Co-Reach in IPR in New Media Workshop: CLSR co-hosts policy meeting on ISP Liability

The Co-Reach Workshop on ISP Liability on December 7, 2010 was organised by the Co-Reach IPR in New Media at the Herbert Smith Conference Center in London. The policy-making workshop was co-hosted by Computer Law and Security Review, as part of its aim to position itself at the forefront of policy discussion drawing upon the high quality scholarly contributions to the journal from leading experts around the world.     

中国应对海上溢油生态损害的立法进路

依据中国现行法应对渤海溢油事故,行政罚款的力度有限,生态损害索赔的现行法依据不足,重大环境污染事故罪也难认定。建立海上溢油损害赔偿机制、确立海洋溢油生态损害防治各项制度,是中国应对海上溢油生态损害的当务之举。以生态系统管理理念为指导思想,以增进生态利益的保护和预防、控制生态损害发生为立法目标,确立海洋生态系统管理立法模式,完善海洋生态系统管理法律制度建设,是应对海上溢油生态损害的立法进路。     

颅顶慢反应在听力障碍者行为听阈评估中的应用

目的通过比较听力障碍者的颅顶慢反应（slow vertex response,SVR）阈值与纯音测听（pure toneaudiometry,PTA）阈值的关系,探讨SVR检测技术在法医学听觉功能障碍鉴定中的应用价值。方法对25名感音神经性听力障碍者（40耳）分别进行PTA及SVR测试,根据PTA阈值分成轻度、中度及重度听力障碍组,然后用秩和检验对各组的SVR阈值及PTA阈值比较,并对SVR阈值与PTA阈值进行相关分析,拟出根据受试者SVR阈值推导受试者行为听阈的线性回归方程。结果在各个检测频率,SVR阈值与PTA阈值均高度相关。并可拟出一元线性回归方程,其相关系数（r）在0.5、1、2和4kHz分别为0.971、0.976、0.957和0.928（P〈0.05）。回代检验结果表明,应用一元线性回归方程评估听力有望成为一个简单可行的方法。结论根据建立的应用SVR阈值推断行为听阈的线性回归方程可以较准确地评估受试者的行为听阈。     

Methodologies of election forecasting: Calling the 2010 UK “hung parliament”

Election forecasting has experienced considerable growth as a subfield within political science. Research work on United Kingdom elections has been cutting edge here. The recent 2010 general election afforded the opportunity for a trial of different forecasting methodologies. These efforts are showcased in this volume, and include standard, and not-so-standard, statistical models. Overall, these models perform well, foreseeing the unprecedented outcome of a “hung parliament”, as most pollsters and pundits did not. Moreover, they achieved this accuracy with forecasts well in advance of the election itself.

The determinants of value of incoming cross-border mergers & acquisitions in European transition countries

This research aims to determine variables that affect the aggregate value of incoming cross-border M&As in European transitional countries. Dynamic panel models have been estimated using Arellano and Bond GMM estimator for period between year 1994 and 2008. The ratio of the total value of cross-border M&A to GDP of the country is the dependent variable. Independent variables include following indicators: lagged value of cross-border M&A to GDP, lagged GDP per capita, lagged GDP growth, inflation, interest rate spread, lagged private credit to GDP ratio, market capitalization to GDP ratio, lagged rule of law and lagged control of corruption.

The economics of emergency response

Federal first responder funding is estimated to be $98 billion below the minimum required level over the 5 years ending in 2010. A significant portion of that shortfall can be covered by savings attained by eliminating non-public-good services, initiating public–private partnerships for meeting peak time demand in emergency situations, and contracting-out other public services. We concentrate on such savings in the context of response to false calls to police, fire, and ambulance services. Solving the false alarm problem for police, fire, and ambulance services and eliminating some non-public-good police services could release significant service-hours and 23.7–31.4% of the required additional Homeland Security (HLS) annual spending. Reducing false alarms means 88,000 police, fire, and ambulance first responders could be shifted to HLS activities.

基于YouTube的视频源鉴别

在一定条件下,传感器的光电响应非均匀(PRNU)特性能够作为拍摄器材的特异性指标,用于视频图像的来源鉴别.本文利用Luká(s)等[1]定义的小波滤波器提取经过AVC方式重新编码的视频文件中的光电响应非均匀特性模式,研究调节分辨率和编码参数对拍摄器材的光电响应非均匀性模式的影响,发现部分经过重新编码的视频仍能够通过光电响应非均匀特性进行拍摄器材的鉴别.
