Organizations involved in the growing field of democracy promotion need to find effective ways to aid both political parties and civil organizations and, where necessary, to foster close collaboration between them. But they also must respect their autonomy and help them realize their own democratic objectives. It is important to recognize the differences between the two sectors: civil society should not be subordinate to parties, and it would be a mistake to wrap the party sector into an undifferentiated concept of civil society. Strategies to assist democracy should, then, distinguish between four main political contexts: authoritarian; emerging democracy; post-dictatorial situations where government is not committed to democracy; and war-torn or post-conflict countries.  相似文献

This article addresses the ‘crisis of representation’ thesis by examining some of the findings of a survey conducted in Delhi in 2003. On the basis of the data collected during the course of the survey, it revisits two rather significant questions that have been thrown up by the thesis. First, how valid is the assumption that people have lost confidence in the capacity of political parties to represent them in forums of policymaking? Second, have people really come to believe that civil society groups, such as non-governmental organizations, can better help them resolve the oft intractable problems of everyday life? The answers to these questions could help to throw light on two vital political and theoretical issues: the relationship between citizens and the world of representative politics in particular, and the adequacy of representative democracy in general. The findings of the research project tell us that the crisis of representation runs deep and that people seem to have lost confidence in the ability or indeed the political will of all organizations, whether they belong to the political or the civil domain, to address their basic problems.  相似文献

This study criticizes approaches equating opposition electoral victories with democratization in competitive authoritarian regimes. Not only are these approaches theoretically problematic, but there are also important empirical reasons to distinguish between electoral turnovers and democratization. The study goes on to explain why some African turnovers have been successful in bringing about democratization while others have not. This study promotes an approach in which opposition victories may be used as an independent variable that, under certain circumstances, could promote democratization. Using evidence from the cases of Senegal, Ghana, and Kenya, it is argued that electoral uncertainty caused by a low level of party institutionalization has been an important obstacle to democratization by alternation in the African context.  相似文献

ABSTRACT

In recent years, Islamophobia has become a useful tool for right-wing parties to mobilize electors in many European nation-states. The general xenophobic campaigns of the 1980s have given way to Islamophobia as a specific expression of racism. It is not only the new incarnations of right-wing populist parties that are making use of Islamophobic populism, but also right-wing extremist parties, whose traditions hark back to fascist or Nazi parties. This development appears unsurprising, as Islamophobia has somehow become a kind of ‘accepted racism’, found not only on the margins of European societies but also at the centre. Another interesting concomitant shift is the attempt by such parties to gain wider acceptance in mainstream societies by distancing themselves from a former antisemitic profile. While the main focus on an exclusive identity politics in the frame of nation-states previously divided the far right and complicated transnational cooperation, a shared Islamophobia has the potential to be a common ground for strengthening the transnational links of right-wing parties. This shift from antisemitism to Islamophobia goes beyond European borders and enables Europe's far right to connect to Israeli parties and the far right in the United States. Hafez's article explores this thesis by analysing the European Alliance for Freedom, a pan-European alliance of far-right members of the European parliament that has brought various formerly antagonistic parties together through a common anti-Muslim programme, and is trying to become a formal European parliamentary fraction in the wake of its victory in the European elections in May 2014.  相似文献

The political economy literature has gathered compelling evidence that labour market risks shape political preferences. Accordingly, insecurity fuels support for redistribution and left parties. This article analyses this argument for temporary workers, a so far neglected risk category which has increased dramatically in the past two decades. Temporary workers also have been in the focus of recent insider‐outsider debates. Some authors in this line of research have argued that temporary work leads to political disenchantment – for example, non‐instrumental responses such as vote abstention or protest voting. This contradicts risk‐based explanations of political preferences. The article discusses both theoretical perspectives and derives conflicting hypotheses for the empirical analysis of temporary workers' policy and party preferences. The review reveals considerable ambiguity regarding the questions which parties temporary workers can be expected to support and what the underlying motives for party choice are. Synthesising arguments from both perspectives, the article proposes an alternative argument according to which temporary workers are expected to support the ‘new’ left – that is, green and other left‐libertarian parties. It is argued that this party family combines redistributive policies with outsider‐friendly policy design. Using individual‐level data from the European Social Survey for 15 European countries, the article supports this argument by showing that temporary, compared to permanent, workers exhibit higher demand for redistribution and stronger support for the new left. Neither the risk‐based nor the insider‐outsider explanations receive full support. In particular, no signs of political disenchantment of temporary workers can be found. Thus, the findings challenge central claims of the insider‐outsider literature.  相似文献

