Today, Northeast Asia’s security situation is changing rapidly. North Korea is reviving and China’s power is growing at an
alarming rate. While the U.S. continues to suffer diplomatically and militarily in the Middle East and from international
terrorism, China’s and North Korea’s power is likely to futher increase, polarizing the Northeast Asian security structure,
with South Korea, Japan (and Taiwan) all allied with the U.S. versus North Korea allied with China. The liberal democracies
should pursue peace with North Korea and China to preclude the situation from aggravating, but should be ready in the longer
term to meet, in diverse ways including strengthening their alliances, the challenges posed by rising powers.

Ethnic outbidding and nested competition: Explaining the extremism of ethnonational minority parties in Europe

The classical outbidding model of ethnic politics argues that democratic competition involving ethnic parties inevitably leads to ethnic outbidding where parties adopt ever more extreme positions. However, recent small‐N studies show that ethnic outbidding is only one of a range of strategies available to ethnic parties. This article seeks to explain why some ethnic parties are extremist, whereas others adopt moderate positions. Drawing on the ethnic outbidding and the nested competition model of ethnic party competition, it is hypothesised that the ethnic segmentation of the electoral market, and the relative salience of an ethnically cross‐cutting economic dimension of party competition, account for the varying degrees of extremism. Hypotheses are tested drawing on a novel, expert‐survey‐based dataset that provides indicators for the positions of 83 ethnonational minority parties in 22 European democracies in 2011. Results of ordinary least squares and two‐level linear regressions show that as the economic dimension gains importance, parties become more moderate relative to the party system mean. The electorate's ethnic segmentation has a positive effect on extremism, but this effect is not significant in all models. Contrary to expectations, higher ethnic segmentation of the party system is associated with more moderate positions in the majority of the estimated models. 相似文献

The contrast between the normative functions of political parties in representative democracies and their empirical working is stark and rapidly increasing. This article starts from a sober, realist account of the empirical state of affairs and from structural problems of democracy and participations – in terms of limits of time, information, qualification and relevant expertise – that have to be acknowledged by any realist–utopian proposal of alternatives beyond the exclusive alternative of ‘thin, realist democracy’ or emphatic ‘strong, participatory, direct, or mass democracy’. We can do better. My search for institutional alternatives looks not for the replacement of political parties but for their relief. Many, not all, of their normative tasks can be shared with other functional networks, associations and organizations. In exploring such a new division of political labour I draw on older debates and designs of associative democracy and on recent discussions to democratize expertise and to expertise democracy in order to address urgent societal problems of high-risk decisions under conditions of extreme complexity, contingency, unpredictability and uncertainty and deep contestedness of our knowledge, problems that turn out to be unmanagable by party politics and representative democracy. 相似文献

Alongside the spread of democracy in the developing world, vote buying has emerged as an integral part of election campaigns. Yet, we know little about the causes of vote buying in young democracies. In this paper, we analyse the sources of vote buying in sub-Saharan African. Using data from the Afrobarometer, we focus on the impact of poverty on vote buying at the individual- and country-level. Results from multilevel regressions show that poor voters are significantly more likely to be targets of vote buying than wealthier voters. This effect increases when elections are highly competitive. Thus, micro-level poverty seems to be an important source of vote buying in Africa and has major implications for the way electoral democracy operates. 相似文献

This article examines Gandhi's legacy in the shaping of citizenship in India and its implications for the resilience of Indian nationhood. I contend that a conception of citizenship that can be extrapolated from Gandhi, and that persisted as a practice, as well as a political language, instilled in the dynamics of Indian citizenship attributes that played an important role in securing the resilience of Indian unity and its democratic viability. The Gandhian conception of citizenship was developed after independence in conjunction with three other primary concomitant notions of citizenship. The ongoing multifaceted interplay between the four competing conceptions of citizenship, and the tensions and shifting balance of power between them became part of the mechanism that enabled the sustainability of some conflicts within the Indian polity to the detriment of other more threatening divisions. In the effect of this process Indian citizenship has been able to inhibit the tensions that had the potential to break the country apart. 相似文献

Turkey has always been considered an “illiberal democracy”, or in Freedom House’s terms, a “partly-free” country. In recent years, however, there has been a downward trend toward “competitive authoritarianism”. Such regimes are competitive in that opposition parties use democratic institutions to contest seriously for power, but they are not democratic because the playing field is heavily skewed in favour of incumbents. One of the methods employed by competitive authoritarian leaders is the use of informal mechanisms of repression. This, in turn, requires a dependent and cooperative judiciary. Thus, in Turkey the year 2014 can be described as a period when the governing AKP (Justice and Development Party) made a sustained and systematic effort to establish its control over the judiciary by means of a series of laws of dubious constitutionality. 相似文献

It is consensus in the democratization literature that civilian control of the military is a necessary ingredient for democracy and democratic consolidation. However, there is considerable disagreement on what civilian control of the military exactly entails and there is a lack of solid theoretical arguments for how weak or absent civilian control affects democratic governance. Furthermore, a considerable portion of the research literature is captured by the fallacy of coup-ism, ignoring the many other forms in which military officers can constrain the authority of democratically elected political leaders to make political decisions and get them implemented. This article addresses these lacunae by providing a new conceptual framework for the analysis of civil–military relations in emerging democracies. From democracy theory it derives a definition of civilian control as a certain distribution of decision-making power between civilian leaders and military officers. Based on this definition, the authors develop a five-dimensional concept of civilian control, discuss the effects of weakly institutionalized civilian control on the quality of democracy and address the chances for democratic consolidation. 相似文献

Turnout is theorized to reflect elections' policy stakes. All else equal, a highly constrained policymaking context is expected to lower the potential policy stakes of a given election. This study tests if such contexts, which are characterized by multiple veto players, reduce electoral participation. According to time-series cross-sectional autoregressive dynamic lag models of turnout in 311 elections in 21 advanced industrialized democracies, additional veto players decrease turnout in both the short and long run. Moreover, the results suggest veto players conceptually fine-tune and empirically contribute to existing models of cross-national turnout. Hence this study has crucial implications for the students of electoral participation and scholars interested in the democratic outcomes of institutional design. 相似文献
