Despite growing interest in EU-level transnational networks, there is little understanding about how these form. This article investigates the formation of one network—the European Coalition for Vision (ECV). Using document analysis of 100 email exchanges, 12 semi-structured interviews, and observation of 5 ECV meetings, it identifies environmental and organizational triggers, most important to the creation of the ECV. Findings show that while environmental triggers played a role in ECV formation, organizational triggers were crucial. In particular, the presence of network leaders, a network entrepreneur and a network mentor were vital for the successful creation of the network.  相似文献

The arrest of the protest punk band Pussy Riot (PR) in March 2012 and the subsequent prosecution of three band members pose a significant puzzle for political science. Although PR's performances presented a coherent alternative to the Putin regime's image of Russian reality, it was unlikely that the discordant music and crude lyrics of their art protest would inspire Russian society to take to the streets. Yet, the regime mounted a very visible prosecution against the three young women. We argue that the trial marked a shift in the Kremlin's strategy to shape state–society relations. In the face of declining economic conditions and social unrest, the PR trial encapsulated the Kremlin's renewed focus on three related mechanisms to insure social support: coercion, alliance building, and symbolic politics. The PR trial afforded the Kremlin an important opportunity to simultaneously redefine its loyal constituency, secure the Church–state relationship, and stigmatize the opposition.  相似文献

Corruption is a major problem for populations in various parts of the world. This article argues that to understand the problems and dynamics of corruption, we need to understand how discourses and practices of corruption (and anti-corruption efforts) are intertwined with the construction and contestations of identity. Identity politics is a salient feature in peaceful political struggles, as well as in contemporary armed conflicts, which are often characterised by the politicisation of collective identity (ethnic, national, religious) for the violent pursuit of power. The article outlines and discusses four ways in which identity politics and corruption intersect. First, it points to the often blurred lines between private and collective benefit from corruption, revealing the implications of group identity for how corruption is conceptualised. Second, it shows how corruption may exacerbate grievances along identity lines. Third, it highlights how corruption can be used strategically in identity-based conflicts. Finally, it explores how corruption may encourage cross-ethnic solidarity and mobilisation that defy conflict divides.  相似文献

Young looks at the place of black feminists in today's academy in Britain, and poses some questions for contemporary self-identified black and white feminists based in that country. There is a new confidence among some black, professional Britons but infiltration into the academy remains problematic for many. Black British feminists and writers are largely absent in so-called postcolonial literary canons developed in the Anglo-American institutions, and by and large black British feminists are only offered fragile support by white feminists. Although African-American feminism offers intellectual sustenance and networks, the situation in the United States is very different, particularly as, there, black feminism has had much more impact and recognition. Discussions of the intersections of race, class and gender are rare in Britain outside black feminism, and there has been much less attention than in the States to black women's writing. Perhaps some kind of 'provisional essentialism' is still needed, for it is difficult for black feminist academics ever to feel the question of race is optional. It can be argued that 'blackness' is used to describe women of very different origins, and can obscure differential histories, but 'blackness' is always a political concept, not a register of national belonging. Black women have transformed British culture, but white feminists have largely failed to understand their problems. Attention to the social history of black women in Britain, and particularly to the creative work of black women writers, filmmakers and other cultural workers, is the place at which a new analysis should begin.  相似文献

Howie recognizes as a starting position that there is a significant and political problem with judgements that presume an easy and unrestrained identification of a thing or a person, but she is sceptical that all judgements of identity are necessarily implicated in the same politics. Taking her cue from the recent Cindy Sherman exhibition at Metro Pictures, New York, 'New Photographic Work 2000', Meagher considers the ways in which feminist art critics have analysed Sherman's work since it was first 'discovered' by Douglas Crimp in 1979. Her claim is that analyses of Sherman's work are involved in a debate about whether the images are useful or destructive to feminist politics. More importantly, what has come to be known as Sherman Studies places an emphasis not upon Sherman's art, but rather upon the identify of the artist. Instead of enquiring into the political status of the art works (are they feminist?), critics often end up asking after the political status of the artist herself (is she feminist?). Meagher's essay is in four sections: 'Encounters' traces the critical reaction to Sherman's work; 'In or Out of the Picture' considers the critical tendency to impose a narrative upon the work and the simultaneous insistence that this narrative is informed by the artist's feminist intent; 'New Photographic Work 2000' looks at the most recent reactions to Sherman'swork and prepares for the final section, 'Feminist Occasions', in which Meagher draws upon Nancy Miller and considers the relationship between feminist critics and their resistant celebrity.  相似文献

推进两岸经济合作与一体化发展,形成日益紧密的经济共同体,可以巩固和深化两岸关系和平发展的经济基础,有助于推进两岸和平统一,但并非两岸和平统一的充分条件。而且,发挥两岸经济关系对两岸和平统一的促进作用需要相应的主客观条件,至少需要两岸双方的共同政治意愿与积极行动,以便在共同利益不断增进的基础上建构国家认同。民调显示,近年来的两岸经济合作,在“反独”中起到一定的积极作用,但因施行时间较短且尚未充分展开等因素而不足以证实或证伪其在“促统”方面的作用,并面临制约因素。而国家认同的形成,乃是两岸和平统一的关键。因此,必须确立正确的合作理念,坚持特定的推进原则,选择适宜的推进方式,以提升两岸经济合作的政治效应。  相似文献

This article aims to review the conceptual import of the term “political mediation”, to shed light on the analytical reach of indirect politics, whose scope of possibilities has been usually thought of as confined within the opposites of political representation and clientelism. An analytical exercise is put forth as a possible and tentative means not only to establish a vocabulary which may be more sensitive towards present time demands, but also to –in Bunge's words– initially allow for the reinterpretation of older symbols of our political vocabulary. Towards this goal, besides a linguistic and conceptual itinerary of the term “mediation”, each of the three analytical dimensions of indirect politics is developed, favoring dialogue with theories of representation, which channels into an analytical model we call the “cube of indirect politics”. The article ends with a brief case-classification exercise aimed at showing the displacement produced by the model in the understanding of given experiences in indirect politics.  相似文献
