区域自主创新与投资支持探讨

区域自主创新离不开投资的支持,投资支持力度影响着区域自主创新的水平。为此,需要对区域自主创新的投资支持力度进行评价,进而了解投资支持存在的问题。我们以山东省为例对区域自主创新的投资支持力度进行了评价,认为目前区域自主创新的投资支持力度不足。为了加强对区域自主创新投资的支持,需要充分发挥财政创新投资的引导和示范作用,促进财政和企业创新投资的区域分布合理化;应转变观念,培育技术研发型对外直接投资主体,调整对外直接投资的区位,调整对外直接投资的领域;应提高创新型企业的技术吸收能力,提高高新技术产业利用外商直接投资的能力,促进外商直接投资的区域分布合理化等。     

浅析我国《公司法》关于转投资规定的立法缺陷——评《公司法》第12条之规定

市场经济条件下,作为现代资本企业的公司,不断地追求最大限度的利润和更多的市场占有份额,这是公司不断进行转投资的重要原因。转投资是公司加速资本扩张的重要手段,是公司在激烈的市场竞争中得以生存和发展的重要方式。我国《公司法》第12条关于公司转投资的限制性规定,制约了公司在市场经济环境中的自主发展和自由竞争,影响了资源的合理配置和流动,应当予以修改和完善。本文粗浅地分析了转投资限制性条款的立法缺陷及不足,以期对《公司法》的修改和完善有所帮助。

当前缅甸的政治、经济局势值得深入观察.制订新宪法是缅甸 "民主路线图"七步计划的第一步.经过将近9个月的休会之后,旨在为缅甸新宪法制订架构的新一轮国民大会于2006年10月10日复会,这有力地推动了缅甸民主路线图计划的实施.但是,美国的打压有可能导致缅甸军政府放缓民主改革的进程. 尽管如此,在"先经济,后政治"方针的指引下,缅甸政府凭借丰富的自然资源,借助中国的经验,开展经济改革工作.     

Corporatism packaged in pluralist ideology: the case of Slovenia

Corporatism has been an influential doctrine in the Slovenian polity since its beginning. After the onset of democratization in the early 1990s, its influence remains strong. Forms of corporatism are embodied in the National Council as the second chamber of parliament, in the chamber system, the system of social partnership and the RTVS (Public Television of Slovenia) Council. It is also present in certain socio-political priorities such as a higher value being placed on partnership over competition, on fairness over human rights, on community over individualism. Social pluralism has always been a part of Slovenian public life. Political pluralism emerged at the end of the 19th century and was never fully developed. There has always been a strong inclination in the political life of Slovenia to organize around interest groups and editorial boards of various publications, a tendency that reveals a plurality of voices but a general unwillingness to fight for political power. It could also be concluded that the development of pluralism in Slovenia relies heavily on corporatism because of the general lack of liberal foundations.     

Increasing Evidence-Based Programs in Criminal and Juvenile Justice: A Report from the Front Line

For the past 5 years in the United States, there has been an increased emphasis on evidence-based programs, and, in particular, the promotion of experimental designs as the highest standard of evidence. This interest has been fueled by the Federal government's demand for accountability that links budget allocation with program performance. The National Institute of Justice, the research, development and evaluation agency within the Office of Programs in the U.S. Department of Justice is undertaking a number of efforts to improve the quality of evaluation research and address the need for evidence-based programs. These efforts have focused on making improvements upfront in the grant selection process so that well-designed evaluations will be undertaken and in the management and monitoring of ongoing evaluation research grants so that implementation and design issues can be identified and addressed. Evaluability assessments is a key strategy that NIJ is relying on increasingly to identify programs that have a high likelihood of being successfully evaluated. Whether these efforts will lead to an overall increase in the rigor of NIJ-supported evaluations remains unanswered at this time. 以共享促共生:疫情冲击下全球治理转型的中国推进

新冠肺炎疫情作为当今世界面临的最严峻的全球性问题,其应对最有效的路径仍是全球治理。危机之下人类社会的存续需要超越私利实现国家间共生。相对于西方传统的全球治理理念,中国方案基于对疫情下全球化时代的共生性判读,明确了推动构建命运共同体的共生型全球治理目标,推动全球治理转型从消极共生向积极共生实现结构优化。然而,依靠共生自身升级的滞缓性与现实需求的迫切性之间存在矛盾,"共生"在资源分配、认同建构以及合作实现等方面并不具备必然性,无法为现实问题的解决提供普遍化的标杆与规范,需要借助"共享"的理念工具进行有效助推。具体来说,就是以共生关系的主体性、共生纽带以及共生底线为出发,从资源配置的优化、主体认同的强化以及和谐包容的价值引领三方面着手,将共享理念融入到人类命运共同体的建构中,并通过中国对全球治理转型的过程参与,有效实现共享从理念引领到现实助推的功能转换,为新型的共生型全球治理模式的良性运作提供助力。

十六大报告指出 :“就业是民生之本。”贯彻十六大精神 ,搞好青年就业和再就业工作 ,共青团组织责无旁贷。共青团应引导青年树立正确的就业观念 ,提升青年的“可就业指数” ,对青年进行创业辅导 ,开展青年就业中介服务 ,帮助青年进行职业生涯设计 ,开创青年就业和再就业工作新局面。     

Remortgaging Women's Lives: The World Bank'sLand Agenda in Africa

In recent months, the World Bank has issued a series of draft policy reports on land relations. This is the first time in over two decades that the Bank has sought to review its policy on lending in the land sector. Access to the draft reports and participation in the consultation process has, however, been severely limited. Nonetheless, the World Bank expects to issue the final Report by the end of this year. This paper presents a gender analysis of the two draft documents that have been made available to date. It assesses their implications for gender relations in Africa. It explores the World Bank's promotion of formal rural credit and challenges the assumption of the availability of women's unpaid agricultural labour. The paper argues that, far from being over, the struggle over land relations which has characterised the last decade in Africa, must continue. This revised version was published online in July 2006 with corrections to the Cover Date.
