This article is based on a survey of popular attitudes towards the pure list system that is South Africa's proportional representation electoral system. While the reported findings are broadly positive there are some notable exceptions, located disproportionately among racial minorities and also among sizable numbers of black respondents. Pure proportional representation is unlikely to produce the values that the respondents say they most want from a voting system. The significance of the survey's findings is analysed and reasons are advanced for making changes to the electoral system. The government has opted to retain the status quo for the time being but in the longer term this could be negative for South Africa's democracy 相似文献

This article focuses on two regional human rights systems — the system that exists in Africa and the mechanism that exists within the Council of Europe. It examines the development and specifics of each system to determine what lessons the African Commission and the future African Court of Justice and Human Rights can learn from the European model and its Court of Human Rights. The article also examines what can be learnt from the role of the African Commission on Human and Peoples’ Rights and the role of the present human rights court: the African Court of Human and Peoples' Rights. It examines the strengths and weaknesses of each system and the challenges that exist for each. The article also examines the experience of the European Commission, which is no longer in existence, in addition to European Court on Human Rights, which has taken over the functions of the Commission, to determine what can be drawn from their experiences. Issues examined include the institutional strengths and weaknesses of these bodies, state compliance with the decisions of the human rights institutions and the resources available to these bodies. 相似文献

ABSTRACTThis article, using the metaphor of a motor vehicle road trip, explores South Africa's much-lauded and deftly exported transitional experiment. It explores how the journey, and process of reconciliation, was a prominent feature of the post-1994 transition. It is argued that the journey did not begin in 1994. It began way before. While the main journey began after the democratic elections, many preparations were done before that. Thus, the time period, the route chosen, those in the vehicle, those on the pavement and their role as well as issues such as places visited, the way the journey was eventually accepted, and how various people and institutions, including the Truth and Reconciliation Commission, assisted in the process will be examined. The article argues that nation building and reconciliation in South Africa were processes or journeys; not events. The journey had many facets, all of whic contributed to the project as a whole. 相似文献

Although national elections in Latin America are now described as reasonably free and fair by international observations teams, electoral processes are still affected by a series of malpractices (unequal access to the media and public resources, registration problems, vote buying). These irregularities negatively affect citizens' trust in elections. In this paper, we analyze the consequences of low trust in elections and exposure to vote buying practices on electoral participation in Latin America. Using data from the 2010 wave of LAPOP surveys, we find that perceiving that the election is unfair reduces the willingness to participate in national elections, but receiving material incentives during the campaign has the opposite effect of increasing electoral participation. We also show that the effect of trust in elections on turnout is larger in countries where voting is not mandatory. 相似文献

At the 2010 UK election, Labour proposed a referendum on changing the House of Commons electoral system from single member plurality to the Alternative Vote. Subsequently, a coalition was formed between the Conservatives and the Liberal Democrats, yet it was Labour's policy on electoral reform that was implemented. The paper explains why this proved to be politically convenient for Labour's opponents. At the same time, however, holding the referendum reflected an emergent de facto convention that significant constitutional change should only be introduced after it has secured popular endorsement. The paper assesses whether the dynamics of public opinion during the AV referendum suggests that voters' eventual decisions about constitutional questions reflect their views about the merits of the relevant arguments. 相似文献

Abstract Americanization of Western European election campaigns has frequently been discussed, particularly in the media, but rarely defined. This article argues that the concept of professionalization better encompasses the process of change that can be observed in electoral communication. Professionalization is here regarded as a process by which the political actors adapt their strategies to changes in society and in the political system as well as to changes in the media system. This article aims to investigate under which circumstances policy representation can exist in terms of agreement in voters' perceptions of parties' left–right positions. The focal point in the study is on how voters' perceptions are affected not only by individual characteristics but also by various contextual factors related to the political parties and the political systems. With data from the CSES on individual voters and various system characteristics from election surveys in 32 countries, this article shows that what in earlier findings have appeared as national context effects rather are party effects when being decomposed. System related variables have only a small impact on voters' perceptions while the party- followed by the individually related variables exerted the greatest impact. 相似文献

Despite the important consequences of citizens' election quality perceptions on political behavior and political attitudes, very little is known about how citizens formulate their perceptions of election quality. In this paper, I assess the correlates of citizens' perceptions of election quality. I suggest that the performance of election-related institutions is an important correlate of citizens' election quality perceptions. However, citizens' experience with electoral irregularities, and partisan affiliation also matter. I test these hypotheses in the context of the 2007 Nigerian general elections using survey data from Afrobarometer and International Foundation for Electoral Systems. The findings provide robust support for the hypotheses. Most importantly, the results indicate that the performance of electoral management bodies is associated with citizens' assessment of election quality in Africa and that citizens demand electoral management bodies with impartiality and professionalism. 相似文献

Abstract In 2001 the South African rand depreciated suddenly and steeply against the dollar and euro. This triggered inflation as the prices of imported products gapped upward. To offset the imminent inflationary effects and attract foreign exchange, the Reserve Bank raised interest rates, resulting in slower domestic growth. The critical question was the cause of the currency depreciation. We argue here that the rand's decline was the result of a concatenation of internal and external factors, specifically the way the operations of the global financial markets magnified and exacerbated the effects of internal financial policy decisions. The article illustrates the heightening connectivity between domestic policy decisions aimed at regulating the national economy and the globalizing financial markets that operate on an altogether different logic. The Reserve Bank's attempt to regulate the local foreign exchange regime in concert with the corporate use of financial instruments to circumvent these exchange controls led to a relatively illiquid currency market that was easily susceptible to attack by speculative capital. The end result was a crippling devaluation that especially hurt the impoverished black South African majority in the process of getting on its feet economically, thereby adding a further constraint on the consolidation of post-apartheid democracy. 相似文献
