Time poverty methodologies are a response to the failure of income-based measures of poverty to reflect gendered aspects of well-being. However, national time use surveys normally fail to examine issues around women and men's qualitative evaluation of their time uses, or the extent of their control over their own time. The result could be distorted policy responses which lose sight of the original intentions of time poverty as a tool to reveal gendered elements of well-being. This paper draws on the findings of a qualitative survey to asses a rural health promotion programme in Kyrgyzstan to demonstrate this point.

La pauvreté en temps, le sexe et le bien-être: les enseignements du programme kirghiz suisse suédois

Les méthodologies liées à la pauvreté en temps constituent une réponse à l’échec des mesures de la pauvreté basées sur le revenu pour traduire les aspects du bien-être liés au genre. Cependant, les études nationales sur l'utilisation du temps n'examinent pas en général les questions concernant l’évaluation qualitative par les femmes et les hommes des manières dont ils utilisent leur temps, ni la mesure du contrôle qu'ils exercent sur leur propre temps. Le résultat pourrait être des ripostes politiques déformées qui perdent de vue les intentions initiales de la pauvreté en temps comme outil visant à mettre à jour les aspects du bien-être liés au genre. Afin de démontrer cette observation, cet article s'inspire des conclusions d'une enquête qualitative menée pour évaluer un programme de promotion de la santé rurale au Kirghizistan.

Tiempo-pobreza, el género y el bienestar: lecciones del programa de Kirguistán Suiza Sueco

Las metodologías tiempo-pobreza constituyen una alternativa ante lo insuficientes que resultan las medidas de pobreza basadas en el ingreso cuando se considera el aspecto de género en el bienestar. En general, las encuestas nacionales de uso de tiempo no abordan las evaluaciones cualitativas realizadas por mujeres y hombres en relación a su uso del tiempo, así como tampoco valoran el alcance del control que tienen sobre su tiempo. Por ello, los resultados obtenidos en estos casos podrían dar pie a la elaboración de políticas equivocadas, que ignoren la intención original de las medidas tiempo-pobreza, en cuanto medidas que evidencian el factor de género en el bienestar. Este artículo se basa en las conclusiones de un estudio cualitativo, realizado con el objetivo de evaluar un programa de promoción de la salud rural en Kirguistán, el cual fue llevado a cabo para demostrar la validez de lo anterior.

Pobreza de tempo, gênero e bem-estar: lições do programa do Quirguistão Suíça Sueca

As metodologias de pobreza do tempo são uma resposta ao fracasso de medidas da pobreza baseadas na renda em refletir aspectos do bem-estar relativos a gênero. Porém, as avaliações nacionais do uso do tempo normalmente deixam de examinar questões relacionadas à avaliação qualitativa do uso do tempo por parte de mulheres e homens ou a extensão de seu controle sobre seu próprio tempo. O resultado poderia ser o de respostas de política distorcidas que perdem de vista as intenções originais da pobreza do tempo como ferramenta para revelar elementos de bem-estar relativos a gênero. Este artigo baseia-se nos resultados de uma pesquisa qualitativa para avaliar um programa de promoção da saúde rural em Kyrgyzstan a fim de demonstrar esse ponto.  相似文献

In a 1990 article, Amartya Sen observed “More than 100million Women … Missing” from the populations of parts of south and east Asia. Direct observation and census data suggested that gender ratios deviated sufficiently from what is known to be normal in modern human populations to suggest that the phenomenon was not random. Researchers have explored major proximate causes of “missing” girls and women such as female-selective abortion, routine neglect of young girls in their families including differential access to modern medical care, and even infanticide. This article uses Sen's work and the research of others on Asia to compare with evidence of the disadvantaging or even “mortal neglect” of girls and women in Western European society in the early modern and modern periods — roughly from the sixteenth to the nineteenth centuries. It argues that the current state of the evidence suggests little support for similar gender-specific forms of mortal neglect in Western Europe. It explores why this may have been so, using evidence from economic, social, demographic and religious life.  相似文献

This paper summarizes the broad foundations of the changing nature of parenthood by examining trends in coresidence with children under age 15. Our study uses data from the Integrated Public Use Microdata Samples (IPUMS) to provide a portrait of demographic parenthood in the US over the nineteenth and twentieth centuries. In describing changes in parenthood over the past 110 years, we distinguish between those living with own children and those living with other children. We focus in particular on changes in gender patterns of coresidential parenthood and changes in the likelihood that divorced men and women live with children. We also examine the impact of the baby boom on parenting. Our findings support a recasting of ongoing discussions of the parental roles of American men and women by shifting the historical demographic focus from biological transitions to the social aspects of parenting.  相似文献

This paper discusses how comic postcards circulating in Europe and North America between 1900 and 1930 featured various aspects of family life. A range of situations were considered amusing involving babies, children, parents, mothers-in-law, servants and the elderly. The four situations that were pictured most frequently were flirtations, fertility, the struggle between husband and wife for dominance in the household, and courtship. The presence of widely shared attitudes to family life within the western world is suggested by the fact that the same sort of humour featured in cards sent and received in different European countries and in North America. On the other hand, the text on the back of the cards indicates that some writers had ignored or misunderstood the humour represented on the front of the card, whereas others had chosen their cards with care.  相似文献

