试论西部民族地区生态移民跨省安置与生态无人区的划定问题

生态移民是以保护环境和提高人民生活质量为目的的有计划、有目的的政府行为。它是一个意义深远的系统工程。生态移民工程不应成为某一地区或某些地区孤立实行的工程,对一个国家来讲,生态移民工作应该是一个整体性的工作,必须从社会公平和民族平等原则出发,对整个国家的整体角度统筹规划。搞好我国生态环境保护工作中生态移民的跨省安置和划定大片的无人区的问题应成为一个很重要的方面,本文对此提出了一些自己的看法。     

Juvenile Delinquency in Central European Cities: A Comparison of Registration and Processing Structures in the 1990s

The authors trace and compare the developments in recorded juvenile delinquency in Hamburg, Prague, Cracow and Budapest from 1991-1997 and then analyse the processing and selection procedures of the various justice systems. They devote special attention to ethnic minorities within this filtering process. The most salient feature is that the crime rates and processing structures in the former socialist countries display considerable similarities. It would almost be possible to speak of a specific type of criminal justice system with a typical form of reaction. While in the West, the large number of suspects is considerably reduced during later stages of selection to a much smaller number (those actually sentenced and/or imprisoned), what the authors call a funnel model, in the East a smaller number of suspected offenders enters this selection process, but tends to remain within it and be sentenced - the cylinder model. These procedural structures have changed little in the 1990s, and there has certainly not been any increasing alignment of the Eastern systems with the Western one. Indeed, the difference has, if anything, become greater. These lower crime statistics as compared with the West - represented here by Hamburg - are, however, not only the result of equally large discrepancies between the real crime rates, but in this regard the pro-active crime prevention measures of the police, which in Hamburg have caused the inclusion of an increased number of juveniles and foreigners in the crime statistics since 1995, have also had a great effect. The research project thus clearly demonstrates the importance of interpreting crime statistics neither as a true representation nor as a distorted reflection of the activities of a criminal justice system. Instead, these statistics should be seen as reflecting specific processing procedures and methods of crime control.     

Models of Discourse and Hermeneutics in Octavio Paz's El Laberinto de la Soledad

This article explores how certain presuppositions govern our interpretations of this canonical text by Octavio Paz. I trace its biographical and textual origins, the book's peculiar reception, some of its multiple intellectual sources, and the problem of genre and how these hermeneutic discourses and epistemological tools interact. Structure (the relationship between psychology and history), rhetorical strategies and central symbols and metaphors that give the book its unity and complexity are also discussed. I conclude that we can read this hybrid work simultaneously as essay, narrative text, autobiography and modern epic myth: it is both an analytic or ironic deconstruction and an imaginative, symbolic construction of individual and collective identity.     

Another Textual Frontier: Contemporary Fiction on the Northern Mexican Border

This article approaches fiction writing from the northern Mexican frontier from the perspective of the border. It perceives the border between Mexico and the United States as a multispace that permeates fictional texts from the area. In clear contrast with most Chicano and Border Studies perspectives, the border is viewed here as a physical rather that metaphorical space whose dynamics formulates textual discourses and aesthetics. The fiction works of Luis Humberto Crosthwaite and Jesús Gardea are analysed from this perspective.     

Role of Culture and Context: Ethical Issues in Research with Asian Americans and Immigrants in Intimate Violence

Ethical principles are often presented as universal, immutable rules. However, when conducting research with ethnic minority groups, such as Asian Americans and immigrants, ethical issues need to be placed within a sociocultural context as ethical responses are filtered through the specific value orientations and belief systems of the ethnic group under study. Further, when the group is a marginalized population, power dynamics complicate ethical principles of autonomy. The complexities are further accentuated with sensitive topics such as intimate violence or domestic violence. Consequently, ethical questions about autonomy, informed consent, confidentiality, limits to confidentiality, and protecting participants’ safety and reducing distress need to be at the forefront when planning intimate violence research. An overview of sociocultural context of Western biomedical ethics is presented and specific ethical issues that emerge when conducting intimate violence are discussed.     

Designing for equitable civic engagement: Participatory design and discourse in contested spaces

A common theme of research on participatory democracy and citizen engagement centres on the need for empirical studies that conduct a deep exploration of the nuances and complexities of these processes. This article offers a distinct response to this need through an examination of two ethnographic case studies of a participatory budgeting process in a multilingual, highly diverse community in which Spanish-speaking Latino immigrants were involved. By analyzing participants discourse from the case studies, the findings highlight the risks and rewards of reframing participatory processes as design decisions rather than static procedures.     

Blessed be Discord, 1910: Ricardo Flores Magón's Manifesto Mode

This article explores how Ricardo Flores Magón used images to transpose the graphic tradition of nineteenth-century Mexican political journalism into prose by deploying montage to craft both allegorical and prismatic images: while certain images are divorced from their original context and take on a new life, others, analogically related to a single idea, appear prismatically in fragments on the page. The affinities Flores Magón's writing shared with modernismo and the historical avant garde – as intensification of the former and precursor of the latter – have been a blind spot for literary history, to which this article attempts to restore the importance of his writing.     

Federal Political Fragmentation in Mexico's 2015 Elections

The 2015 congressional, gubernatorial and mayoral elections in Mexico display the continuation of political changes that started 15 years ago. The most notorious change in 2015 is the electoral success of non-mainstream parties, which have increased their vote share vis-à-vis the mainstream parties, the Party of National Action (PAN), the Revolutionary Institutional Party (PRI), and the Party of Democratic Revolution (PRD). These mainstream parties lost important vote shares, although the PRI has shown itself to be more resilient to electoral volatility than the other parties. The increase of volatility in Mexico favours the alternation of the parties in power; however, it also increases political fragmentation. This article argues that in a context of growing electoral volatility and political fragmentation, presidential authority is weakened, giving rise to the dispersion of power to other levels of government. Furthermore, the article suggests that party volatility presents important territorial variation in Mexico.     

A Retrospective Demographic and Clinicopathologic Review of Deaths Resulting from Minefield Explosions During Migrants’ Attempts to Enter Greece from Turkey Between 1997 and 2008

Until 2008, the easternmost land borders of the European Union (Greek‐Turkish land zone) were planted with minefields spanning 11 km. Therefore, numerous fatalities occurred in peacetime as migrants attempted to avoid Greek border checks. Numerous fatal incidents (51) were detected inside the Greek minefields between 1997 and 2008. Determination of age, sex, time of death, and nationality were evaluated in every case. The injuries’ anatomical dispersion, their severity, and the mechanism of death were examined in relation to the victims’ position at the moment of the explosion. Data research indicated that all victims were male, aged 18–30 in their majority, crossing border minefields mainly during the night. Their distance and position in relation to the point of detonation was a key factor in the trauma localization and severity. This review highlights the devastating consequences of the residual mines during peacetime, a situation that continues to be a persistent international problem.     

从民族生态的特点看移民式扶贫开发——以广西环江的跨县异地安置为例

环江自1993起的十年时间内,以异地安置方式先后接收了近6万大石山区贫困人口。经过多年发展,移民们已较好地融入了环江当地的生产生活,从搬出来,到稳下来,正奔着“富”起来的目标踏实前行着。分析上述事件有诸多视角,本文意欲从现实民族生态的特点出发作一番尝试性思考。
