国家实施西部大开发战略,最为关键的是投资问题。如果没有一定的投资保障,中国西部国土的整治,水资源的调配、经济结构的调整、产业的选择、资源的开发、基础设施的改善、生态环境的治理、教育的振兴就没有保障,西部大开发就将成为一句空话。为了积极引导外商投资和国内民间资本参与西部开发,制定相应的法律、法规非常重要。文本试图从西部资金投入发展的现状及发达国家的投资法律制度在西部开发中所起的作用,探讨在我国西部开发中建立规范、有序的投资市场应健全和完备的法律制度体系。 相似文献

Over the past decade, America's National Beer Wholesalers Association (NBWA) has transformed itself from an organisation lacking much political influence into one of the most powerful interest groups on Capitol Hill. The NBWA has been described as “the toughest lobby you never heard of” (Birnbaum 1998: 148). Its strategy over this period provides an ideal case study of how to manage government relations within a trade association. It demonstrates the importance of establishing and implementing a measurable strategy, maximising the impact of a range of lobbying tools and leveraging the political environment to operate as effectively as possible. Senator Ben Nelson (Dem, Nebraska) has stated that, ‘NBWA is one of the most effective trade associations in Washington DC, with a staff that is savvy to the public relations and marketing strategies required to be influential on Capitol Hill’ (Nelson 2001). Indeed, the fact that the NBWA's government relations programme is so explicitly based upon marketing principles is unusual from a British perspective; even in the American context, the strategy is executed particularly effectively. This paper examines voting behaviour in the inaugural election to the National Assembly for Wales (NAW), held in May 1999. We address two questions: (i) why did the election produce a ‘quiet earthquake’ in Welsh electoral politics, with the nationalist Plaid Cymru denying the Labour party their expected majority in the Assembly?; and (ii) what broader lessons does this case-study offer for the study of elections in the UK under devolution? Drawing on data from the Welsh National Assembly Election Study, we find that while some features of second-order election theories, such as lower turnout and a lower vote share for the governing party were manifest, contrary to the predictions of such theories the surge in electoral support for Plaid was largely prompted by Welsh-specific factors rather than UK-wide ones. The findings are argued to indicate limits to the applicability of second-order approaches to the study of devolved elections in the UK. 相似文献

Chapter 7 of the NDP 2030 articulates a foreign policy vision for South Africa over two decades. While the NDP acknowledges the place of ‘soft power’ in realising this vision, it remains doubtful whether South Africa will indeed take advantage of the enormous gains offered by soft power as a foreign policy lever. This paper examines the role of soft power in achieving the foreign policy mandates prescribed in the Plan. It argues that, like other regional powers such as China, South Africa needs to pay more attention to its soft power attributes if it is to fast-track the successful implementation of its foreign policy ambitions for 2030. We conclude that sustaining South Africa’s rising position and influence in the international system and in Africa, will largely depend on its ability to consciously adjust its foreign policy trajectories – in the long term – in tandem with its soft power resources and competences. 相似文献

The purge of the Latvian national communists was the most extensive of the Khrushchev era. This article offers the first comprehensive examination of the purge, based on research in Russian and Latvian archives, and utilizing recently released Communist Party personal files. Previous works rarely proceed beyond the beginning of the purge in July 1959 or provide only a cursory overview. This article, however, identifies patterns in the purge with a comprehensive analysis. The methodology of Arvīds Pel?e, the purge’s architect, is explored, exposing the purge’s six distinct phases, which ousted the national communists and defined Latvian politics for a quarter-century. 相似文献

The end of apartheid in South Africa is typically characterised as ‘peaceful’. However, between 1985 and 1995, South Africa experienced a civil war in which more than 20,000 people died. In this war, the African National Congress (ANC) implemented a strategy of ‘people’s war’ based on Vietnam’s experience while the government pursued a counterinsurgency strategy based on models employed by the United States. In the war’s second phase, the ANC and Inkatha employed unconventional tactics in a campaign to gain political and military control of disputed territory. Owing to its success in the war, the ANC was able to prevent its rivals from significantly limiting its power in the central government after 1994 as well as exclude Inkatha from operating in key areas even in its home province. 相似文献

India has been the highest recipient of workers’ remittances for the past several years. Remittances have had a multiplier effect on the Indian economy and have played a crucial role in the economies of several Indian states like Kerala, Goa, Punjab and Gujarat. However, the absence of a coherent policy framework on dealing with these remittances has not only impeded their optimum utilisation but also led to certain negative impacts in India. If harnessed productively, through institutional backing, remittances can actually become viable instruments for creating alternative livelihoods and sustainable development in the rural areas of the country. 相似文献
