金融危机下中国与马来西亚贸易的挑战与机遇

2008年下半年以来的全球金融危机极大地冲击了中国与马来西亚贸易，并使得双边贸易面临贸易额增长趋缓、主要商品进出口增速大幅回落等诸多严峻挑战。与此同时，中马双方为应对金融危机所采取的一系列政策措施也为双方贸易发展提供了诸多新的机遇，并取得了预期的显著进展。     

私人主体参与全球行政法

在全球化环境下,除了国家、正在争取独立的民族以及国家间的国际组织,越来越多的私人主体直接参与到超国家行政关系中来,成为全球行政法的主体。"全球行政法"被定义为包括那些促进或以其他方式影响全球行政机构问责性,特别是确保其达到透明度、参与性、合理决策和合法性方面的充分标准以及对其形成的规则和决定提供有效审查的机制、原则、惯例和支持性的社会认同。从全球行政法形成的三个阶段可以清晰看出,传统二元性法律理论与全球行政法发展之间的联系,进而明晰私人主体是如何一步步迈向全球行政法,成为全球行政法主体。在当前的环境下,私人主体参与全球行政法也面临一些困境,需要逐步解决。     

试论跨国社会运动的特点及其对当代国际格局演变的影响

冷战之后迅速勃兴的新一轮跨国社会运动,出现了运动范围的全球化、社会诉求的多样性、组织形式的网络化以及运动目标的去革命化等特征,这些都与以往的跨国社会运动形成很大区别。更为重要的是,当代跨国社会运动通过不断地冲击着国家在国际格局中的"垄断"地位,推动非国家行为体走向全球治理的前台,促使国际格局向着多元化的方向不断发展,以及促进国际规范结构的重构而推动着当代国际格局的演变。     

Falling from the sky

Back examines the human costs of immigration policy through recovering the stories of the desperate stowaways who are literally falling out of the skies over London. Some 3,000 people have died trying to gain entry to Europe. These are the human costs of contemporary forms of immigration policy. Back attempts to problematize the ways in which the global movement of people is understood within an immigrant/host framework. He argues for an alternative way of thinking about the movement of people, culture and imagination in the context of globalization.     

国际金融危机影响下的俄罗斯对华战略调整

国际金融危机对俄罗斯产生了深远影响。危机在某种程度上改变了俄罗斯所处的战略环境,恶化了俄罗斯的经济状况,使俄罗斯调整经济发展战略更具紧迫性,同时也影响了与中国的双边贸易。这些影响又间接作用于俄罗斯的对华战略,主要表现为:俄罗斯对华借重、合作领域有了新的方向,对华战略中更加突出经济因素的作用,调整对华经济战略,力图改变单纯依赖能源出口贸易结构,进而稳步提高双边贸易额,减少与中国的贸易逆差。在今后,随着国际政治、经济形势以及俄罗斯本国经济发展情况的变化,俄罗斯对华战略也将发生进一步的调整。     

Northern theories,Southern movements? Contentious politics in Africa through the lens of social movement theory

ABSTRACT

The article examines the extent to, and the conditions under which theoretical approaches from Social Movement Studies, mainly developed based on empirical experiences from the Global North, are appropriate for analysing contentious politics in the South, particularly in sub-Saharan Africa. In order to answer this question, the article discusses whether social movements in Africa differ fundamentally from those in other world regions. Four main approaches from social movement theory are examined: resource mobilisation, political opportunity structures, framing, and collective identity, to find out how suitable they are for explaining empirical phenomena in Africa. It is argued that social movements in Africa are not principally different from those in other world regions. Approaches from social movement theory prove helpful in explaining phenomena in the South, although they suffer from the same weaknesses and limitations to their scope as they do regarding movements in the North.

全球性问题的产生,迫使人类反思过去,探讨新的发展战略。新发展观把经济发展与环境保护有机结合,要求自然、经济、社会协调一致,实现人类社会全面、稳定、健康、持续发展。但其实施面临许多重大障碍,需要人类密切合作,共同进行长期的努力。     

Southern voices in peace education: interrogating race,marginalisation and cultural violence in the field

Three gaps seem to be present within the literature of peace education: relatively little self-critique of the internal workings of the field; a dearth of studies featuring the personal narratives of peace educators; and an underrepresentation of peace educators from the Global South. To address these three gaps, this qualitative investigation explores the personal narratives of Latin American, Asian and African peace educators and critiques certain assumptions and norms underlying the field. We primarily draw on Galtung’s concept of cultural violence, Bajaj’s critical peace education and Connell’s Southern Theory to make our critiques. We examine 13 semi-structured interviews using grounded theory analysis. Three themes relating to cultural and structural violence emerge from these interviews: discriminatory hurdles for Southern peace educators, intercultural tensions in the classroom and linguistic inequality in opportunities for professional mobility. These may or may not reflect the experiences of other peace educators from the Global South or minority practitioners working within the Global North. But by discussing these forms of violence, we hope to show the value of foregrounding the perspectives and lived experiences of underrepresented groups – not only in peace education but also in academia more broadly.     

Global justice and education for global citizenship: considerations for education policy-planning process

Global citizenship education GCED) has been attracting all sectors of education with the focus on universal human rights and global issues. While all sectors are involved, the mainstream of instructional delivery is taking place in the informal education sector in Korea. The curriculum typically covers moral, values, and ethics with civics and citizenship education. Justice in relations to global issues, however, are often assumed, ignored or overlooked. Based on the changing educational demand in a rapidly changing world, there is a need for teachers with competency in addressing issues of globalization, diversity, and social justice. This paper identifies the crucial gaps along with missing context as to how justice fits into the larger picture in relation to grounds for recognizing the pathway for domesticating global issues through social justice.     

Migration and the EU Global Strategy: Narratives and Dilemmas

Migration did not figure in the European Security Strategy of 2003. Never mentioned as a threat, it was not even mentioned as a risk. Thirteen years later, migration is widely cited in the new European Union Global Strategy. Much richer than the previous security document and global in aspiration, the Global Strategy treats migration as a challenge and an opportunity, recognising the key role it plays in a rapidly changing security landscape. However, this multi-faceted perspective on migration uncovers starkly different political and normative claims, all of which are legitimate in principle. The different narratives on migration present in the new strategic document attest to the Union’s comprehensive approach to the issue but also to critical and possibly competing normative dilemmas.
