Scholarship has increasingly acknowledged the importance of public attitudes for shaping the European Union's Common Foreign and Security Policy. Economic sanctions emerged as one of CFSP's central tools. Yet despite the emergence of sanctions as a popular instrument in the EU foreign policy toolbox, public attitudes towards sanctions are yet to be studied in depth. This article explains public support for EU sanctions, using the empirical example of sanctions against Russia. It looks at geopolitical attitudes, economic motivations and ideational factors to explain the variation in public support for sanctions. The conclusion suggests that geopolitical factors are the most important, and that economic factors matter very little. Euroscepticism and anti‐Americanism play an important role in explaining the support for sanctions at the individual level.  相似文献

This article analyzes the determinants of terrorism saliency in public opinion. It is usually assumed that after a terrorist attack, terrorism becomes automatically salient. However, this assumption is only true in those countries where terrorist attacks are exceptional events. In democracies that have suffered domestic terrorism for decades, the evolution of terrorism saliency does not only depend on the frequency or intensity of terrorist attacks. In this article it is claimed that the tactics carried out by terrorist groups (the type of victim, especially) and the dynamics of political competition (especially the ideology of the incumbent) are also factors that explain the evolution of terrorism saliency. The article also analyzes how these two factors interact with citizens’ predispositions to explain variation in their reactions to terrorist threat. The empirical test relies on a novel database from monthly public opinion surveys in Spain from 1993 to 2012.  相似文献

Do parties change their platform in anticipation of electoral losses? Or do parties respond to experienced losses at the previous election? These questions relate to two mechanisms to align public opinion with party platforms: (1) rational anticipation, and (2) electoral performance. While extant work empirically tested, and found support for, the latter mechanism, the effect of rational anticipation has not been put to an empirical test yet. We contribute to the literature on party platform change by theorizing and assessing how party performance motivates parties to change their platform in-between elections. We built a new and unique dataset of >20,000 press releases issued by 15 Dutch national political parties that were in parliament between 1997 and 2014. Utilizing automated text analysis (topic modeling) to measure parties’ platform change, we show that electoral defeat motivates party platform change in-between elections. In line with existing findings, we demonstrate that parties are backward-looking.  相似文献

As the West’s centrality fades, the global South may have a decisive influence in shaping future world order. Will that future see a retreat from globalisation to hard-edged particularisms? Or will the emerging post-Westphalian global society let the global South take over the baton of cosmopolitan institution building in its own way? This article draws on a multi-country survey of educated youth to find promising signs of imagined common ground with other countries. It suggests the flavours of cosmopolitan integration that the global South is likely to support in coming decades.  相似文献

In the face of the discourse about the democratic deficit and declining public support for the European Union (EU), institutionalist scholars have examined the roles of institutions in EU decision making and in particular the implications of the empowered European Parliament. Almost in isolation from this literature, prior research on public attitudes toward the EU has largely adopted utilitarian, identity and informational accounts that focus on individual-level attributes. By combining the insights from the institutional and behavioural literature, this article reports on a novel cross-national conjoint experiment designed to investigate multidimensionality of public attitudes by taking into account the specific roles of institutions and distinct stages in EU decision making. Analysing data from a large-scale experimental survey in 13 EU member states, the findings demonstrate how and to what extent the institutional design of EU decision making shapes public support. In particular, the study finds a general pattern of public consensus about preferred institutional reform regarding powers of proposal, adoption and voting among European citizens in different countries, but notable dissent about sanctioning powers. The results show that utilitarian and partisan considerations matter primarily for the sanctioning dimension in which many respondents in Austria, the Czech Republic, Denmark and Sweden prefer national courts to the Court of Justice of the EU.  相似文献

In Western democracies, many citizens support the use of referendums. However, as referendums create satisfying outcomes for citizens with majority views, they could generate ambivalent feelings among voters for the minority option. Little is known about the effects of winning or losing a referendum for citizens' referendum support. This article analyses multiple-wave survey data from five referendums in Bavaria (Germany), Finland and the Netherlands. The findings show that losers' referendum support decreases in nearly all cases, but there is very limited evidence for an increase of winners' referendum support. Nevertheless, the results clearly indicate a winner-loser gap, suggesting that referendums have relatively more positive effects for winners' than for losers' referendum support. As such, this article extends previous findings of the non-stability of referendum support. As the legitimacy of democratic institutions depends upon losers' consent, these findings have important implications for the democratic potential of referendums.  相似文献

Empirical research on the determinants of individual-level support for trade liberalization has focused almost entirely on the economic effects of trade. Yet, international relations scholarship has long recognized that commerce also has a variety of security implications. This paper explores if and when security considerations influence individual attitudes toward trade. In this study, we ask two questions: First, to what extent do expectations about the security implications of trade affect individual-level attitudes toward trade agreements? Second, does the introduction of security concerns into the discussion of trade agreements influence how heavily individuals weigh their economic costs and benefits? We employ an original experiment embedded in a conjoint survey to investigate the relative impact of a variety of economic and security considerations on respondents’ support for trade. Our findings suggest that security information matters and undermines the appeal of some, though not all, economic arguments for trade liberalization among our respondents.  相似文献

This article explores the construction of extremism in media discourse, the factors driving specific constructions and the implications of these constructions for counterterrorism policy. We contend that extremism has predominantly and increasingly been framed as a security issue. This article explores the implications of this practice through the framework of securitisation. We measure the average intensity of security framing in 38,616 articles found in three major US newspapers, New York Times, Wall Street Journal and Los Angeles Times, between 20 January 1993 and 19 January 2017 comprising the Clinton, Bush and Obama presidencies, and look at factors influencing the shift in intensity over time. Through our analysis, we show that it is possible to return to a pre-9/11 discourse but that the confluence of real-world events and the strategic choices of political actors have so far prevented this from fully occurring. We then explore the effect of securitisation on public perceptions of the threat from terrorism, finding that increases in the intensity of security framing artificially increases the public’s worry about becoming a victim of terrorism. We conclude by discussing implications for the communication of counterterrorism policy and the requirements for an after, after 9/11 approach  相似文献

The U.S. health-care costs have increased at a rapid rate over the last several decades. How much responsibility the government should bear with the increase in health-care costs is one of the main questions that lack consensus among the American people. Utilizing the 2016 General Social Survey data, this study shows that over two-thirds of Americans want to see more or much more spending on health care by the government. An ordered logit regression model shows that political trust and ideology are significant correlates in predicting attitudes toward government spending on health care. The policy implications of the findings are discussed in the “Conclusion” section.  相似文献

This paper explores whether an individual’s news source can explain their attitudes on immigration. We focus on the Spanish-speaking population in the U.S., since they have the option of accessing their news in English, Spanish or in both languages. Our audience influence hypothesis predicts that Spanish-language news will cover immigration in a more positive and informative manner than will English-language news. Thus, Latinos who use Spanish-language news may have a higher likelihood of possessing pro-immigrant sentiments than Latinos who only use English-language news. Content analysis of Spanish and English-language television news segments reveals variations in the tone and substance of these news outlets. Analysis of Latino survey respondents indicates that immigration attitudes vary by news source. Generational status also influences Latinos’ immigration attitudes, though its impact is not as great as one’s news source.
