We study the effects of mandatory (legislated) gender quotas in Poland, a country utilising an open-list proportional representation electoral system. We use a unique data set comprising multiple characteristics of all candidates running in two consecutive elections to the lower chamber of the Polish parliament (the Sejm). The first of them (held in 2007) was the last pre-quota election and the second (held in 2011) the first post-quota one. We show that quotas have an inherently paradoxical nature: they cause a substantial increase in the number of female candidates but the increase is accompanied by a sharp decline in women's electoral performance. This regularity holds even if we account for multiple indicators of candidate background, including previous political experience.  相似文献

ABSTRACT

This article explores the articulation and experience of Soviet gendered ideology regarding work in the Tajik SSR, one of the Muslim Soviet peripheries, during the post-war period ending with Perestroika. Central Asian women’s work was used for economic purposes, as well as being a key driver for fulfilling the ideological objective of emancipating Central Asian women from religion and tradition. Through a feminist postcolonial geography approach, attentive to questions of discourse and material lived experiences, this article explores the ways in which gender and ethnicity were co-produced by Soviet ideology. Analysis of scientific publications produced by Tajikistani female researchers, and of women’s magazines from the 1950s, is contrasted with ethnographic data on workers from various collective farms and semi-urban places, including ‘work heroines’ (peshqadam). Our findings illustrate the hybrid nature of the Soviet regime, advancing theoretical debates on the use of postcolonial theory in Soviet Central Asia.  相似文献

ABSTRACT

In northern Laos and Northern Shan State in Myanmar, there has occurred a rapid expansion of rubber plantations, both by large economic concessions and by smallholder farmers. The impact of the introduction of rubber differs by place. This article analyses the impact of the introduction of rubber in two villages in Northern Shan State and two in Luang Namtha Province, Lao PDR. We differentiate vulnerability and precarity while assessing the changes that women and men have experienced, which allows us to problematise the long-term vulnerability of seemingly well-adapted farming households. We argue that the strategies that farmers have chosen to improve their situation today will lead to unsustainable livelihoods in the long term. We also link the analysis of vulnerability and precarity to changes in household gender relations. Notwithstanding increased precarity, rising household cash incomes and external support have improved women’s position in some places while hardly affecting gender relations in others.  相似文献

Using data from large urban courts for the years 1990–1996 and drawing from the “focal concerns” framework on case-process decision making, we examine the main and interactive effects of gender and race–ethnicity on sentence outcomes. The main focus of the present study is whether the effects of race–ethnicity (and gender) on sentence outcomes are similar or different across gender (and racial–ethnic) groups. Consistent with the findings of prior research, we find that female defendants receive more lenient sentences than male defendants and that black and Hispanic defendants receive less favorable treatment than white defendants. However, these main effects are strongly dependent on whether the sample is partitioned by gender or race–ethnicity. We find that race–ethnicity influences male but not female sentences. Conversely, gender strongly influences sentencing across all racial–ethnic groups. These findings are at odds with the traditional view that leniency in court sanctioning typically by-passes “women of color.” Instead, it appears that black and Hispanic female defendants actually benefit more from their “female” status than would be expected all else equal.

In post‐modern society cultural cleavages are becoming at least as relevant as socio‐economic ones. They can only be properly researched by the survey method, which opens up a whole new area for both micro and macroanalysis. So, first, we pinpoint some of the main problems of research into value orientations. Second, we suggest a new analysis of attitudes towards gender and homosexuality, employing both micro and macro data. One key finding here is that attitudes towards gender and homosexuality are linked at the micro level, which explains some of the saliency of gender and homosexuality as a new emerging cleavage in advanced societies. At the macro level, the main finding is that attitudes towards gender and homosexuality are strongly embedded in cultural or civilisational differences among countries. The evidence suggests therefore that these attitudes do constitute a new cleavage in advanced societies.  相似文献

This article describes how a feminist intervention project in Canada focused on girls' more equitable access to and use of computers created significant opportunities for girls to develop and experience new identities as technology ‘experts’ within their school. In addition to a significant increase in participants' own technological expertise, there was a marked shift in the ways in which they talked about and negotiated their own gender identities with teachers and other students. Most significantly, the participants in the project became increasingly vocal about what they saw as inequitable practices in the daily operation of the school as well as those they were subject to by their teachers. This created, within the otherwise resilient macro-culture of the school, a more supportive climate for the advancement of gender equity well beyond the confines of its computer labs. We suggest that while equity-oriented school-level change is notoriously difficult to sustain, its most enduring impact might rather be participants' initiation into a discourse to which they had not previously experienced school-sanctioned access: a discourse in which to give voice to gender-specific inequities too long quieted by complacent discourses of “equality for all.”  相似文献

Parivartan Plus is a structured sports mentoring programme for girls, implemented in a Mumbai slum where social expectations around gender-appropriate behaviour and good parenting restricts girls’ mobility and visibility in public spaces. This article presents practice-based learning from developing and implementing programme theory to empower girls in achieving changes in their everyday social interactions at home and beyond. Gender and social norms theory were combined with local practical wisdom to turn main implementation challenges into opportunities. The article reflects on the strategies that gave visibility to, and achieved community endorsement for, the erosion of restrictive gender norms while ensuring community safety.  相似文献

This article examines how gender hierarchies are (re)created within the context of northern landscapes. We analyse data from fieldwork and interviews with middle-class female Russians having settled in a small town in northernmost Norway, most of them as marriage migrants. Inspired by the phenomenology of the body, feminist phenomenology and gender theory, the analysis shows how the participants talk about nature as ‘recreation’ and ‘poetry’, but also as a venue that is vital for (re)shaping their gendered identities. In particular, the Russian women talk about their strong, skilful outdoors Norwegian husbands as ‘experts’ in nature, and about themselves as ‘novices’. This ‘expert–novice’ relationship creates a hierarchical distinction between the Norwegian man and the Russian woman, but also attributes additional value to the equality-oriented, but in several cases neither highly educated nor highly paid, Norwegian husband. Through this ‘re-masculinisation’ of their Norwegian partners, the Russian women create a complementary, but subordinate space for themselves. The analysis reveals that our participants situate themselves in contrast to the Norwegian equality ideal while creating a room of their own where they can form a separate and unique Russian femininity. This illustrates how constructions of gender are interwoven in translocal ‘minoritising’ and ‘majoritising’ processes.  相似文献

Recent research suggests that women fail in leadership because men in one way or another target them and put them in unusual, difficult, and risky positions where chances for failure are high. The purpose of this article is to examine this argument based on its literature. The study also collects data from two waves of interviews with 62 women holding leadership positions in public and private sector organizations. The study finds that, while gender is the main theme in the glass cliff argument, the impact of other factors––such as jealousy, departmental politics, and self-interests––on women is inadequately examined. The study concludes that, because injustice in the workplace is oversimplified and reduced to a single factor (gender), the literature creates a glass prison that both confines women and reiterates stereotypical assumptions about women’s capabilities. The blaming and demonization of men therefore tends to have an alternative that has been neglected. Future research on women leadership should depart from the trap of genders, and engage in a wider examination of organizational, cultural, economic, political, psychological, and social factors. These factors shape not only the roles of women in leadership, but the entire the workplace.  相似文献
