if candidates publicly court African American and Hispanic voters through the inclusion of these groups in their campaign advertisements or through appeals to their substantive policy interests. We find evidence that Democratic and Republican candidates make symbolic and substantive appeals only when these appeals are very unlikely to be viewed by White voters. These findings lend credence to studies that conclude that candidates are hesitant to publicly court minority voters due to concerns that such activities may harm their existing electoral coalitions, particularly their standing with White voters.  相似文献

This article summarizes a study of 37 televised debates on political issues in Denmark, conducted live before representative audiences, with polls on the issues before and after each debate. These debates are of interest to research because they were authentic, and they supply data indicating persuasive effects. Various rhetorical features were observed and related to debaters success in attracting votes. In a qualitative interpretation of the observations, we suggest that debates such as these are likely to be won by debaters whose argumentation is fair and thoughtful. Audiences may respond differently depending on whether they are voters or merely viewers. The debate format may enhance such a response, for the benefit of the democratic process.  相似文献

Children of all ages are more likely to use electronic sources of information such as television and radio-than they are print sources-such as newspapers and magazines-according to a variety of studies. This study examines whether this tendency continues if the children are forced by their primary and secondary school teachers to use multiple news sources-of their own choice-to follow an election campaign. Based on responses from an extraordinarily large sample of 24,348 children, this study focuses on media use by participants in the Kids Voting USA civics education program. Study results demonstrate that even when seeking campaign information in 1994, a non-presidential election year when the emphasis was more on state and local races, children overwhelmingly preferred television and radio as sources of information. Newspaper usage trailed both electronic forms even when a child's family subscribed to a paper. The study found no significant difference between White and non-White children in their choices and uses of information sources. The large sample size also allowed for a detailed look at often neglected subgroups such as Native American children (n = 1,114) and Asian-American children (n = 768).  相似文献

Citizen understanding of candidate priorities is highly consequential for both elections and postelection accountability and is especially key to the office of the presidency. I examine the impact of campaign advertising tone on citizen understanding of candidate agendas in the context of the 2000 presidential election. Merging data on political ads from the Wisconsin Advertising Project with individual survey data, I test whether citizens are more likely to accurately hear a positive campaign theme. The analysis provides empirical support for this benefit of positivity.  相似文献

This note adapts two models commonly used to estimate the incumbency advantage that US members of Congress enjoy – the ‘slurge’ and the Gelman-King Index – to provide comparable estimates for UK MPs. The results show that Liberal Democrats enjoy extremely large such advantages on a par with those of US Congressmen of between 5% and 15% of the vote. Labour and the Conservatives have incumbency advantages at around 2% and 1% respectively. The note estimates that effects could have changed the outcome in as many as 25 seats in some elections, and that they cost the Conservatives the chance to govern alone after the 2010 election.  相似文献

Concerns about electoral malpractice have been raised in many democracies in recent years because of errors made in the administration of elections by local election officials (LEOs). This article argues that adopting appropriate policy instruments to manage LEOs is an under-explored method for improving election administration and reducing electoral malpractice. The article provides a case study of the use of performance benchmarking schemes in the UK 2008–2010. Semi-structured interviews were undertaken with 74 LEOs from 41 organisations subject to newly devised performance indicators. The research demonstrates that performance benchmarking can encourage learning amongst local electoral officials and strengthen central control over them.  相似文献

The razzia, a tactic of swift and brutal raids used by the French military against recalcitrant tribes in Algeria in the 1840s, was a necessary step in modern military thought. At first glance the destructive and violent razzias stand in stark contrast to the constructive and non-violent bureaux arabes—an institutional ancestor of Provincial Reconstruction Teams. But both were developed in the same conflict and by the same men. These two innovations, this article argues, were also flipsides of the same coin: what today is called war “among the people.” The razzia consequently appears as a necessary historic precursor for contemporary counterinsurgency doctrine.  相似文献

As information and communications technologies (ICTs) have revolutionised private and public lives in many aspects, to what extent and in what way electronic voting (e-voting) can improve citizens’ electoral participation and deepen democracy has become a critical issue in political science. From the theory of deliberative participatory democracy in conjunction with a rational choice perspective, this article examines the prospect of e-voting in the electoral process in South Korea. Prior experiences in the 2002 presidential election and the 2000 and 2004 general elections in South Korea have shown a meaningful, albeit limited and partial, impact of ICTs on citizens’ election-related information consumption, reshaping of their political stance and beliefs, and voter turnout. This article contends that the premises of e-voting can be attained with a higher degree of probability if the National Election Commission serves as an information gateway, bridges the digital divide, and is ready to provide voters and election officers with necessary and accurate information about voting procedures.  相似文献