This study addresses the dynamics of the issue space in multiparty systems by examining to what extent, and under what conditions, parties respond to the issue ownership of other parties on the green issue. To understand why some issues become part and parcel of the political agenda in multiparty systems, it is crucial not only to examine the strategies of issue entrepreneurs, but also the responses of other parties. It is argued that the extent to which other parties respond to, rather than ignore, the issue mobilisation of green parties depends on two factors: how much of an electoral threat the green party poses to a specific party; and the extent to which the political and economic context makes the green issue a potential vote winner. To analyse the evolution of the green issue, a time‐series cross‐section analysis is conducted using data from the Comparative Manifestos Project for 19 West European countries from 1980–2010. The findings have important implications for understanding issue evolution in multiparty systems and how and why the dynamics of party competition on the green issue vary across time and space.  相似文献

The results of the 2013 South Tyrolean elections, held on 27 October, caused major changes in the political system of the autonomy. For the first time since the Second World War the South Tyrolean People's Party (SVP) lost its absolute majority. While the German secessionist parties increased their electoral support, the Italian parties suffered heavy electoral losses, thus leading to an under-representation of Italian speakers in the political institutions. The election report shows how the electoral results affect the South Tyrolean system of ethnic proportional representation, which is characterized by an increasing asymmetry.  相似文献

In federal democracies, parties often invest in local politics as a strategy to improve their performance on upcoming national elections. In this study, I use the concept of reverse coattails to investigate how winning local elections affect upper-level electoral dynamics in Brazil. Using a regression discontinuity design (RDD), I show that parties in Brazil boost their national performance, earning more votes on House elections in districts where their members control local offices. I discuss how access to ‘‘pork” controlled by co-partisan House members and mechanical information gains explain these effects. Additionally, I use a Bayesian LASSO algorithm to address data sparsity in RDD designs, and to demonstrate the existence of pro-large party bias on the coattail effects. By disentangling the various effects of winning local elections, this paper contributes to a greater understanding of how parties build electoral strength in fragmented democracies.  相似文献

Valid and reliable estimates of the policy preferences of political parties' supporters are essential for the study of political representation. However, such estimates are not directly available from standard surveys of public opinion, which are typically representative by design only at the national level and rarely ask questions about public support for specific policies. In this article, we explore the possibility to use data from voting advice applications (VAA) to estimate the policy preferences of party supporters. To do that, first, we identify 10 questions on preferences towards issues of public policy that were asked around the same time and with similar wording in traditional surveys of public opinion and in VAAs fielded in Germany and in the Netherlands. Then we compare the VAA data disaggregated by political affiliation of the respondents to the survey data adjusted via multilevel regression modeling with poststratification (MRP). We find strong positive correlations between the estimates derived from both methods, especially after weighting the VAA data. Yet, point estimates are not always very close, and the match is sensitive to the treatment of neutral and ‘don't know’ answers. Overall, our results bode well for the validity of using VAA data in empirical research on political representation.  相似文献

What determines electoral support for national incumbent parties and state-level challengers in sub-national pro-poor contexts? Based on survey data from the Indian states of Kerala and West Bengal, collected prior to the 2019 national election, we find that voters were more (less) inclined to vote for the sub-national incumbent relative to the national incumbent if their household economic conditions were perceived to have improved (deteriorated) relative to national economic conditions. Our findings indicate that voters in these settings correctly assume that the sub-national incumbent cannot be held responsible for changes in national economic conditions, but, at the same time, the existence of a strong welfare state at the sub-national level creates expectations that the sub-national government is responsible for personal welfare. Hence, the national election is used to assess the economic performance of both the sub-national and the national incumbent.  相似文献
