Party nationalization measures are often used to describe and analyze the nature of political parties and party systems. However, the term “party nationalization” is imprecise, with little consensus on how to measure it or evaluate its implications. This article advances the literature on nationalization in a number of crucial ways. In it, we make seven concrete suggestions for improving the measurement of party nationalization in theoretical terms and then demonstrate the problems and biases with existing studies through a theoretical discussion and application to Chilean political parties. Given that our theoretical and empirical analyses show there are important weaknesses in all nationalization measures, we argue in favor of approaching the phenomenon with a variety of tools in order to avoid misleading conclusions. 相似文献

This article argues that party competition in legislative elections is partly a function of presidential elections. Previous research on spatial competition has assumed that parties are competing in parliamentary regimes, where the only election of concern for parties and voters is the legislative election. However, in presidential regimes, presidential elections lead to relatively centrist positioning of candidates, and coattail effects from the presidential elections help shape the legislative elections. Using data from the Comparative Manifestos Project, I show that the major parties of the left and right in legislative elections are ideologically closer to each other in presidential regimes than major parties in parliamentary regimes. 相似文献

How do national social programs influence local voting? This study utilizes the experimental set up of a conditional cash transfer program to show that small, targeted cash transfers can have large electoral effects. The Honduran PRAF program allocated an average of $18 per capita per year to poor households within municipalities that were randomly assigned to receive the program. Although the program was administered at the national level, the program increased an incumbent mayor's re-election probabilities by 39%, without significantly influencing voting behavior in presidential elections. Moreover, the evidence suggests that transferring cash to poor households were more effective at increasing political support than interventions providing public goods for poor villages. 相似文献

Abstract The debate about the need to build social capital and to engage local communities in public policy has become a central issue in many advanced liberal societies and developing countries. In many countries new forms of governance have emerged out of a growing realization that representative democracy by itself is no longer sufficient. One of the most significant public policy trends in the United Kingdom has been the involvement of community organizations and their members in the delivery of national policy, mediated through local systems of governance and management. One such policy area is urban regeneration. Central Government now requires local authorities in England to set up Local Strategic Partnerships (LSPs) to bring together stakeholders who can prepare Community Strategies and deliver social and economic programmes which target areas of deprivation. This paper reviews the key institutional processes which must be addressed, such as representation, accountability and transformation. It then investigates three very different examples of LSPs based on interviews with key representatives. The paper concludes that political commitments to community engagement in civil society are always mediated through existing institutional arrangements. Thus attempts to change deep-seated political structures and power relationships require a commitment to increase representation as well as to transform the practices and repertoires of deliberation and action. 相似文献
