ABSTRACT

This article examines the management of the recent banking crisis in Italy. In particular, we investigate the changing coalitional dynamics among Italian banks with a view to identifying the conditions under which banks are more likely to share the costs of crisis management. We argue that banks’ preferences are significantly shaped by the institutional context within which they operate. In particular, the establishment of Banking Union in the European Union (EU) significantly weakened the traditional coalitional dynamics among Italian banks by injecting uncertainty about the distributional effects of crisis management policy solutions.  相似文献

The implementation of public policies in Switzerland is highly federal and decentralized with the main competencies at the sub‐national level of the member states, i.e. the cantons. Comparing alcohol prevention policies in the Swiss cantons, the present article supports the thesis of considerable differences in the cantonal provision of respective outputs. At the same time we can find cooperative implementation strategies compensating the resulting performance deficits. However, this so‐called “secondary harmonization” only is applied by about half of the cantons. We identify three reasons for that fact: First, only those cantons engage in horizontal cooperation that, on the one hand, have an actual interest in improving their policy performance, and, on the other hand, can afford it resource‐wise. Second, today's paradigm of the “lean state” leads to competitive rather than cooperative implementation strategies. Third, the federal administration neither encourages horizontal cooperation, nor do we find a vertical cooperation between the higher and the lower federal level on an equal basis.  相似文献

Abstract

In view of Turkey’s increasing distance from the European Union (EU), the continued partial alignment with EU standards is often attributed either to domestic factors, or to diffusion processes induced by external actors other than the EU. However, based on interviews with officials from Turkey and the European Commission on recent reforms in migration policy, this article argues that two factors are responsible for continued EU influence on policy processes. First, the EU is still able to set incentives for compliance. Second, the instrument for pre-accession assistance has an impact that goes beyond that of a mere facilitator of domestically defined interests.  相似文献

This paper argues that the 2008 economic crisis was particularly deep in Estonia and Iceland because non-corporatist neo-liberal political features were essential endogenous factors deepening it. A lack of corporatist features also formed the basis for responses to the crisis and the political aftermath in both cases. Furthermore, the paper argues that adding new institutionalist aspects to the corporatist model – in particular the juxtaposition of compound and simple polities – helps deepen our understanding of political dynamics in societies that lack clear-cut corporatist features. It makes a big difference whether or not a country enters the neo-liberal era with an already corporatist set of structures.  相似文献

机关事务治理制度是国家治理体系的一项重要内容,有机融汇于新中国成立70年来的历史叙事之中。如何理解我国机关事务治理制度的历史变迁,是影响国家治理体系和治理能力现代化的一个重要命题。我国的机关事务治理从以"后勤服务"为主要表现形态的传统机关事务管理向以"运行保障"为主要表现形态的现代机关事务治理转型,经历了雏形渐成、改革发展、深化改革三次重大的制度变迁。基于历史制度主义的分析范式,机关事务治理制度变迁过程中制度背景、政治变量、路径依赖和关键节点的"混合体"模式深刻影响着机关事务治理制度的变迁历程,国家治理范式下的政治、经济、文化、社会因素则是制度变迁的动力所在。展望未来,机关事务治理现代化要正视新时代赋予的新要求,加强制度创新消解路径依赖逆向张力,推进机关事务治理职能法定化,完善多元协同的机关事务治理模式,从而推进新时代机关事务工作高质量发展。  相似文献

ABSTRACT

This paper examines the different styles of anti-corruption strategy, particularly at the local level in China and India. In China there has been a central push with a role of anti-corruption agencies that have law-enforcement power. In India there has been a focus on institutional building together with a visible role of the civil society. China has had a top-down approach while India has more of a bottom-up approach combined with top-down initiatives such as demonetization. Interviews with 44 mid-career and senior officials investigate the two approaches and the impacts of anti-corruption measures in China and India. Interviewees support the approaches adopted by China and India but doubt their effectiveness and sustainability. The way forward, they suggest, is to reduce the influence of political parties especially in India and to enhance e-governance in both countries. Experiences of the two countries have significant implications especially on capacity building, institutional development, and law enforcement.  相似文献

