国家与社会的协同发展——中国地方治理发展的新趋势

综合考察当今中国各地的地方治理，我们会发现一种新的趋势正在出现：一方面，国家权力在向基层社会延伸，并在地方治理中产生了较好的效果；另一方面，基层社会自主性逐步加强，基层社会力量对国家权力的制约和监督逐步加强并规范。这一新的趋势表明，基层国家权力和社会力量协同发展的关系正在形成，良好的中国地方治理，既需要有力高效的政府，也需要一个较强自主性的社会力量。     

在地化的神明崇祀——以爪哇华神泽海真人为例

郭六官是清朝时期的一位印尼华侨商人,由于他的英雄事迹,被乾隆皇帝敕封为“泽海真人”,并在爪哇地区被奉祀为贸易和渔民的主要保护神,成为华人和爪哇人共同崇拜的神明。对于这个外来者成为本地神的案例,文章试图通过定性描述和民族志研究方法,从中找出这种神明崇祀本土化与在地化发展之间的联系。结论是:自古以来,爪哇人与华人在神明崇祀的哲学思维和具体实践中具有相似之处。通过华人的努力,来自于中国的本土神,获得了在地神的身份,并成为在地的保护神,神明崇祀出现了一种文化糅合的形态。     

努力培养适应农村工作的大学生村官

实现大学生村官和农村工作的无缝对接,需要从源头上提高大学生对新农村建设的适应性,也就是要重视高校母体对大学生村官素质的培育工作。为此,要加强思想教育,培养大学生立志建设农村的情感;设置就业指导课,使大学生通过课堂了解党和国家的农业农村政策;通过暑期社会实践活动,使大学生实地感受农村生活;建立大学生与农村农民联系制度,促进大学生岗前转型;将农民代表请进课堂,使大学生不断加深对农村的了解。     

The political effects of referendums: An analysis of institutional innovations in Eastern and Central Europe

Theory suggests that the political effects of referendums should vary according to the institutional provisions that allow for direct involvement of citizens in decision-making. Relying on extant theoretical models the paper proposes initial tests of some implications for the newly democratized countries in Eastern and Central Europe. The constitutions of these countries distinguish themselves by a wide variety of institutional provisions for referendums. Taking advantage of this increased variance, the paper demonstrates effects of different institutional provisions on policy outcomes, which, so far, have only been demonstrated at the sub-national level, for example, in the United States and Switzerland.     

The paradoxes of the ‘everyday’: scrutinising the local turn in peace building

With the advent of the local turn in the mid-2000s, critical approaches have attempted to rethink peace building from the bottom up, placing local agents at the centre of the debate, declaring the end of top-down governance and affirming the fragmented, complex and plural nature of the social milieu. While local turn approaches have become popular in peace-building theory, this article invites the reader to question and problematise the local turn’s use of the concept of ‘everyday’, in order to explore paradoxes and contradictions that indicate the need to think more deeply about the impact of the local turn’s project of critique.     

后乡土社会视角下农民集中居住区秩序重建及反思--基于苏北的实证调查北大核心SSCI

随着乡村振兴战略全面实施及新农村建设深入推进,人口、产业、生态等资源要素在城乡互惠流动的同时,传统乡土性逐渐消解式微,如何重塑后乡土社会地域认同及整合机制是农民集中居住区重建的关键。基于后乡土社会理论视角,从地域空间、组织体系及社会结构维度考察苏北农民集中居住区秩序重建的实践过程发现,完成物理空间整合的农民集中居住区依然不同程度延续着传统乡土社会整合机制,使得现代普遍主义价值取向的地域关联及社会认同机制难以有效建立,后乡土社会样态的农民集中居住区公共性重建缺乏必要的社会基础。因此,如何突破制度红利型动力机制及行政主导实践逻辑重塑后乡土社会整合机制,就成为农民集中居住区重建地域公共性并顺利过渡到社会生活共同体的关键。     

论高等学校实施性别教育的价值取向与可能性

以建构高等学校德育和专业人才综合素质培养的社会性别向度、彰显性别理论学术研究、规范高等学校性别知识体系建设、将性别教育纳入高师教育主流体系、加强对高等学校实施性别教育的教育行政管理为主要目标;以建构社会性别发展性高等学校德育模式、在高等学校人才培养方案中建构社会性别理论通识教育、在教师教育中实施社会性别意识教育为主要措施,发挥高校教育在促进性别平等发展中的积极作用,将是促进高校教育公平和消除性别歧视的有益探索。     

Managing Power Transitions: Towards a 21stCentury Concert of Powers

Power shifts and especially power transitions in the international system areoften associated with (military) confl ict. Power Transition Theory (PTT) does offer ananalysis of this phenomenon but no remedy. We suggest easing the tensions related toongoing worldwide power shifts by introducing a new informal multilateral securitygovernance institution, based on the idea of a concert of powers. The historical EuropeanConcert of the 19th century prevented the outbreak of great power wars for more than ageneration by providing a cooperation framework, based on shared norms and commonprocedures. In this article we explore the possibility of utilizing a modernized concertof powers as a framework for managing the coming power shifts. In order to do so, weintroduce two new elements in Power Transition Theory: (1) the importance of the (dis)satisfaction of the declining hegemon with the anticipated future order, and (2) a broadermultilateral framework of major powers that overcomes the Power Transition Theory’straditional bilateral “duel” situation. On this basis, institutionalized power transitionmanagement becomes possible. We then work out the norms, strengths and weaknessesof the historical concert and update it with a few new features that would be necessaryfor it to be successful in the 21st century.
