目前基层检察委员会制度在运行中存在许多问题,直接影响到检察委员会职能的正常发挥.结合基层检察委员会工作实际,需要提高基层检察委员会委员的整体素质,成立内部咨询委员会,完善基层检察委员会运作机制.     

东盟国家华文教育研究述评

自中国与东盟2001年签署《中国—东盟全面经济合作框架协议》以来,双方在经济、政治、安全以及文化方面的合作不断加深。已有众多国内外学者对东盟各国的华文教育展开理论和实证方面的研究。本文在综合近10年来国内核心期刊上发表的有关东盟华文教育的研究成果的基础上,分析东盟各国华文教育研究的内容、特点、启示和发展趋势。     

Integrating Europe’s PSI re-use rules - Demystifying the maze

Despite various studies evincing the huge potential locked up in public sector information (PSI), this potential is far from being fully exploited. To a large extent, this failure is caused by the immensely complex legal labyrinth surrounding PSI re-use. This complexity works in two ways: public sector bodies do not comply with the regulatory framework and re-users do not avail themselves of the legal instruments offered, resulting in unexploited economic potential. What makes the legal framework so complex is the transcending nature of PSI re-use, as it blends four areas of law - freedom of information law, ICT law, intellectual property law and competition law - that, throughout the years, have been regulated at a European, national and even at a sectoral level, but in isolation. The fundamental impact that ICT developments have on our society, subsequently also rocking the legal rules and underlying principles and axioms, makes the picture even more complicated. Taking the maximization of utility of PSI as a starting point in this article, I will anatomize each of these legal frameworks and demonstrate how they interact, culminating in a conceptual framework that may help public sector bodies and re-users, and courts where necessary, to apply and rely on the rules involved and to bring to the surface areas for policy action, both at the national and European level.     

公正执法的问题和解决之策

执法者执法不公,严重影响社会稳定,阻碍社会发展。实践中,“官本位”的执法观念、行政执法的法律依据缺乏、法律监督机制运行不畅、基层执法人员素质较低等是影响当前公正执法的主要因素。完善公正执法必须树立以人为本和责任行政的执法理念,强化行政执法权力监督平衡机制和功能,尽快制定行政程序法,完善行政法律体系,不断加强执法队伍建设。     

Getting Caught and Getting Hitched: An Assessment of the Relationship Between Police Intervention,Life Chances,and Romantic Unions

Little research has assessed the link between formal police intervention, financial hardship, and the formation and quality of romantic relationships. Using data from the Rochester Youth Development Study, we contribute to this literature by examining effects of police intervention at two time points on marriage stability and romantic relationship quality. We find that police intervention during adolescence is associated with increases in financial hardship during young adulthood, which, in turn, decreases the odds of entering into a stable marriage by age 31 and the extent to which those who have a romantic relationship feel their partner is supportive. Early police intervention also is indirectly associated with a reduction in partner satisfaction and an increase in partner violence via young adult arrest. We conclude that even minimally invasive contact with the criminal justice system during adolescence has long-lasting collateral consequences in the family arena.     

职务犯罪侦查对策分析

随着社会主义市场经济发展的深入,预防和打击职务犯罪为社会所普遍关注。文章在借鉴一般刑事案件侦查对策的基础上,结合职务犯罪本身的特点,从获取犯罪线索、进行初查、讯问嫌疑人、查获书证等角度出发,提出一些侦查对策,以期对职务犯罪的侦查实践有所帮助。

应用语言聚合算子与层次分析法的道路交叉口安全评价方法,对泸州市的四个典型交叉口进行安全评价,根据安全评价结果对交叉口的安全性能进行排序,用以确定所研究的交叉口进行改造、治理的顺序,为科学合理地安排工作和资金提供科学的依据。     

克服公文写作思维僵化提高依法执政和行政效能

公文是党政机关依法执政和依法行政的重要工具。在公文写作实践中,存在着公文写作和处理时思维僵化的现象:格式不统一、滥用文种、照搬结构模式等等,主要原因在于文风不端正、工作中缺少主动性和创新性。改变思维僵化现象的主要做法是学习公文新法规、新标准,并与实践相结合,提高公文质量,充分发挥公文的工具性。     

印度尼西亚英语中的语言迁移现象

英语是印度尼西亚的第二语言,本文尝试从语言迁移的角度分析以印度尼西亚语为母语的英语学习者的语言特点以及他们在使用英语时易犯的错误,以期能在一定程度上预见错误以实现更好的交流。     

越南留学生的汉语学习特点实证研究

随着中国和越南在经济、文化领域合作的加强,来中国学习汉语的越南留学生也不断增加,越南已成为我国现阶段较大的一个留学生生源国,针对越南留学生的汉语教学研究也随之引起了学界的关注,但研究更多的是围绕学生学习的客体——汉语来进行。本文通过调查研究的方式,立足汉语的学习主体——越南留学生本身,从学生对汉语言的态度、学习动机、学习目的、学习策略等方面对越南留学生汉语学习的特点进行了研究。
