以“比较优势”“、有限(价值)理性”和“制度二要素”这三个基本假设为基础,以李嘉图所举的“英国和葡萄牙”为实例,对比较优势条件与制度安排的关系作了一个比较系统的探讨,结果发现:无论是从规则安排方面来说,还是从组织安排方面来说,比较优势条件都对制度安排具有决定性的影响。就规则安排而言,在比较优势太小和分工利益太少的情况下,保障分工的规则安排往往不存在;只有当比较优势足够大和分工利益足够多时,保障分工的规则安排才能出现;但当比较优势扩大到超过“自然分工条件”的时候,这种规则安排又会失去存在的必要。就组织安排而言,当规则供给的绝对成本一定时,绝对劣势方总是比绝对优势方作为规则供给者(组织)的相对效率要高。  相似文献

In 1992 changes were made in the design of the National Crime Victimization Survey (NCVS) to improve its accuracy and utility. Little is known about the effect of the redesign on the analytic uses of the NCVS. This paper examines the effects of the redesign across population subgroups important in analyses of victimization. This extends work on modeling victimization and begins the construction of a measurement model that addresses the reliability and validity of NCVS data across important analytic subgroups. These two goals are interrelated. If the redesign has a differential effect across subgroups, then it is critical to understand whether these effects increase or decrease the validity of the data. Assessing validity requires developing a model of survey response against which the results of the redesign can be compared. If differences across designs are consistent with expectation from the survey response model, then we can use these new data for substantive analyses. The design change had little effect on models of victimization. The effects observed were largely consistent with expectation from a survey response model except in the simple assault model, where the effects of age and income on victimization were reduced in the new design.  相似文献

从风险与制度的关系角度,分析了彩票业在中国的发展过程以及存在的问题。认为,彩票是国家对社会投机行为进行有序管理的制度形式,实现了国家对风险的制度化利用,达到了通过赋予娱乐行为合法性,筹集社会资金发展公益事业的目的。彩票业的兴起是中国发展市场经济的必然结果,产生的问题反映了市场经济监管体制的不完善,也说明了任何制度建设都蕴藏着潜在风险。要解决彩票发行中产生的各类问题,必须从完善和强化监管机制入手,引导和激励社会公众参与合法的娱乐活动。  相似文献

ABSTRACT

The damaging effects of abuse in childhood were repeatedly emphasised in public hearings and in media coverage of the Royal Commission into Institutional Responses to Child Sexual Abuse. Testimony from earlier Australian inquiries, which documented widespread experiences of child maltreatment, particularly in institutions, also underscored the ongoing and often intergenerational impact of abuse. Taking institutional child abuse inquiries as a case study, this article examines how psychological and therapeutic concepts have been mobilised politically. It argues that therapeutically oriented and psychologically informed cultural narratives of childhood trauma and its ongoing effects have provided a framework for making sense of long-term experiences of adversity and suffering and have enriched attention to “the question of justice” for survivors of historical institutional child abuse.  相似文献

This article critically examines strategies used by boundary spanners to align the institutional logics of bureaucracy, management and networks in citizen-state interactions. In-depth interviews conducted within the Dutch municipality of Rotterdam reveal that boundary spanners use entrepreneurial, mediation, and hierarchical strategies to align institutional logics. By providing insight into the strategic toolbox of boundary spanners and the perceived effectiveness of these tools, this article enhances empirical understanding of how the interplay between older and newer institutional logics within public organisations takes shape and how boundary spanners make strategic use of hierarchy to overcome institutional barriers.  相似文献

This article introduces an argument for how institutional memory of crisis management operations develops in North Atlantic Treaty Organization (NATO). Scholars of European security and of international organisations have examined organisational learning, but have yet to explain its precondition: institutional memory. In a context of increasing turnover due to defence budget cuts, it remains unclear how shared knowledge of strategic errors is acquired. This article finds that the NATO secretariat facilitates practitioners’ use of informal processes for contributing to institutional memory in response to the constraints of existing formal learning processes. These formal processes, including a lessons learned centre and a lessons learned database, inadvertently disincentivise practitioners from contributing such knowledge as using them can incur reputational costs. Drawing on NATO documentation and interviews with 27 NATO elite practitioners, the paper provides evidence that practitioners instead share knowledge through three informal processes: interpersonal communications, private documentation and crisis simulations.  相似文献

Recent institutionalist scholarship has theorized the liberalization or “disorganization” of capitalism as the result of shifts in economic actors' “logic of action” towards opportunism. Little attention has been given to the reverse possibility that shifts in economic actors' “logic of action” away from opportunism might contribute to “embedding” or “organizing” capitalism. This paper builds on recent scholarship to theorize this scenario and then demonstrate its empirical validity with an historical institutionalist study of the emergence of such a “non‐liberal” institution in Switzerland in 1961. The theoretical framework links three “logics of action” – opportunism, enlightened self‐interest and strong solidarity – to Höpner's typology of capitalist institutions – organized, coordinated, and liberal. It theorizes the interactions between these logics and the social mechanism – goal signaling – that can explain a shift from one logic of action to another, potentially leading to change from one type of institution to another.  相似文献

Complex social and environmental problems—such as climate change, rural poverty, and over‐fishing—defy simple policy solutions. An increasing number of scholars, practitioners, and policy makers now agree that coming to grips with such problems requires more collaborative and adaptive forms of learning and decision‐making. Such approaches seek to involve a variety of stakeholders to learn about system‐level effects of past human decisions and adapt future management decisions to the lessons learned. While there are plenty of success stories at the local level, the collaborative learning approach has turned out to be difficult to implement at broader scales—in large public organizations and in society at large. This article provides an explanation for such shortcomings, arguing that the creation of collaborative learning systems is plagued by several motivational dilemmas. By systematically mapping out the institutional incentives of the potential participants in collaborative learning activities, it is argued that one can gain a better understanding of the likelihood that adaptive systems will actually work. These ideas are tested on the case of the Swedish International Development Cooperation Agency (Sida). It is found that most Sida staff face conflicting incentives to engage in collaborative learning, but there are opportunities for management to strengthen such incentives. The recent revival of interest in institutions in development studies favors the analysis of macroinstitutions and questions of institutional origination and change. But a strong emphasis on mid-range, sectoral arrangements, and a refined notion of continuity, can also improve our understanding of institutions in late developers—one by facilitating a thick view of institutions while offering a sharp perspective on the current institutional reform agenda, and the other by casting new light on instances of irregular change and failed or partial reform. The trajectory of Turkey’s agricultural support regime is used as a case to substantiate this argument. Building on an analytic distinction between resilience and persistence, the article explains the dynamic continuity of populist-corporatist forms of market governance in Turkish agriculture, despite the neoliberalism of the 1980s and 1990s and radical institutional reform efforts of the 2000s.
