对改革乡镇工会组织领导体制的思考

改革乡镇工会组织领导体制是巩固和发展新建企业工会工作成果的关键。乡镇工会采取工会工作委员会的形式在刚刚起步组建的时候非常有效,但随着乡镇工会逐渐发展和规范之后,工会工作委员会这种形式所存在的弊端愈来愈突出。因此,需要进一步理顺乡镇工会的组织领导体制,按照联合制、代表制的原则,拓宽乡镇工会干部直选、聘用的渠道,不断增强乡镇工会干部的事业心和责任感。     

论科学发展观与领导方式的转变

科学发展观是发展中国特色社会主义必须坚持和贯彻的重大战略思想，也是党对领导方式的新探索，它明确了领导方式的价值取向、基本要求和创新要求。按照科学发展观的要求转变领导方式，必须坚持科学执政、民主执政、依法执政，实现从事本位向以人为本的领导方式转变；从“权力本位”向“权利本位”的领导方式转变；从传统考核向实绩考核转变。     

以特色取胜的基地、熔炉和窗口--延安西安干部教育考察报告

我这次着重学习考察延安干部学院和西安市委党校的干部教育。通过听课、座谈、访问、实地参观和查阅资料,重点研究了延安干部学院的责任和使命、功能与定位、办学理念和育人要求,尤其是它们与党校和行政学院的关系等问题。考察中我澄清了自己的一些误解,明确了基地的责任使命是“落实大规模培训干部、大幅度提高干部队伍素质”的战略任务,与党校的责任使命完全一致;基地功能定位：和党校共“一条流水线”,是党校主阵地的配套“基地”,同党校并不冲突;基地以“实事求是、与时俱进、艰苦奋斗、执政为民”为办学方针,以“红色资源”等特定教育培训条件为依托,具有鲜明特色。     

Tracing leadership: the ECB’s ‘whatever it takes’ and Germany in the Ukraine crisis

Abstract

Political scientists face problems when assessing a leader’s impact: how can we know that a policy outcome or institutional change is caused by leadership? This article argues that in addition to relying on comparisons and counterfactuals, we need to trace the causal mechanisms by which leadership affects outcomes. Therefore, the article proposes a way to trace leadership and applies it to two cases of EU crisis management: the European Central Bank’s role in announcing Outright Monetary Transactions in the eurozone crisis, and Germany’s role in shaping the EU’s response to the Ukraine crisis. Systematic process-tracing shows that both actors provided leadership ‘by default’. However, while the ECB had to combine the provision of knowledge with unilateral action in order to overcome the eurozone crisis, Germany could use manifold bargaining-based strategies and thus became the EU’s de facto agenda setter and main representative in managing the Ukraine crisis.     

领导行为与政府绩效的关联路径:基于下属信任中介作用的实证研究

领导行为确实会以下属信任为中介对政府绩效产生影响。其中,变革型领导行为通过下属信任对政府绩效所产生的影响大于交易型领导行为通过下属信任对政府绩效所产生的影响。并且,不同的领导行为对政府绩效所产生的间接效应的方向与该行为对政府绩效所产生的直接效应的方向一致。而性别、职级、学历等个体特征差异对研究结果没有显著影响。关注下属的媒介属性是深入全面了解领导行为对政府绩效的影响过程及作用机理的有效切入点。可以从公务员个体、组织文化、相关制度等方面入手发挥下属信任的积极作用。     

大数据时代背景下的政府治理创新探析

大数据是信息革命的新成果。作为一种新的生产要素,大数据催生了新模式、新产品、新业态、新经济,促进了社会生产力的提高,继而改变了人们的生活方式,影响了社会的运行方式,从而产生一种新的文化,促使社会组织模式及权力关系发生重大变化,进而改变社会的组织与管理方式,引发政府治理的变革和创新。在互联网和智能化的时代背景下,大数据远远超越了技术层次,被赋予了丰富的社会属性,对领导方式、决策模式、政府治理创新等形成了新的冲击与挑战。某种意义上,大数据意味着一种新的生产方式和生活方式,意味着一种新的文化和思维方式,也意味着一种新的治理模式。     

对派出所领导班子团结的辨证思考

团结是派出所领导班子发挥整体效能的重要前提条件,也是派出所领导班子建设的重点。要在制约监督的基础上加强班子的团结;正确处理班子选强和成员调节适应的关系;将“硬指头”捏成“硬拳头”,达到整体功能大于各要素功能之和的境界。

A scientific approach to measure public political participation in Pakistan

Public political participation is an exhaustive subject in the democratic system that is contributing as a tilled land since the birth of democracy. It has a wide range of frequency, but voting is one of the easiest among all forms of public participation. Despite the easiness of voting, Pakistan ranks 164th in terms of voter turnout among 169 countries of the world. The voter turnout of the second largest Muslim democracy and the fifth largest among all the democratic states was recorded as 45.3% in the 2013 general election, which was less than India’s (59.4%) and even Bangladesh’s (58.2%). More than half of the population in Pakistan does not think it is its duty to cast its vote. The present study is an effort to investigate public political participation through six independent variables: democratic political party, party mobilization, security, accessibility, leadership image and moderating factor citizen distrust, and a useful sample size of 1884 was collected across the country. SPSS version 24.0 was used to measure the data. The results show significant and positive relations among the dependent and independent variables, while citizen distrust negatively moderates the dependent and independent variables of the study.     

The Relationship between the Leadership Effectiveness and Emotional Competence of Managers in the Public Sector

This article reports on the perceived relationship between leadership effectiveness and the emotional competencies of managers in the public sector, and the impact of this relationship on service delivery. In the light of continual protests over government’s poor service delivery to the public, doubts are raised about the leadership effectiveness of public officials. Research has identified the leadership effectiveness of managers in the public service as crucial for quality service delivery. Industrial psychologists have also identified leadership effectiveness and emotional competencies as important ingredients for success in organizations. This is due to the facts that effectiveness and efficiency can be attained only if an appropriate leadership style and manager’s emotional competencies or abilities are in place. Findings from the research indicate that currently managers in the public sector possess insufficient emotional competencies to subdue emotional outbursts and achieve effective leadership. Based on the findings and the literature, the conclusion is that it is imperative for managers of public entities to acquire effective leadership skills and become emotionally competent. Relevant training and interventions, and a comprehensive management recruitment process, should be put in place.