Abstract

This introductory article to the special issue on “Japanese Political Economy Revisited: Diverse Corporate Change, Institutional Transformation, and Abenomics” starts with a short summaryof the changing perceptions of Japan's political economy from its meteoric rise as worldwide leading model in the 1970s and 1980s to its demotiontoa problem and reform case since the later 1990s. Based on this overview, it identifies some striking issue and open questions in this conventional view of Japan's political economy as problem and the high expectations on Abenomics as Japan's current economic reform programme. Then we discuss the articles of the special issue and their new contributionsto a better understanding of the developments at the corporate level as well as institutional change and economic reforms at the macro level in the last two decades. Finally, this introductory article ends with a short outlineof a new research programme and four central research questions about the Japanese political economy.  相似文献

In spite of feminist criticism of the welfare state, Norwegian society is frequently perceived as gender-equal. As a truism of public discourse, gender equality affirms a neoliberal understanding of individuals as able to act independently and to freely choose their course in life. This article disrupts that truism with an analysis of a transitional process that occurred to a seemingly free and gender-equal married woman whose everyday life took an unexpected turn at the age of 50 when her husband was diagnosed with Alzheimer’s disease. Using an abductive method, we construct a narrative with this woman as the main character. We then use the narrative as an optical device for scrutinizing encounters between the notions “free and gender-equal woman” and “gendered next of kin”, analysing the situated becoming of gender and understanding the encounters’ potential for agency and resistance. The inquiry brings a pattern of gendered encounters into being, demonstrating how a seemingly free and gender-equal woman’s strength and independence become subordinating weaknesses in encounters with the welfare state. This paradox raises questions about the politics of everyday life in a presumably gender-equal society, brings new struggles onto the feminist agenda, and demands that the personal becomes political yet again.  相似文献

Poor bureaucratization in prismatic (transitional) societies is attributed to malintegration of the ideal bureaucratic principles with subsisting traditional sociocultural features by Fred Riggs. Riggs has been severely criticized on many fronts, yet aspects of his theory remain relevant towards explaining persistent poor administrative behaviour in most African countries. This article applies Riggs' notion of poly‐communalism and poly‐normativism to explain the contribution of low state identity to persistent poor administrative behaviour in Africa. Historical institutionalism theory is also used to attempt at resolving the challenge of equilibrium for which Riggs' theory is commonly criticized. The author avers that communalism, a value that supports group interest in a traditional society, subsists in most poly‐communal transitional African countries, leading to distortions in administrative behaviour. A good number of African countries were mobilized through colonialism but poorly assimilated, thus lacking strong common state identity, which leads to ineffective public administration. The article suggests that resolving the trapping of the administrative system in Africa requires resolving the challenge of poly‐communalism and lack of common identity among a state population.  相似文献

Virginia Woolf's aspiration in A Room of One's Own (1929) for a private space and independence for the 'uneducated' women who would write fiction was echoed in Jipping Street (1928), the fictional autobiography of the working-class Kathleen Woodward, as well as by numerous other women during the period. This article asks why this wish for a room emerged in the twenties, and what is shows about the political affect of feminism at that time. One of the effects of post-suffrage feminism was that working-class women's experience began to be not only observed but listened to, written down and published, but real changes in the legal and economic position of women only came slowly. Both Woolf's polemic and Woodward's fictional autobiography are diatribes against poverty and laments for women's wasted lives. Neither idealized suffering; poverty in their texts was an injustice that aroused anger, not a state of abjection or redemption which required an anguished identification. When these two books were published, just after women's suffrage was achieved, hopes were high. The thirties were a more brutal decade, with unemployment and the growth of fascism, and Woolf's Three Guineas (1938) is darker in tone. Neither Woolf nor Woodward had faith in conventional politics. Instead both writers chose silence, solitude and the aesthetic seduction of words and thoughts. Neither wanted to enter the world of men, but nor did they want to live lives like their mothers. Both these books require of women an inner change. The room represents a transitional space. There was no clear vision of the future yet. As so often with feminist thought, the wish is for a break with the past, a resistance to culture and a change in human nature.  相似文献
