作为一种新型文明形态的人类命运共同体,把人类美好生活的实现作为其最高的价值位阶,它必须扬弃基于"中心-边缘"不平衡性发展理念而构建的世界贫富两极化的发展格局,把各国共同发展的共同善的伦理性要求作为人类命运共同体得以落实的基本前提。共同发展理念只有得到全球治理的内在性拱卫,才能把人类命运共同体视阈下的元治理理念与基于共同发展所要求的共同治理,构成共同抵御霸权性治理的非正义性侵蚀的价值基础,唯有如此,人作为"类"属性而非"种"属性的共同体主体际性才会在共同发展与共同治理的视阈下绽放出来。  相似文献

Abstract

Connectivity infrastructure is constantly expanding, increasing internet access across countries, regions and socio-political contexts. Given the fast-changing geography of the internet, there is a growing demand to strengthen cyber capacity beyond national frameworks, in order to develop a transnationally coherent and coordinated governance approach to cybersecurity. In this context, cyber capacity building initiatives are increasingly central in international debates, with the ambition to support countries in the Global South in fostering their cybersecurity strategy from technical and policy perspectives. This article discusses the key factors explaining states’ efforts to enhance their cyber capacity. Based on a cross-national quantitative research approach, the findings contradict international relations (IR)-derived approaches to cybersecurity, which assume that countries develop their cyber capacity according to external security threats, domestic politics or norms. In line with existing research on the role that science plays in policymaking processes more broadly, our results suggest instead that a country’s science and technical knowledge is the most robust explanation for that state’s cyber capacity level. These findings emphasise the need for policymakers to support countries in the Global South in developing their cyber capacity beyond national security paradigms by strengthening education and technical skills in contexts lacking in this resource.  相似文献

目前,世界经济陷入长期低迷,金融脆弱性加剧,全球金融空间呈现出新的变化趋势,体现为数字金融发展对金融地理的影响、全球金融空间功能性分化、全球金融中心的多极化与生态化。这些变化趋势推动着全球金融空间内主体多元化与功能结构的改变,随之而来的风险包括全球金融治理效率低下、国际经济政策协调空间被挤压等。为此,作为新兴大国,中国应敦促国际社会以新型网络化治理增加国际协调空间,以帕累托改进化解国际金融监管协调困境,并在"一带一路"建设与金融开放进程中,做到工具理性与价值理性统一,营造出具有区域特色的金融生态,以便在全球金融空间变化过程中,对本国在空间中的定位与伙伴国的选择进行清晰的预判。  相似文献

In the throes of war, protecting such cultural heritage as the Bamiyan Buddhas, the Mostar Bridge, the Timbuktu libraries and Palmyra supposedly is a priority on the international public policy agenda; but government responses so far have been limited to deploring such destruction. This article explores the evolving, albeit contested, norm of the ‘responsibility to protect’ (R2P) and its relevance for cultural heritage. There is no need for a hierarchy of protection – civilians or culture – because the juxtaposition is as erroneous as choosing between people and the environment. This essay begins with a discussion of cultural heritage and defines the scope for the application of any new international normative consensus. It then explores why R2P, in the original concept of the International Commission on Intervention and State Sovereignty (ICISS), is an appropriate framework for thinking about cultural protection, despite considerable political headwinds. It then examines the current opportune political moment and existing legal tools. Finally, there is a brief consideration of the obstacles facing the creation of a better framework for cultural protection in zones of armed conflict.  相似文献

European anti-austerity movements are challenging fundamental assumptions about the role of the market and the state. In Spain, the twin claims of the movements are a demand for ‘real democracy’ and an end to austerity measures resulting from the global financial crisis. I argue that these demands are intertwined. Using critical discourse analysis, I explore the Platform of Those Affected by Mortgages' controversial escrache campaign to show how social movements actively resisting austerity measures transcend the specific issues around which they mobilise to contest hegemonic definitions of crisis and of democracy, laying the groundwork for the reconfiguration of Spain's political landscape.  相似文献

There is continuing debate about the consequences of climate change and an increasing emphasis placed on the disclosure of social and environmental indicators by organisations. Universities have been traditionally known as places where intellectual inquiry and advances in knowledge are paramount. Therefore, there is an expectation that universities would place much emphasis on sustainability reporting to fulfil the needs of a range of stakeholders. The objective of this study is to investigate the nature and extent of sustainability disclosures reported by Australian universities in stand‐alone sustainability reports. The findings suggest significant differences in the nature and extent of sustainability disclosures. This study has implications for policy‐makers and university administrators and is a call to senior university leaders to take up the challenge and contribute to the global conversation with regard to sustainability reporting.  相似文献

The relationship between terrorism and culture was systematically examined using three high-quality global databases. Contrary to prior research, terrorism—collapsed across form and era—was not related to any of Hofstede's cultural dimensions. Yet, particular forms of terrorism—incidents involving substantial casualties and damage, suicide bombings, and the proportion of incidents involving fatalities—all showed relationships with cultural dimensions. Tolerance of terrorism and relative tolerance of the 9/11 attack were related to cultural dimensions and terrorist events. Finally, populations that were relatively voiceless, disengaged from their communities, suffering, angry, and hopeless showed more tolerance of terrorism and incidents of terrorism.  相似文献

The crisis of liberal democracy is closely associated with major global shifts, which have been accelerated by the global financial crisis of 2008, with its dislocating effects in the established democracies of the global centre. Relative stagnation and rising problems of inequality and unemployment, coupled with additional shocks in the form of mass migration and terrorist attacks have generated fertile grounds for the rise of right-wing radical populist sentiments, which have been turned into electoral advantage by charismatic leaders. The crisis of liberal democracy is also a global phenomenon in the sense that liberal democracy has been severely challenged by the rise of strategic models of capitalism, notably its authoritarian version represented by the growing power and influence of the China-Russia coalition. Indeed, the success of the latter has served as a kind of reference for many authoritarian or hybrid regimes in a changing global context, at a time when the key Western powers appear to be losing their previous economic and moral appeal.  相似文献

After the global financial crisis, economists have been downbeat about the growth prospects of the capitalist world economy, leading many to argue that we have re-entered a period of “secular stagnation”. The phenomenon of secular stagnation is intrinsically connected to the evolution of global macroeconomic imbalances. During the pre-crisis era of the “Great Moderation”, the widening of global and European trade imbalances temporarily alleviated the problem of secular stagnation by forging a symbiotic yet unsustainable relationship between debt-financed consumption-led growth models in deficit countries and export-led growth models in surplus countries. The re-surfacing of secular stagnation and the asymmetric adjustment of these imbalances after the crisis can both be traced back to the domestic political constraints experienced by many advanced market economies in trying to revive their pre-crisis growth models.  相似文献

This article explores the global social–economic impact of shale gas extraction, comparing the differing social and economic impacts shale gas extraction may have on communities in developed and developing countries. It argues that the benefits of fracking are more likely to be enjoyed by communities in highly and very highly developed countries rather than by those in countries with low or medium levels of development . Additionally, it shows that the potential risks and drawbacks of shale gas and its extraction are more likely to be experienced by communities in these latter countries than by those in highly or very highly developed countries. However, it also demonstrates that even communities in developed countries are vulnerable to environmental and health risks associated with shale gas extraction.  相似文献
