网络群体性突发事件的防控与引导

目前,中国存在网络群体性事件频发的问题。主体的虚拟性、影响的广泛性、传播的快速性、情绪的极端性四个方面构成了网络群体性突发事件的基本特点。应该对其成因进行分析,从预防和控制引导网络群体突发性事件两大方面入手,从政府、社会、媒体等几个层面出发提出应对及解决办法。

Associations between national gambling policies and disordered gambling prevalence rates within Europe

Policymakers and other interested stakeholders currently are seeking information about the comparative effectiveness of different regulatory approaches to minimising gambling-related harm. This study responds to this research gap by exploring associations between gambling policies and disordered gambling prevalence rates. We gathered information about gambling policies for thirty European jurisdictions and past-year prevalence rates for disordered gambling for twelve of these jurisdictions. We present policy trends and prevalence rates and then describe the level of association between policy and prevalence. We observe one statistically significant association between policy and prevalence: rates of sub-clinical (i.e., Level 2) disordered gambling were higher within environments that mandated less strict regulation of advertising for online gambling. Finally, we discuss the implications of our research in the context of the current process regarding the pan-European regulation of gambling. Our findings do not offer evidence for certain assumptions made in the past by the European judiciary.     

Missing Links: Foreign Investment and Industrial Development in Costa Rica and Mexico

This article offers an analytical framework for understanding the missing links between FDI and development, and applies it to the high technology sectors of Costa Rica and Mexico, the two countries in Latin America that have attracted the highest percentage of FDI in manufacturing. Since the advancement of knowledge-based assets in this sector is at the heart of structural change and development, we focus specifically on the conditions that enable or prevent positive knowledge spillovers from FDI. We identify two main reasons for the missing links between high-tech FDI and the development of indigenous knowledge-based assets in Costa Rica and Mexico. First, their governments did not have a coherent strategy, which would have spelled out the needed government policies to advance national capabilities, overcome market failures, and support the integration of national producers into TNCs’ global production networks. Second, there were limitations on the spillover potential from FDI. In Costa Rica and Mexico, technology or scale requirements for inputs made it difficult for large TNCs to source domestically beyond simple inputs like packaging materials. In Mexico, fundamental changes in the organization of global production chains in the computer industry led TNCs to rely on their global contract manufacturers rather than work with potential Mexican input suppliers.

Silent witness: Australian intelligence and East Timor

The events in East Timor leading up to and immediately following the vote for independence from Indonesia in September 1999, and the attendant breach in Australian-Indonesian relations, posed the greatest challenge to the Australian intelligence agencies and the national security policymaking organization in more than a quarter of a century. On the whole, the intelligence agencies performed very well, producing timely, accurate and informative reports, with the important exception being the under-estimation of the scale of the killings and forced deportations in the fortnight after 4 September, 1999. However, there were serious deficiencies in the national security policy-making organization, and elements of the intelligence community succumbed to political pressures when the Government found some of the intelligence about Indonesian involvement in planning and directing the violence to be unpalatable.