This article argues for the need of a historical perspective when discussing the construction of social and criminal state policy and legislation. The article discusses prostitution and women in prostitution as these were perceived in different commissions in Sweden during 1923–1964. During the period women in prostitution went from being characterized as ‘normal’ but a menace to society, to having hereditary deficiencies, to psychopathological and later to be seen as sociopaths. They should be corrected for the sake of the nation and society but also for their own sake. This article also shows that the conceptualization of prostitution as a question of male demand rather than female supply could be seen as early as in the 1950s. This demand of a change of policy, unheard for decades but then picked up again, has to be seen as a liberal feminist legacy rather than as a social democratic welfare development.  相似文献

Abstract

The 1979 UN Convention on the Elimination of all Forms of Discrimination against Women highlights the importance of equal participation of women in public life. Since the early 1960s, women in Japan have voted in elections at significantly higher rates than men. However, Japanese women's equal participation in policy formulation and decision making lags far behind major democracies. Gender equality is stated under the Japanese Constitution, but social practices are far from equal. There are no legal constraints on Japanese women's right to candidacy for public office, but they are far underrepresented in local and national elected assemblies. In 1999 an important landmark in the substantial progress towards gender equality took place when the Japanese government, for the first time, legally denounced the stereotyped division of roles on the basis of gender and described men and women as equal partners. An unprecedented amount of legislation, together with policy changes and organizational reform at the national level were introduced from this state-led initiation. In the same year, women's grassroots groups were rapidly moving beyond the reach of policy, organizational, and legal changes; they successfully conducted a major nationwide campaign for ‘More Women to Assemblies¡’ and increased the number of elected women representatives at the local level at an unprecedented rate. The purpose of this article is to assess the potential of increased women's political voices in Japan, which can be seen as an alternative way of solving the problems of political disengagement in the male-dominated representative democracy. To this end, the article examines the course of watershed events in 1999 towards a gender-equal society in Japan, with special emphasis on the importance of grassroots missions in eliminating barriers to Japanese women's political participation.  相似文献

Abstract

This article seeks to sketch the contours of a good society, distinguished by its gender justice and the plural recognition of egalitarian difference. I begin by reconstructing Nancy Fraser's arguments highlighting the link between distributive justice and relations of recognition, in particular as it applies to gender justice. In a second step, I show that the debate on the politics of recognition has confirmed what empirical analyses already indicated, namely that Fraser's status model takes too reductive a stance towards the identity-constituting effects of relations of recognition. The simple demand that identities be recognized, however, glosses over the paradox of recognition, which arises out of the ambiguity between the demand for equal respect and the demand for the recognition of difference. This paradox cannot be resolved unless one takes into consideration the compensatory effect of value pluralism, that is, the inherent pluralism of recognition, well captured in the notion of "egalitarian difference".  相似文献

The present study employs 1993 Continuous Sample Survey of the Population data for Trinidad and Tobago to investigate the causes of gender income differentials. The findings suggest that such differentials are not well explained by differences in levels of human capital and other measured factors valued by the labour market. This result is robust to the disaggregation of the data into African, Indian and Other ethnic groups thereby raising the possibility of gender discrimination. African and Indian women's incomes would increase by over 20 per cent with the returns to the measured factors of their male, ethnic counterparts. Women would benefit from having men's industry distribution of jobs, but not men's occupational distribution. African women appear to be significantly more disadvantaged relative to their male counterparts than are Indian or Other women.  相似文献

Abstract

Research documents the variation in levels of offending and the official response to boys' and girls' misbehavior (see Chesney-Lind & Sheldon 2004 for a nice summary of this work). Our research questions develop from this literature. We first expect differences in girls and boys at intake to a residential program for low-to-medium risk offenders, and then we also expect differences in official responses to girls and boys during their aftercare experience. Our findings confirm the literature—girls and boys differ in seriousness of committing offenses. Additionally, girls and boys are treated differently during their time in juvenile justice programming. For example, girls are monitored more closely than boys and receive less serious penalties for similar levels of rule violations. We find no difference between boys and girls in their odds of receiving a serious sanction. While traditional theoretical attempts to explain girls' misbehavior are often described with the expression “add women and stir,” our findings suggest that both behavior of and official response to boys' and girls' activities show that girls are not simply stirred into the male mix but are responded to differently than boys and in ways that illustrate conventional gender socialization.  相似文献

Abstract

Historically, research on gender differences in police work has focused on whether women can “hold their own” in the male-dominated profession of policing. This body of research has undergone a shift from examining whether women can do the job, to how women do the job differently. This topic is intertwined with the increased use of community policing and recognition of the importance of officers having strong “people” skills and the ability to work with citizens. This paper focuses on how male and female officers respond to citizens differently in terms of providing comfort. Results from this analysis indicate that neither officer attitude nor behavior is dictated by officer sex. Rather, other important variables interact with sex to explain attitude and behavior. In addition, situational factors are most important in determining officer behavior. Officer attitude about citizens is not related to officers providing comfort to citizens.  相似文献
