The study aims to extend the existing knowledge about the dynamics of first-time participation in protest events. To tackle that puzzle we rely on extensive and innovative protest survey evidence covering 18 separate demonstrations in eight countries across nine different issues. On the individual level, age, motivation, and non-organizational mobilization appear to be consistent and robust predictors of first-timership. On the aggregate level, demonstrations staged just after or during a protest wave, large demonstrations, and demonstrations of old or new emotional movements are attended by a relatively larger share of first-timers. We conclude that it is thus the interplay of individual- and aggregate-level determinants that produces first-time participation.

Several U.S. states have supplemented traditional judicial review of local land-use regulation with a state affordable housing appeals system (SAHAS). Empirical evidence indicates that a SAHAS can increase the proportion of housing that is affordable to low- and moderate-income households. But some scholars have suggested that an effective SAHAS will ultimately backfire, by producing incentives to prohibit market-rate development, thereby rendering a state’s housing stock less affordable overall. We test this “backfire” hypothesis with a longitudinal comparison of single-family housing development from 1980 through 2007 in municipalities located in adjacent areas of Connecticut (which adopted a SAHAS in 1989) and New York State (which did not have a SAHAS during the study period). Contrary to the predictions of the backfire hypothesis, our fixed effects regression indicates that Connecticut's SAHAS was associated with increased single-family development relative to the New York State jurisdictions in our sample. This result suggests that a SAHAS can increase below-market rate and mixed-income development without impeding market-rate development.  相似文献

Edmonton, Alberta, has been experiencing rapid population growth and its associated housing pressures for the past decade. Municipalities like Edmonton are attempting to promote compact, transit-oriented, and infill housing development with policy while accommodating large increases in a population that may demand traditional suburban housing options. This article examined homebuyers’ opinions and preferences regarding their home location choice and found three distinct segments of homebuyers. These segments were established using a Q methodology to group homebuyers by their shared opinions as opposed to traditional sociodemographic or socioeconomic variables. These groups illustrate different perspectives regarding the everyday transportation choices, home attributes, and neighborhood predilections that comprise a home location choice. The identification of these groups of homebuyers provides insights for municipalities attempting to attract and retain citizens in redeveloped housing areas and assists to dissuade greenfield sprawling development.  相似文献

Many youth in juvenile justice settings meet criteria for a mental health condition. Front line staff need to be able to recognize and respond to their needs, but training is often lacking. Youth Mental Health First Aid (YMHFA) is an 8-hour training for adults without mental health education to recognize and assist distressed youth. This study surveyed 1,279 [State blinded] DJS front-line staff trained in YMHFA. Of 338 returned surveys (26% response), 44% reported using YMHFA skills at work, 56% in preventing a crisis, 25% during crises. Respondents rated YMHFA as significantly improving their responsiveness to distressed young people.  相似文献

In the imaginations of many, war in British India had its focus on the North-West Frontier and was fought against the tribes of that region. However, British thinking about Indian defence involving Afghanistan underwent tremendous change over the period under consideration. British plans to meet a Russian invasion on the Kabul-Kandahar Line in 1904 resembled those of any other Nineteenth Century Imperial campaign, with numbers of infantry and cavalry still being thought of and referred to as bayonets and sabres. Twenty years later, heavily influenced by the experiences of the Great War in the region and the Third Afghan War and associated operations, the calculus was different with logistics changed by motor vehicles and the introduction of what today are referred to as force multipliers, such as aeroplanes and machine guns. It was over this period that warfare as fought and conceptualised by men like Napoleon gave way to modern practices familiar to us today.  相似文献

Abstract

A broad consensus exists that there are significant barriers to accessing capital markets for multifamily rental housing, particularly for housing targeted at low‐and moderate‐income households. While there is a growing secondary market for multifamily mortgages, the market is in the early stages of development and remains quite small. Expanding this market requires increasing standardization of mortgages, increasing credit quality with better underwriting and credit enhancement, and educating investors as to the risks and returns of multifamily investments. In addition, dramatically improved data collection on the performance of multifamily investments and analysis on the determinants of success are needed.  相似文献

Abstract

Residential mortgage underwriting practice has serious shortcomings, including fixation on the present rather than the future. Accept‐reject decisions reflect some unknown interaction among implicit macro projections, implicit micro projections, and implicit policy toward assuming risk, and there is no way to relate the decision process to its components. As a result, there is no satisfactory way for a lender to incorporate a particular macro‐economic outlook into its underwriting standards. Further, different mortgage designs often carry markedly different degrees of risk. Most critically, accountability for underwriting decisions is obscured.

This paper proposes a fundamentally new approach to underwriting that makes full use of new technology. Under this approach, macro and micro projections of the future and the lender's policy toward risk are explicitly specified. The accept‐reject decision is automatic and transparent. Each of the parties responsible for the components of underwriting decisions can be held accountable, with the underwriter responsible only for micro projections.  相似文献
